QUESTIONS AND RESPONSES
FCI EL RENO – REPAIR TUNNEL
IFBP05071700001 - PROJECT 5C4T
AIP ENTERPRISES, LLC
Plumbing
1. What date(s) is the heating water active/inactive to perform our temporary tie ins/piping relocates?
CLARIFICATION: Domestic hot water is always active within the tunnel. It supplies Food Service (dish machine/cleaning), and Education and Administration.
Temporary disruptions for tie-ins must be minimized, well-coordinated, and occur outside of peak use times.
2. What date(s) is the steam active/inactive to perform our temporary tie ins/piping relocates?
CLARIFICATION: Steam is active within the tunnel from October - March and inactive, except for Food Service and Laundry operations, from April - October.
Temporary disruptions for tie-ins in either of these timeframes must be minimized, well-coordinated, and occur outside of peak use times.
3. What operating pressure is the steam system?
CLARIFICATION: The central steam distribution system operates at 80-90 psi.
Site
1. Per the S0.1 design drawing General Note B “locations and quantities of concrete damage are approximate. The Contractor shall field verify all quantities prior to bidding the work.”- During the site visit concrete damage (notably on the ceiling where concrete has now completely collapsed onto the piping) was visibly noticed. However, since photographs were not allowed there is not an accurate way to quantify damage which may be beyond what has been specified [in the quantities provided in the design]. Is it the Governments intent that the awarded contractor be responsible for all damaged concrete even if it is outside of the defined scope of the drawings and significantly greater than the quantities provided? This could present great risk to bidders as there is not availability to accurately verify all quantities provided during a site visit.
CLARIFICATION: The bidder is responsible for the work identified on the drawings.
The scope of work for this project was based on visual observations of the designer, not extensive testing. If additional damage is discovered that affects or disallows contract repairs, or is beyond the limits or quantities identified on the drawings, it shall be brought to the immediate attention of the Contracting Officer and his or her technical representative. The Contractor shall not perform any work beyond the limits and quantities identified on the drawings without prior, written direction from the Contracting Officer.
