Replace Dialysis Water Treatment System at FMC Devens

1. Would the contractor be permitted to store tools in a locked gang box in locations outside of inmate/patient areas

(i.e. equipment spaces, crawl space, or other such designated areas)?

ANSWER: No, all tools will be removed from the institution and accounted for each day.

2. Would the contractor be permitted to store the dialysis equipment in the room where the equipment is ultimately going to be installed?

ANSWER: Yes, as long as it is within policy. There are certain items that cannot be stored inside the secure perimeter of the

Prison. This will be looked at on a case by case basis and approved by the Captain.

3. The SOW does not specify the location for the new dialysis equipment. We assume that the new dialysis equipment will not be going back in the same location of the existing equipment. Can you please specify the location for the new dialysis equipment?

During the walk through we were shown two possible locations -the existing soiled linen room and the existing exam room. Can you confirm if either of these locations will be the final location of the equipment?

ANSWER: The new dialysis equipment will be located in the exam room. This is noted on the 2 drawings that will be provided in the near future.

4. For each of these possible equipment room locations, demolition of a wall partition, ceilings, and possibly door relocation, lighting modifications and HVAC modifications will be required. Will this be our responsibility or will this be handled by FMC Devens?

ANSWER: All demolition, HVAC, and electrical work will be by FMC

Devens.

5. The SOW does not specify the location for the new PEX piping system. In order to prevent disruption to the existing system it was suggested that the piping could be run in the crawl space below the dialysis ward. Can you confirm that this is the intent of the SOW?

ANSWER: The new piping can be located in the crawl space if it will not affect the operation of the system.

6. If the piping is to be run in the crawl space below the dialysis ward, who will be responsible for coring the holes in the floor to accommodate the piping? If we are responsible for this work, can this work be performed after hours?

ANSWER: All holes are the responsibility of the Contractor. All work is expected to be done during normal business hours.

7. Can any of the work in the dialysis ward itself be performed after hours?

ANSWER: No, all work to be performed during normal business hours.

8. Is the intent for the piping and wall boxes to be mounted exposed in the dialysis ward, or will there be some requirement to build a removable plenum to hide the piping?

ANSWER: FMC Devens will construct removable chases to conceal the new piping. The contract is to leave the piping exposed.

9. With the relocation of the dialysis equipment, it is possible to relocate the Acid/BiCarb room to the existing dialysis equipment room. Can you confirm that you want the Acid/BiCarb room to remain in the existing space or would the preference be to relocate the room?

ANSWER: Yes, the Acid/BiCarb will be relocated to the existing dialysis equipment room.

10. The SOW does not provide detailed specifications on the dialysis equipment to be provided. For example:

a. Should the system have a holding tank?

ANSWER: The system we would like would be equivalent to an

Ameriwater MRO7Z 7 membrane Reverse Osmosis System with a flow rate of 15,294 GPD (direct feed, no tank) Heat disinfect. We can use the existing acid/bicarb system however there will need to be an acid distribution system with a 300 gallon tank and pump assembly (acid loop, no bicarb loop). Clean in place system.

b. Does FMC Devens want heat disinfect RO unit or a standard system? A heat disinfect is a direct feed system that does not use a storage tank. Heat disinfect is a lot more expensive than a standard system.

ANSWER: Heat Disinfect.

c. Does FMC Devens want a Clean In Place option? This is a tank and pump that will allow FMC Devens to periodically clean the

Reverse Osmosis system.

ANSWER: Yes, Clean in Place option.

d. Is there a validation protocol for the validation and testing period?

ANSWER: Yes. This will be completed by the dialysis contractor.

Currently Naphcare.

11. Can you please provide your most recent water quality test results?

ANSWER: Yes, water quality test to be provided.

12. Can you confirm that a 2" hot and cold water system will be installed by FMC Devens?

ANSWER: A 2” hot and cold water supply will be provided by FMC

Devens.

13. Can you please provide a dimensioned or to scale drawing of the existing dialysis ward?

ANSWER: 2 Drawings will be provided once they are approved by the Northeast Regional Office.

14. 83 Calendar days seems like a tight time frame to complete the project, especially with the level of submittals and engineering that will be required. Is there any room to increase the time frame to 120 days?

ANSWER: No, FMC Devens would like to remain at the 83 Calendar days.

15. Is there a spec sheet on the dialysis wall box or do we provide our own?

ANSWER: White, single piece ABS construction with an opening cut out of 14 5/8” x 13 5/8” with a depth of 4 ¾”. The box is to include a stainless steel quick disconnect fitting with shut off. The successful contractor shall provide spec sheet to ensure it meets the needs of FMC Devens.

16. Reuse the existing acid / bicarb equipment?

ANSWER: Yes, Reuse the existing. However we want an acid distribution system. Acid loop but no bicarb loop.

17. Where is the new water system being installed, what room exactly?

ANSWER: Existing Exam Room/Side Office. Noted on the 2 drawings that will be provided in the near future.

ANSWER: Yes.

19. Is the proposed RO distribution loop and acid loop being installed on the exterior walls of the clinic, behind the sheet rock of the clinic, or in the basement of the clinic?

ANSWER: Crawl space, all piping in the clinic to be left exposed and FMC Devens staff will construct chases to conceal it.

ANSWER: FMC Devens

ANSWER: No, the contractor is to tie into existing drain system.

ANSWER: The contractor is responsible for core drilling through the floor.

ANSWER: The system we would like would be equivalent to an

Ameriwater MRO7Z 7 membrane Reverse Osmosis System with a flow rate of 15,294 GPD (direct feed, no tank)

24. Who is removing the existing RO water System once the new water system is operational and validated?

ANSWER: The contractor who wins this contract will be responsible for removing the old system and then moving the acid/ bicarb system in its place.

25. Is the existing acid / bicarb equipment staying in their existing location or being relocated?

ANSWER: Relocated to the Existing Equipment Room

ANSWER: The new system to be an Ameriwater system or equal system. 7 membrane Reverse Osmosis System with a flow rate of

15,294 GPD (direct feed, no tank) Heat disinfect. We can use the existing acid/bicarb system however there will need to be an acid distribution system with a 300 gallon tank and pump assembly. Clean in place system. There will be a heat disinfect loop and an acid loop. No Bicarb loop.
