Replace Roofs at FCC Allenwood

1. Are we just removing the ballast and existing EPDM membrane to expose existing insulation?

ANSWER: Yes. You will have to remove the existing ballast and EPDM membranes to expose the existing insulation. At the USP we want ballasted roof systems installed again, so the ballast will need to be reinstalled. At the FCI we want fully adhered EPDM roof systems installed, so the ballast will not need reinstalled.

2. Are we reusing existing insulation and installing a ½” Cover

Board over top of the existing insulation then Fully Adhering a 60 mil Reinforced EPDM Roofing System?

ANSWER: At both the USP and the FCI damaged or compromised insulation will have to be replaced, but the existing insulation is to be reused as much as possible.

At the FCI we want fully adhered EPDM roof systems, so cover board will have to be installed over the existing insulation. The cover board is to be secured to the corrugated steel deck below (see drawing FCI-7) with screws. The EPDM membrane is to be fully adhered to the cover board. Installation of the cover board & EPDM membrane is to be done in accordance with manufacturer’s guidelines, to include the type of screw fasteners and their layout.

The USP roofs have concrete decks (see drawing USP-6), so cover boards cannot be secured with screws. For these roofs, ballasted roofing systems are to be reinstalled, and no cover boards will be required.

3. What is thickness of existing insulation?

ANSWER: Approximately 2” to 6”

4. What will be the requirement for providing tools and equipment for the project? Will we need to remove all equipment and tools daily from the roof and outside the gate?

ANSWER: All tools will be required at a minimum to be locked in a job box and secured in the Facility’s tool room. The job box must have provisions for two locks, one lock supplied by the contractor and one by the Federal Bureau of Prisons (FBOP). A key for the contractor’s lock box must be provided to the FBOP. Some tools may be required to be removed on a daily basis. A tool inventory will must be kept with the tools at all times, and will be used at the beginning and end of each work day to verify all tools are accounted for. All equipment, to include cranes, lifts, ladders, vehicles, shall need to be removed on a daily basis.

5. Will an area be provided for dumpster, material and equipment and will each need to be removed daily or will they be allowed to be at the building or roof areas?

ANSWER: An area outside the rear gate of each institution will be provided for equipment storage. Some materials may be stored near the rear gate as well. Depending upon the quantity of materials and equipment on site at one time, some may need to be stored at a remote location on the complex grounds. Dumpsters may not stay inside the fences overnight. At the end of the work day the dumpster will be required to be placed in the rear gate. It will have to remain in the rear gate overnight before removal.

6. Will access to the roof and buildings be limited to certain times of the day?

ANSWER: Access to the FCI will be limited to the hours of 7:00 am through 3:00 p.m. At 3:00 p.m. contractors will need to exit the institution.

Access to the USP will be limited to the hours of 7:00 a.m. through

2:30 p.m. At 2:30 p.m. contractors will need to at the rear gate.

7. If there are any planned shutdowns what will our notification time period be?

ANSWER: Currently the FBOP has no planned shut-downs, however we often have unplanned events which will cause job shut-downs. These include fog and possibly disturbances. There may be no advance notification for these unplanned events.

8. Are plans available for this project?

ANSWER: Limited plans are available on FEDBIZOPS.

9. The guys came back and said something about payment electronically and you would have to be registered before bidding on project. Can you please tell me where you would have to be registered in order to be electronically pay?

Answer: The Website below is where you will need to be registered. Please refer to the solicitation for all other online registrations and certifications that are required to do business with the government.

https://www.bpn.gov/ccr/default.aspx

10. Some of the Lightning Protection will need to be moved during the re-roofing project. Will this need to be re-certified after it is hooked back up?

ANSWER: The lightening protection does not have to be recertified, but any lightening protection hardware that is moved, disconnected, or otherwise altered to facilitate roofing installation will have to be restored to its condition as found before this roofing installation was started. In addition, if wires need to be cut or lugs need to be loosened or disconnected, they need to be re-secured by means of CAD welding.

11. The roofs are covered with stone ballast that will be removed during the re-roofing process. Does your facility wish to retain this gravel or should we dispose of it into a dumpster?

ANSWER: We wish to retain any ballast that is removed.

12. What type of cover board is required? Thickness?

ANSWER: Firestone ISOGARD HD cover board or equivalent, to be approved by FBOP. Half-inch thick cover board is required.

13. Can a forklift and/or a manlift be left inside the gate at the work site?

ANSWER: No equipment can be left inside the rear gate or inside the secure perimeter of the institution. It can be left outside the rear gate.

14. Are we re-using the existing counter-flashing and edge metal?

ANSWER: If the counter-flashing and edge metal can be removed without being damaged or deformed, and can be reinstalled in a manner that will provide a neat and functional (e.g. water-tight) job and will not void any warranties, then reuse is acceptable.

15. Drawing FCI 10, Page A410. The detail A420, at the top of the page, right side, is not shown on any other page. This detail is necessary to see how the edge metal is used, either stripped in or snapped on.

https://www.bpn.gov/ccr/default.aspx

ANSWER: This detail will be provided on FEDBIZOPS as drawing FCI-14.

16. According to the information provided, the insulation is to be reused for this project. The insulation could potentially have unforeseen water damage and be deemed unusable. Is there a percentage that should be considered as unusable in this proposal since we should never reroof over wet insulation, or shall we just consider the roofing only? If we should include insulation, what percentage should we deem as potentially unusable?

ANSWER: For purposes of bidding, deem 5% (4,250 sq. ft.) of the insulation is unusable and is to be replaced as part of the job.

Insulation replacement costs, to include both material and labor, are to be itemized separately, on a cost per sq. ft. basis.

If more than 5% of the insulation requires replacement, a change order for the additional work is to be submitted and approved before the replacement is undertaken. The FBOP reserves the right through contract modification to reduce the number of roofs replaced due to funds availability.

At the completion of each roof the contractor shall provide the FBOP a tally of the number of square feet of insulation replaced before starting another roof.

17. Housing Unit - During walk thru you lifted us up to lower roof and said they will be getting done and nothing to be done on high roof but in addendum no 4 drawing and measurements are for high roof and there is nothing on lower roof regarding size. Can you please clarify this for us.

ANSWER: Drawing FCI-3 shows a typical FCI roof layout, to include an upper and lower flat roof separated by a parapet wall. Per drawing

FCI-9, the roofs are separated by approximately 7’ in elevation. Both the high roofs and the low roofs are to be replaced. Drawing FCI-4 includes the areas of both an upper and lower roof.

General Specifications:

18. How do we get pricing on lighting protection without going onto roof and without a plan for layout?

ANSWER: See question 10 and response.

19. Under description of work are you saying to reuse the capping and edging or do you want new? If you would like new what gauge, color, finish and metal would you like?

ANSWER: As to replacement or re-use, see question 14. If replacement is necessary, fabricate with 0.05 sheet aluminum unless noted (e.g.

see drawing FCI-14). Color and finish is to match existing, and is to be determined by contractor.

20. We have reviewed the drawings in regards to the FCI Buildings portion of this project. During the site visit, we were shown a portion of roof that does not match the drawings. Please advise.

ANSWER: See question 17 and response.

21. On the drawing USP-1 housing unit roof, drawing detail roof plan bldg. # 7, 8, 9, & 10, is this two wing building one roof or two? Are there 8 or 4 more double wing buildings like this?

ANSWER: At the USP there are a total of four double wing buildings.

As shown on drawing USP-1, each building has two wings, and each wing has a separate roof. A typical roof covering a wing is shown in drawings USP-2. The approximate dimensions and area of the flat roof portion of a wing is shown in drawing USP-3. There are 8 of these roofs to be replaced.

22. On drawing FCI-1 housing unit roof is this two wing building considered two buildings or one? Are there 8 or 4 more of these double wing buildings?

ANSWER: At the FCI there are a total of four double wing buildings.

As shown on drawing FCI-1, each building has two wings, and each wing has a separate roof. A typical roof covering a wing is shown in drawings FCI-2 and FCI-3. Note that the flat-roofed area of each wing is actually comprised of a lower and upper flat roof, separated by a parapet wall. Per drawing FCI-9, the roofs are separated by approximately 7’ in elevation. Both the high roofs and the low roofs are to be replaced. Drawing FCI-4 includes the areas of both an upper and lower roof. Drawing FCI-4A will be included in FEDBIZOPS for clarification.

23. In the statement of work there is a table listing bldg's, square footage, sky lights, drains/vents, etc. Is the listed 48,000 sqft for the USP units and the 36,560 sqft for the FCI, the total sqft for all

8 units or the sqft per unit?

ANSWER: The total of all eight roofs at the USP is approximately

48,000 sq. ft. The total of all eight roofs at the FCI is approximately 36,560 sq. ft.

24. Do all roofs have stone ballast on them?

ANSWER: Yes.

25. Can I get a vacuum truck alongside of all the buildings to remove ballast?

ANSWER: Whether or not a vacuum truck can pull alongside the buildings will depend upon both the truck’s capabilities and soil conditions.

The FCI buildings are between 60’ and 300’ from a paved road, and on a hill. Access may be limited by soggy soil conditions; over the years various pieces of heavy equipment have become mired in the soil next to the housing units and required towing to remove them.

The USP buildings are approximately 50’ from a gravel road and approximately 6’ to 8’ higher in elevation than the gravel road.

26. Do all roofs have concrete decks?

ANSWER: No. The USP housing units have concrete decks and the FCI housing units have steel decks.

27. How many of the buildings are in the secure area?

ANSWER: All of them.

28. Are all existing roof drains to remain?

ANSWER: Yes.

29. Does the lightening protection have to be re-certified after project is complete?

30. What kind of storage area will we be given?

ANSWER: See question 5 and response.

31. Does storage area need to be fenced in by us?

ANSWER: No.

32. Can roofing material be left on roofs overnight?

ANSWER: To be determined at pre-construction meeting.

33. Drawing FCI-4 is A-side flat roofs. Is this considered one roof?

Are there 8 of these same roofs?

ANSWER: See question 22 and response.

34. Drawing USP-3 B-side housing unit roof, is this considered one roof? Are there 8 more of these same roofs?

ANSWER: See question 21 and response.

35. Are any permits required from any local or government agencies?

ANSWER: No building permits are required for this work, however all waste material will have to be disposed of in accordance with all local, state, and federal regulations.

36. Is all standing seam roofing to remain?

ANSWER: Yes

37. Are we to match standing seam metal color and finish with our copings or edgings? If yes, who is the manufacturer? What is the color?

ANSWER: The manufacturer is unknown. See questions 14 and 19 and their responses.

38. In the materials specifications # 2.02 says a cover board is required, but doesn't say what type or thickness. Are we to use any type and thickness of cover board acceptable to manufacturer?

ANSWER: See question 12 and response.

39. What is the minimum thickness required for new rigid roof insulation?

ANSWER: Where replacement of insulation is necessary, its thickness and slope is to match that being replaced.

40. If lightening protection system needs to be re-certified, we will need to have our lightening protection sub visit the site ( no lightening protection info given on plans or specs). Is another site visit possible?

41. What is the require slope on the new tapered insulation?

ANSWER: The slope on any replaced insulation is to match existing.

42. The plans do not show razor wire to be replaced. Do you have an estimated footage of razor wire that needs to be replaced?

ANSWER: No razor wire will need replaced.

43. What is the anticipated start date for this project?

ANSWER: It is anticipated that a contract shall be awarded within 60 calendar days from the bid opening. A pre-construction conference would be scheduled shortly after the award of a contract.
