USP LEE – UPGRADE AUOMATIC POWER TRANSFER SYSTEM
PROJECT 1B7Y QUESTIONS & RESPONSES
SOLICITATION IFBP01171700001
GROT, INCORPORATED:
1. Drawing Sheet T0.1, Note 9 provide complete programming of PLCS control system to automatically transfer all buildings normal power to the emergency power source (existing generators) in the event of loss of power. Sequence of power transfer shall be as identified on drawings.
Q: Are the existing circuit breakers electrically operated in order to transfer from normal power to emergency power?
CLARIFICATION: Yes. The new PLCS is just the replacement of the existing PLCS that is obsolete and no longer operational.
2. Drawing Sheet T0.1, Note 6 provide new conduit and copper wiring from existing circuit breakers to the new PLCS control panel in each building.
Q: Do the existing circuit breakers in each location have auxiliary contacts (NO & NC) already on the breakers?
CLARIFICATION: Yes. The auxiliary contacts will be used as before.
3. Sheet C301, Details 1, 2, 3 – “Pent Head Bolt with washers on 29-3/8” B.C.” Is superimposed over 13 x 2 McGard Secure Bolts”.
Q: Are the McGard Secure Bolts no longer required?
CLARIFICATION: FBOP Technical Design Guidelines state “A. For manholes located inside the secure perimeter, replace the normal anchor bolts that secure the manhole cover with patented security bolts such as the Man-Lock manufactured by McGard. The work is not limited to the manufacturer identified herein. Use state’s Department of Transportation standard details where available and applicable.
1. Other manufacturers who manufacture similar items shall be permitted to submit their products in accordance with substitution and submittal requirements specified in Division 1.
2. Standard manholes require preparation to receive security bolts.
a. Bolt to be made from alloy steel, heat treated to 1035 MPa (150 ksi) tensile strength.
b. Head of bolt to be selectively hardened to Rc 60 min. to prevent the use of files, hacksaws, and chisels.
c. Bolt to be made with either a flat or 120 degree cone seat as required.
d. Bolt to be torqued by means of a recessed curvalinear ("Daisy") groove in top face of bolt head. A special mating key is required to operate in the groove for installation or removal of bolt.
e. Outside head of bolt shall have a special, non-standard, thread for mounting of a protective plastic cap.
f. Bolts to be triple nickel chrome plated meeting ASTM B 368 C.A.S.S. test for 22 hours.
g. Bolt lengths to be within +/- 3 mm (0.12").
h. Bolt threads to be class UNC-2A.
4. Section 024119-2, 1.4 Selective Demolition Materials Ownership Q: Who takes ownership of old existing manhole covers and frames?
CLARIFICATION: USP LEE will take ownership of the existing manhole covers and frames. The existing manhole covers and frames will be placed in an area designated by USP LEE. These items will become part of the institution’s recycling program.
5. Drawing Sheet E001, Definition: The word provide means that the contractor shall furnish, install adjust, test and integrate into a complete system the item indicated including all hardware, wiring and miscellaneous items as necessary for a complete and operational system.
Q: Will existing circuit breakers have to be replaced to be compatible with the new control system?
CLARIFICATION: No. The existing circuit breaker will receive the command from the new PLCS to close or open.
6. Section 017900, 1.5 Quality Assurance, B., Preinstruction Conference: 1. Inspect and discuss locations and other facilities required for instruction.
Q: Does this mean we have to visit, review, and prepare training documentation for other facilities?
CLARIFICATION: No. The specs require training of the facilities staff inside this particular institution only.
7. Section 017900, 1.9, Instruction B. Engage qualified instructors to instruct owners personnel to adjust, operate and maintain systems, sub-systems, and equipment not part of a system.
Q: Does this mean any and all equipment that is not part of this system?
CLARIFICATION: No. Only the system affected by this work.
8. Drawing sheet TO.1, Note 11 Salvage copper control wiring to the maximum extent possible and deliver to on site location to be determined by owner.
Q: What is the quantity of the maximum extent possible?
CLARIFICATION: The note intention is to remove as much of the copper as possible. The institution has a recycling program and all salvaged copper shall be turned over to them.
The determination on what can be salvaged will be resolved at the site.
Q: Can the control wiring cables be abandoned in place if they cannot be removed?
CLARIFICATION: Yes. The contractor shall label them “abandoned”.
9. Drawings Sheet E003, One Line Diagrams, Note 1 One-line diagram provided for reference. Contractor responsible for providing (N) energy meters for essential and non-essential loads in each (E) distribution board as well as reconnecting (E) circuit breaker contacts. The (E) distribution system equipment are to remain as shown.
Q: Are the existing circuit breakers electrically operated?
CLARIFICATION: Yes, The PLC control cabling system allows for operation from the Powerhouse to remotely open and close all sub-areas non-essential and essential breakers.
Refer to the performance requirement section on E0002.
Q: If the breakers are electrically operated, where are the battery power supplies to operate the breakers?
CLARIFICATION: The breakers do not have battery power supplies. Refer to the performance requirement section on E0002
10. Drawings Sheet E004, One Line Diagrams, Note 1 One-line diagram provided for reference. Contractor responsible for providing (N) energy meters for essential and non-essential loads in each (E) distribution board as well as reconnecting (E) circuit breaker contacts. The (E) distribution system equipment are to remain as shown.
Q: Are the existing circuit breakers electrically operated?
CLARIFICATION: Yes. The “M” enclosed by the circle means motorized circuit breaker. This is taken from the as-built drawing.
Q: If the breakers are electrically operated, where are the battery power supplies to operate the breakers?
CLARIFICATION: The circuit breakers are operating at 120VAC therefore; we believe that each switchboards has Control Potential Transformer (CPT) ahead of the circuit breakers to energize the non-essential and essential circuit breakers.
11. Solicitation SF1442, line 13, Additional Solicitation Requirements, A. states that the sealed bids will be received January 4, 2017, no later than 11:00 EST.
Q: Can the bid date be changed to January 10, 2017 to allow for timely and accurate proposals due to the interruption of working days and factory shutdowns during the holidays?
CLARIFICATION: The Federal Acquisition Regulation states the solicitation must be issued for at least 30 days, with Bureau of Prisons policy stating the solicitation must be awarded within 95 days. Based on the date received, and solicitation issued, and extension cannot be granted.
12. At 100 % design approvals, are there any additional design narratives from the Engineers, Architects or FBOP?
CLARIFICATION: No.
