REQUEST FOR INFORMATION (RFI) #1

FCI CUMBERLAND HOT WATER PIPING UPGRADES

IFBP01071400003

1. For Phase 1, Repair Endwalls in Manholes, how many end walls need repaired and is there a sketch or drawing to show method of repair?

RESPONSE: The end seal conditions are described on the site plans and on the manhole plans C12 and C13. There is an endwall (seal) detail on C14.

2. For Unit Price No. 9, Secondary conduit testing with compressed air, where are segments located, what is their length, is it manhole to manhole? What if testing fails?

RESPONSE: Refer to the site plans for lengths of segments from manhole to manhole.

Then base the unit price on testing of the longest segment. Pass or fail shall be reported to the Contracting Officer’s Representative.

3. What is the length of time any heating system can be off-line (out of service)?

RESPONSE: The out of service length of time shall not exceed 8 hours. Notification of tentative utility shut down is specified and must be adhered to. Work should be done during warmer weather and NOT when there is a chance of pipe freezing.

4. Please confirm that the base bid for this project does not include the modification of any face plates occurring in or adjacent to an existing building. (i.e. Section 01010, Part 1.3B.5 indicates the upgrade of face plates in mechanical rooms. Section 01010, Part 1.3C.3 refers to the upgrade of face plates in existing vaults shown on drawing C12 and C13 only.)

RESPONSE: The Base Bid does include the repair of endwalls as indicated on the site plans and in the manhole plans on C12 and C13.

5. Please confirm if face plates labeled as “E1” require any type of modification. Section 01010, Part1.3C.3 indicates that an E1 condition is properly installed with test ports and that condition E2, E3, E4 and E5 require modification. Drawings C12 and C13 indicates that an “E1” condition requires modification to their test ports.

RESPONSE: As shown in the endwall condition key, end seals labled E1 will require work to remove port plugs.

6. Please confirm that no work is to be performed on the existing underground piping system under the base bid other than the replacement of pipe segment M1 and M2 as shown on drawing C2 and the performance of a cathodic protection survey.

RESPONSE: Work under the base bid will include the work described in Phase 1 and 2.

Work in Phase 3 will be completed based upon unit prices, if funds are available.

7. Please confirm if there is any mechanical insulation work required for this project at the above ground piping and at the piping occurring within manholes. There does not appear to be any insulation work indicated in the project plans and specifications. If the existing piping contains insulation this would require demolition of the existing and installation of new at the new piping areas. The repair work to be performed at the end seals would also require removal and re-installation of existing insulation to perform the repairs.

RESPONSE: The piping within manholes is not insulated. The above ground piping is insulated. Provide 2” mineral fiber and kraft paper jacket insulation on the short section of above ground piping.
