REQUEST FOR INFORMATION (RFI) #1
FCI ASHLAND FIRE ALARM UPGRADES PROJECT
IFBP01021100001
1. Specification Section 13851, Part 1.3 B.8 – “Connect to existing access control system for automatically unlocking of designated doors.” Please identify quantity of and locations for these doors.
RESPONSE: Delete reference to automatic unlocking of doors.
2. Specification Section 13851, Part 3.5 A. ‐ “Ground the FACP and associated circuits; comply with IEEE 1100. Install a ground wire from main service ground to the FACP.” Please provide the location of the “Main Service Ground” intended to be used for this requirement.
RESPONSE: Provide for all new FACP a 120V dedicated branch circuit from nearest panelboard.
Assume a distance of 75 feet to panelboard. Ground the FACP with branch circuit equipment ground from panelboard. Reuse existing 120V branch circuit for all existing FACP to be replaced.
3. Specification Section 16051, Part 3.2 A ‐ Firestopping – Please provide a means of identifying types and locations of all “Fire‐rated floor and wall assemblies”.
RESPONSE: Assume all of the following penetrations are 2 hours rated:
1. Penetrations between buildings.
2. Penetrations between the main corridor and a building
3. Penetrations between the tunnel and a building or the main corridor.
4. Enclosed stairways.
5. Rooms labeled as storage rooms.
4. Specification Section 13851, Part 3.3 C.2. – states “All fire alarm circuits shall be enclosed in EMT conduit with a ¾” diameter as a minimum.”
Specification Section 16130, Part 3.1.B. lists locations for using EMT as “Exposed, Not Subject to Physical Damage or Severe Physical Damage.”
Question: Are the Housing Units to be considered as “Not Subject to Physical Damage?”
RESPONSE: EMT is acceptable to be used in housing units.
5. During the Site Visit several of the existing conduits noted to be used were witnessed with water draining from them. Should these conduits be considered usable in their current condition?
RESPONSE: These two conduits are not usable in current condition. There are multiple empty spare conduits with pull strings that can be used.
6. Please confirm the following information: “The Cable Tray indicated to be used between the Old Administration Building and the Inmate Services building is complete from end to end and has sufficient capacity to contain the Fiber Optic Cable to be installed between the Buildings.”
RESPONSE: The existing cable tray has sufficient capacity to contain the new fiber optic cable.
7. Please confirm that the “Buildings without Demolition Drawings have no existing Fire Alarm System or components.”
RESPONSE: Yes. Unless otherwise indicated.

D. The fire alarm system manufacturer shall maintain a fully staffed branch office including application engineers, drafters and service personnel within 100 miles of Ashland
FCI.
Question ‐ Can the office within 100 miles of Ashland FCI be a factory authorized distributer of the fire alarm system manufacturer instead of a branch office of the manufacturer? EST does not have any manufacturer branch offices.
RESPONSE: Yes. As long as the factory authorized distributor has the service personnel trained and certified by the manufacturer.

1.9 Quality Assurance
F. All technical service personnel shall be regularly employed by the fire alarm system manufacturer.
Question ‐ Can the technical service personnel be employed by an authorized dealer of the fire alarm system manufacturer as long as the technicians are trained and certified by the fire alarm system manufacturer?
RESPONSE: Yes, as long as the technicians are trained and certified by the fire alarm system manufacturer.
