The bid seeks three (3) multi-gas calibrators suitable for dynamic calibration of instruments at monitoring sites operated by the State of Missouri. The calibrators must automatically perform zero, precision, span checks, and multi-point calibrations using various gases including carbon monoxide, ozone, sulfur dioxide, nitric oxide, isopropyl nitrate, N-propyl nitrate, and nitrogen dioxide. The bid opened July 5, 2018, and closed July 18, 2018, with delivery required to the Environmental Services Program in Jefferson City. The initial contract period runs from September 20, 2018, through September 19, 2019, with two renewal options available.
The equipment specifications require two thermal mass flow controllers, an ozone generation module, mixing chamber, photometer, three-port glass output manifold, reaction chamber, four gas inlet ports, one dilution inlet port, and control electronics. Technical requirements include flow accuracy of ±1.0% from 10-100% of full scale flow, repeatability of 0.05%, operating temperature of 0-50°C, maximum weight of 30 pounds, and power requirements of 115 VAC at 60 Hertz. Delivery terms are FOB Destination with Net 45 payment terms. The bid documents specify that vendors must provide firm fixed pricing for both the first and second renewal periods.

Item Specification for Multi-Gas Calibrators
Description: The multi-gas calibrator must be suitable for the dynamic calibration of instruments at monitoring sites operated by the State of Missouri. The calibrators must consist of a self-contained instrument capable of automatically performing zero, precision, span checks, multi-point calibrations using carbon monoxide, ozone, sulfur dioxide, nitric oxide, isopropyl nitrate (IPN), N-propyl nitrate (NPN) and nitrogen dioxide gases. The calibrators must include a status board option or equivalent to allow the data acquisition system to operate the calibrators remotely. The calibrators must consist of two (2) thermal mass flow controllers (one air 0 – 20 SLPM and one gas 0 – 100 SCCM), an ozone generation module, a mixing chamber, photometer, three (3) port glass output manifold, a reaction chamber, four (4) gas inlet ports, one (1) dilution inlet port, and control electronics. The calibrators must accept local or remotely entered commands for at least a seven (7) day schedule of calibration activities. The calibrators must produce an accurate concentration of dilution and span gases within +1% of 10 to 100% of full scale flow. The calibrators must accept commands from a display panel, contact closures or an RS-232 serial port, or Ethernet connection. The ozone generator must have the capability to function at the following ranges: 0.02 –
0.5 PPM at 5 – 10 SLPM and 0.05 – 1 PPM at 5 – 10 SLPM and have and accuracy of +/- 2% or +/- 0.005 PPM at 10 SLPM. The ozone generator must be calibrated at the factory with a NIST traceable ozone standard. The ozone generator must compensate automatically for changes in pressure and lamp deterioration. The calibrator must store mass flow controller data and retain it through power outages. The calibrator must have stainless steel and Teflon fittings. Brass fittings shall be unacceptable. The calibrator must include any needed Teflon tubing. The calibrators shall meet or exceed the following requirements: • Flow accuracy: ó 1.0% from 10 to 100% of full scale flow • Repeatability: 0.05% from 10 to 100% of full scale flow • Warm-up Time: 30 minutes • Operating
Temperature: 0 – 50 C • Maximum Weight: 30 pounds • Power Requirements: 115 VAC @ 60 Hertz The calibrators shall include any special tools necessary to adjust, dismantle or service the equipment.
