Bidder Request: I would like to ask the state to revise their Floor and Floor Covering specifications for both the Narrow & Wide body cutaway to specify that the 2.2mm floor thickness be all flooring material. Not a combination of flooring and backing.

MODOT Response: The current statement that is being referenced by the Bidder is, "The material thickness shall be a minimum of 2.2 mm and be smooth through the bus and all seams shall be heat welded to prevent moisture penetration." We feel that this description is adequate no changes will be made.

Pg. 7 & 16, Spec 3, Pg. 7 & 16, Spec 7: Seat Belts

Bidder Request: Calls for three (3) 16" (minimum) seat belt extenders. The longest seat belt extenders for passenger seats available are 12" in length. Please amend this to 12".

MODOT Response: No change necessary there are seat belt extenders for passenger seats available greater than 12 inches.

Pg. 8 & 9, Spec 7: Fold-A-Way Type Seat Requirements.

Bidder Request: On page 8 is a statement that reads “All floor plans, with the exception of Floor

Plan GG, will have at least two seating positions that meet the FMVSS 225 latch system requirement for child safety seats.” However, on the next page, under the GG floor plan description, it states “…the CRS requirement remains.” Please clarify if the FMVSS 225 / CRS child restraint latch system is required on Floor Plan GG.

MODOT Response: The CRS is only applicable to the two foldaway seats on Floor Plan GG.

Pg. 9, Spec 7: Floor Plan GG.

Bidder Request: GG floor flan specs call for two wheelchair positions at rear of bus curbside. Please note that for floor plan GG the two wheelchair positions in rear of bus will be located on curb and street side.

MODOT Response: The two wheelchair positions are in the rear of the bus not just curbside.

Pg. 9, Spec 3, Pg. 9 Spec 7: Windshield, Door Glass and Window Glass.

Bidder question: States that the rear emergency door glass and passenger entry door glass will contain OEM standard tint. Since the rear emergency door and passenger entry door are provided as part of the bus body build, and not Ford OEM, it will not be the same tint as the OEM chassis windows but will be tinted and rated as required by FMVSS. Please remove reference to OEM tint and simply state shall be tinted.

MODOT Response: The Bidder is instructed to ignore OEM for the required tint of the emergency door glass.

Pg. 10, Spec 3, Pg. 10 Spec 7: Doors

Page:15

Bidder Request: Specs call for "(If Required) rear or RH side lift door or doors (with window). Then it goes on to say "dual swing out doors". Section is contradictory as one sentence mentions door or doors then next says dual doors. Please clarify if either single or dual lift doors will be acceptable or if only dual doors will be accepted.

MODOT Response: Either will be acceptable.

Pg. 11 & 12, Spec 7: Wheelchair Lift.

Bidder Request: Page 11 indicates lift to have usable width of 33" while on page 12 it indicates platform must be at least 34". Please clarify as both are available. Recommend that the 34" be required as it is pretty much the industry standard.

MODOT Response: Minium width should be 34”.

Pg. 13, Spec 3, Pg. 13 Spec 7: Wheelchair Lift.

Bidder Request: Specifications state that the lift handrails shall fold flat against the lift platform during transport. Note the lift handrails fold against the vertical channels/towers and not the platform. Please amend

MODOT Response: We are fine with this change. The Bidder is instructed to follow that the handrails fold against the vertical channels/towers.

Pg. 15 Spec 3, Pg. 14 spec 7: Retractable Wheelchair Securement System:

Bidder Request: Would AMF-Burns Platinum and/or Silver Securement System be approved equal?

MODOT Response: Yes, AMF-Bruns Platinum and/or Silver Wheelchair Securement Series is considered 'approved equals’.

Pg. 16, Spec 3: Retractable Wheelchair Securement System

Bidder Request: Specs indicate that one 20" lap belt extension for each wheelchair position and one additional for 20" belt extension for a total of three. This will work for floor plans CC, HH and II as they have two wheelchair positions. But for floor plan GG there are five wheelchair positions.

This should be amended to require a total of six 20" extenders for floor plan GG.

MODOT Response: We are fine with this change on Floor plan GG.

Pg. 19, Spec 3, Pg. 18, Spec 7: Cooling

Bidder Request: States skirt mounted condensers will have rust proof protection mounted front and rear to prevent damage. Request approval to use rubberized mud flaps front and rear of condenser as sufficient protection.

MODOT Response: Rubberized is an approved equal.

Pg. 21, Spec 3, Pg. 19, Spec 7: Rearview Camera System.

Page:16

Bidder Request: Specs call for a dash mounted camera display that offers audible warning signal. First we request approval of a back up camera system that has a 7" display in rear view mirror that offers exceptional view for the driver. Documentation, Exhibit #2, describing this camera system is attached for your review. Second back up camera systems are not available with audible warning system. They are to view the back up area only. However, MODOT's specs do call for a back up sensor system (page 19) that does provide the audible alert system to driver when objects are detected but it is not part of the back up camera system. Request removal of "audible warning" requirement from the backup camera description/system.

MODOT Response: Our sub-recipients do not want the backup camera in the mirror. Dash mounted camera display is required. The request is approved for removing "audible warning" for the backup camera.

Pg. 21, Spec 3, Pg. 19, Spec 7: Electrical System Emergency shut down.

Bidder Request: Specs call for an emergency electrical shut down switch to immediately shut down all non-OEM electrical components. All body components are powered through the OEM ignition switch. When key is turned off, all body installed equipment is deactivated. Will this be acceptable as it meets the specs or does MoDOT require a separate body disconnect switch be installed? Ignition switch is easier and faster to use as opposed to locating any other switch installed.

MODOT Response: We want a switch to shut down all non-OEM electrical components as the spec says.

Pg. 21, Spec 3, Pg. 20 Spec 7: Radio

Bidder Request: Specifications call for OEM radio or approved equal. We are requesting approval of aftermarket AM/FM/CD radio manufactured by Jensen. See Exhibit #1 for information on this radio.

MODOT Response: The Jensen is an Approved Equal.

Pg. 22, Spec 3, Pg. 20, Spec 7: Power-Inverter.

Bidder Request: Calls for OEM standard in dash. There is no "standard" power inverter offered by Ford. There is an option for a power-inverter that provides a 110volt receptacle. While it is not a

"standard" feature from Ford, it is an option (901) which can be ordered. Please confirm that this is desired even though it is not standard.

MODOT Response: Yes, we want the 110 volt power inverter.

Pg. 22, Spec 3, Pg. 20, Spec 7: Engine.

Bidder Request: Spec call for E-Series service package. We are not aware of a package offered by Ford called an E-Series service package nor does Ford show anything on it. Could you please provide more info or remove from specifications?

Page:17

MODOT Response: Bidder is instructed to ignore the requirement "If a Ford Chassis is used, it shall include the E Series service package."

Pg. 24-25, Spec 3, Pg. 23, Spec 7: Warranty.

Bidder Request: Specifications call for a maximum of two on-site repair calls for warranty work that cannot be repaired through normal efforts by a local OEM dealership within a 50 mile radius of the vehicles assigned home or regional office. By either sending a service agent to do on site repairs or pick up vehicle and take it to an authorized repair facility to get repaired and then returned. While providing this service for any warranty repairs for body modifications and equipment added to the OEM (Ford) chassis is not an issue, this type of service cannot be performed on any OEM (Ford) chassis warranty issues. First Ford does not do any infield service. It must be performed at the dealership. Second Ford will not reimburse anyone for the cost of transporting a commercial unit to/from a Ford dealership for warranty repairs. Third these units are scattered all over the State of Missouri. Bidders have no idea of where these units are going and if there will be a dealership within 50 miles of the end user. As such it is impossible to put an anticipated cost on this to incorporate into the vehicle cost. Fourth the bidder or body builder has nothing to do with design or building of the chassis and as such should not be held responsible for any chassis warranty issues as neither one can perform warranty repairs. We request that this requirement of two on site repair calls be applicable to body modifier and aftermarket dealer installed options only and exempt OEM chassis warranty issues from this requirement.

MODOT Response: Request granted. The site repairs are for aftermarket issues. If it is a OEM issue it needs to go to a dealer for repairs.

Addendum 5

Page:18

This addendum is to adjust a prior response on addendum 4 in reference to Seat Belts.

The prior response:

MODOT amendend Response: 12" (minimum) seat belt extenders is acceptable.

MoDOT Instructions for Submitting a Response

Instructions for Submitting a Response

Page:20

The Missouri Department of Transportation is now posting all of its bid solicitation documents on the new

MissouriBUYS Bid Board (https://www.missouribuys.mo.gov). MissouriBUYS is the State of Missouri’s web-based statewide eProcurement system which is powered by WebProcure, through our partner, Perfect

Commerce.

For all bid solicitations, vendors now have the option of submitting their solicitation response either as an electronic response or as a hard copy response. As a means to save vendors the expense of submitting a hard copy response and to provide vendors both the ease and the timeliness of responding from a computer, vendors are encouraged to submit an electronic response. Both methods of submission are explained briefly below and in more detail in the step-by-step instructions provided at https://missouribuys.mo.gov/sites/missouribuys/files/How_To_Respond_To_A_Solicitation.pdf

Notice: The vendor is solely responsible for ensuring timely submission of their solicitation response, whether submitting an online response or a hard copy response. Failure to allow adequate time prior to the solicitation end date to complete and submit a response to a solicitation, particularly in the event technical support assistance is required, places the vendor and their response at risk of not being accepted on time.

• ELECTRONIC RESPONSES: To respond electronically to a solicitation, the vendor must first register with MissouriBUYS by going to the MissouriBUYS Home Page (https://missouribuys.mo.gov), clicking the

“Register” button at the top of the page, and completing the Vendor Registration. Once registered the vendor should log back into MissouriBUYS and edit their profile by selecting the organizational contact(s) that should receive an automated confirmation of the vendor’s electronic bid responses successfully submitted to the state.

To respond electronically to a solicitation, the vendor must login to MissouriBUYS, locate the desired solicitation on the Bid Board, and, at a minimum, the vendor must read and accept the Original Solicitation

Documents and complete pricing and any other identified requirements. In addition, the vendor should download and save all of the Original Solicitation Documents on their computer so that they can prepare their response to these documents. Vendors should upload their completed response to these downloaded documents (including exhibits, forms, and other information concerning the solicitation) as an attachment to the electronic solicitation response. Step-by-step instructions for how a registered vendor responds to a solicitation electronically are available on the MissouriBUYS system at:

https://missouribuys.mo.gov/sites/missouribuys/files/How_To_Respond_To_A_Solicitation.pdf

Vendors are encouraged to submit their entire proposal electronically; however in lieu of attaching exhibits, forms, pricing, etc. to the electronic solicitation response, a vendor may submit the exhibits, forms, pricing, etc. through mail or courier service. However, any such submission must be received prior to the solicitation’s specified end date and time. Be sure to include the solicitation/opportunity (OPP) number, company name, and a contact name on any hard copy solicitation response documents submitted through mail or courier service.

In the event a registered vendor electronically submits a solicitation response and also mails hard copy documents that are not identical, the vendor should explain which response is valid for the state's consideration. In the absence of such explanation, the state reserves the right to evaluate and award the response which serves its best interest.
