Water Treatment Plant Sludge Removal & Disposal
INTENT
Project consists of sludge removal and disposal services, including licenses, permitting, labor, equipment, parts, materials, testing or other incidental work for the removal of accumulated solids from a water treatment plant sludge lagoon at the City of Athens Water Treatment Plant.
The solids removed from the lagoon shall be transported and disposed on an AMWA owned disposal site noted below.
Each bidder is encouraged to field inspect the sludge lagoon, the treatment plant site and disposal field prior to preparing and submitting a bid. No extra payment will be made for quantities in excess of amount proposed in the bid and the Contractor is responsible for correctly estimating the quantity to be removed. Inspection and appointments shall be coordinated with the Water Plant Superintendent, Fred McGlocklin, telephone number (903)-677-6666, between 8:00 a.m. and 4:00 p.m., Monday – Friday.
BACKGROUND
The City of Athens operates a 6.0 mgd Surface Water Treatment Plant (WTP), located at 5200 FM 2495, Athens, TX 75751, providing potable water service to customers within the City. The process generates an Alum sludge during filter backwash operations, which is pumped to one of three lagoons located at the facility. Sludge is removed from the lagoons on an as needed basis and taken to a Texas Commission on Environmental Quality (TCEQ) registered disposal site owned by AMWA.
This project involves the removal of accumulated sludge from Lagoon #3. Please see attached plan sheet for lagoon measurements. The lagoon is rectangular with an outlet structure located near the southeast corner, which is the deepest portion and an inlet structure located near the northwest corner at the shallow end, as shown on the attached construction drawing.
Contractors are encouraged to visit the treatment facility to determine the amount of sludge to be removed and to submit an accurate price for the sludge removal.
The AMWA sludge disposal site is registered with the TCEQ and operated under permit #730122. The disposal location is approximately 3 miles from the WTP, near the intersection of County Roads 4705 and 4706. There are no fees associated with disposal of sludge on the AMWA permitted site.

The Contractor shall prepare, maintain, and submit photographs, videotape, or other records to the City that document the pre-existing condition of the project site. Any and all damages resulting from pumping, hauling, and disposal will be repaired or corrected to original or better condition by the Contractor as approved by the City.

f) The Contractor shall accurately record the quantity of residuals removed from the treatment facility lagoons and beneficially applied on the AMWA disposal site. The Contractor shall submit a method acceptable to the City for measuring the quantity of solids transported.
g) The Contractor shall make a composite sample of residuals transported from the facility which is comprised of a representative sample taken from the lagoon being cleaned. The sample shall be stored in a manner that will preserve the integrity of the sample. The sample shall be tested by an independent laboratory, contracted by and paid for by the Contractor, to determine percent total solids (%TS) of the material transported. Percent total solids content shall be determined following established laboratory procedures as specified in Test 2540 of the most recent edition of “Standard Methods”.

Any cement, concrete, or lumber placed by the Contractor to accommodate an operations area must be removed by the Contractor prior to final payment. The Vendor shall assert its right to an adjustment within thirty (30) calendar days from the date of receipt of the notice of delay.

However, nothing in this provision shall excuse the Vendor from delaying the delivery as notified.

No course of prior dealing between the parties or course of performance or usage of the trade shall be relevant to supplement or explain any term used in an Agreement. Although an Agreement may have been substantially drafted by one party, it is the intent of the parties that all provisions be construed in a manner to be fair to both parties, reading no provisions more strictly against one party or the other.
