About this file
This is Addendum No. 1 to an Invitation for Bids (IFB#250) issued by the Douglasville-Douglas County Water and Sewer Authority in Georgia for the Beulah Tank Rehabilitation project. The addendum, effective November 10, 2021, provides clarifications and responses to prospective bidder questions regarding the rehabilitation of a 500,000-gallon elevated storage tank. The project scope includes interior coating replacement, exterior coating overcoating, and miscellaneous repairs to the tank located at the intersection of South Burnt Hickory Road and Veteran's Memorial Highway in Douglasville, Georgia. The tank, originally constructed in 1975 and last rehabilitated in 2000, has a height to bottom of 123 feet and height to overflow of 156 feet. The anticipated project start date is January 2022. All interior surfaces, including the riser, shall be blasted and coated per specification section 09 96 00-3.3.F. The project is not subject to prevailing wages or the Davis Bacon Act requirements, and no City of Douglasville business license or permits are required.
Key contractual clarifications addressed in the addendum include specification details regarding coating systems and dry film millage measurement methodology, with the Authority historically recommending three layers of Tnemec Series 20 for optimal results. The contractor bears full responsibility for protecting all property outside the tank site perimeter and for any damage caused by the work. Lead paint testing is the contractor's responsibility if samples are taken, though existing coating samples have not been previously tested. Supplemental bid items requiring subcontractor performance must utilize contractors from the Authority's approved contractor list without any notation next to their names. The contractor is permitted flexibility regarding work schedules subject to General Conditions requirements. Warranty terms, liquidated damages, period of performance, and coating inspection responsibilities are referenced in the specification sections and contract conditions documents. Materials are not tax-exempt for this project.

Answer. Height to Bottom: 123 feet. Height to Overflow: 156 feet.

Contractor’s full responsibility to protect all property outside the perimeter of the tank site by any and all means necessary. All damage caused by the work described in the
Contract Documents shall be the full responsibility of the Contractor.
3. Question. Is the project subject to prevailing wages or the Davis Bacon Act?
Answer. Not required.
4. Question. What is the anticipated start date for the project?

Answer. See specification section 09 96 00-3.3.F Surface preparation.
9. Question. Is there any lead in the tank?
Answer. The tank was last rehabilitated in 2000; samples of the existing coatings have not been taken. Contractor may take samples for testing.
10. Question. What is the warranty?
Answer. See specification section 09 96 00-3.5.E.
11. Question. What are the liquidated damages?
Answer. See Special Conditions.

15. Question. Will the City of Douglasville require a business license or any permits for this project?
16. Question. Can we work 7 days a week?
Answer. See General Conditions.
17. Question. Is a logo being put on the tank?
18. Question. What year was the tank built?
Answer. 1975
19. Question. Bid documents state that the subcontractor performing the scope of work in the supplemental bid item must be on the approved contractor list. Are we to use the list found on the website? Also, will we need to use a contractor that is listed as a category “2” or approved for sewer work only?
Answer. Yes. Use a contractor without any notation next to their name.
20. Can you provide a copy of the last inspection report?
Answer. Yes. Please see the attached report from May 2017.
21. Question. The interior paint specification spells out ASTM criteria for a organic zinc rich primer, but the coating schedule does not mention this. It mentions a three coat epoxy system.
a. Tnemec’s recommendation on the clarification:
i. Prime: Tnemec Series 91H20 or 94 @ 2.5-3.5 mils dry
ii. Stripe: Tnemec Series 20 @ 2-4 mils dry
iii. Topcoat: Tnemec Series 141 @ 8-12 mils dry
iv. OR
v. Prime: Tnemec Series 91H20 or 94 @ 2.5-3.5 mils dry
vi. Stripe: Tnemec Series 20 @ 2-4 mils dry
vii. Intermediate: Tnemec Series 20 @ 4-6 mils dry
viii. Finish: Tnemec Series 20 @ 4-6 mils dry
Spec calls for to check dry film millage on the exterior. This is an overcoat. We will not be accurate in doing this. Should be taken out.
Answer. Regarding Series 141, three layers of Series 20 have historically provided the best results for DDCWSA. Regarding the overcoat millage, we plan to take an average of the coatings before and after the application to measure the coating being applied.
The Invitation for Bids originally issued on October 20, 2021, shall remain in full force and effect, except as specifically modified by Addendum No. 1.
