About this file
This document is a questions and answers file related to IFB159232, a Virginia Department of Transportation (VDOT) solicitation for a precast-prestressed concrete voided/solid slab project in Alleghany County, Virginia. The solicitation includes requirements for bridge railings per VDOT standards BCR-2 and BCRT-4, CRR Class I reinforcing steel, and barrier delineators. VDOT provided responses to several bidder questions, clarifying that the railing and terminal wall require additional loose bars beyond the embedded bars in the beams, and that four delineators (two per side) are required to meet the specifications. VDOT also confirmed that the load rating must include the Service III check for legal loads.
Regarding pricing, the solicitation does not mention any set-asides, incumbents, or funding sources. However, it does specify that the precast members must include threaded inserts for the railing formwork, with requirements for the insert size, engagement length, and finish.

Re: Bidder Questions & VDOT Answers
There were a few questions received regarding IFB159232. VDOT answers are in red:
1. The requirements state: Bridge Railings per VDOT Standards BCR-2 and BCRT-
4 (see attached Plan Sheets “Cast-in-Place Concrete Railing 27” Kansas Corral
W\O Curb” and “27” Kansas Corral Terminal Wall”). Bid to include CRR Class I reinforcing steel and barrier delineators. Much of the reinforcing steel for the
Kansas Corral railing is embedded in the slabs and is therefore included. Please clarify if this requirement is requesting the additional loose bars for the railing and terminal wall or is this referencing the bars already embedded in the beams. Yes, this requirement is intended to include the additional loose bars for the railing and terminal wall in addition to the bars embedded in the beams.
2. Typically, VDOT has the delineators they prefer to use on bridge structures. If the contractor is to provide these delineators, please provide the required specifications (brand/type) and quantity of delineators required. Please refer to
Section 702 of the VDOT 2020 Road and Bridge Specifications along with the
BCR-2 and BCRT-4 Standards for delineator requirements.
3. Precast members to be furnished with ½” threaded inserts recessed 1½”, spaced at
2’-0” in exterior face of exterior prestressed slab sections (Type A) for support of railing formwork. Show locations of inserts on submitted shop drawings. Please clarify whether these inserts can be electrogalvanized, the required engagement length, and the desired thread. The inserts should be threaded for ½" coil rod with a required engagement length of 2" minimum. Electrogalvanizing is acceptable for this use.
4. IFB page 4 first paragraph: Load rating of the “as-designed” superstructure shall be in accordance with VDOT S&B Division, IIM S&B – 86.4………. Which considers optional check for Service III limit state rating for legal loads at the discretion of the District S&B Engineer. Also, this check is not required in the
Prestressed Concrete Structure control setting option in the VDOT Guidance on
Load Rating with AASHTO BrR. (See below snapshot). Please provide clarification if the load rating needs to be performed with the Service III check for legal loads. The load rating does need to be performed with the Service III check for legal loads. Lynchburg S&B does not waive this requirement for new structures.
5. One item that still doesn't completely make sense is the delineators. The specifications call for a reflective panel spaced at no more than 80'. The bridge is 32' 2" and I have no information on where the closest delineators are to the structure on each side. No delineators? If we need them, please clarify how many we need to provide. If Todd or Ryan has a preference on the brand they use, that would also be helpful. We would like (2) delineators per side, so (4) total, and no preference on a brand as long as it is meeting specifications.
