About this file

This is an Invitation for Bid (IFB) issued by the State of Colorado Department of Natural Resources on behalf of the Colorado Division of Parks and Wildlife for the procurement of firewood for resale across six designated areas within the state. The solicitation seeks competitive quotations for 39,400 bundles of firewood to be delivered to multiple state parks. Each bundle must meet specific requirements: no less than 16 inches long, 10 inches wide, and 0.75 cubic feet in volume, containing 6-9 pieces of dry, burnable wood wrapped in sturdy packaging with an attached handle. Delivery must occur within 5 days of receiving a delivery order, with loads ranging from 240 to 600 bundles delivered on pallets to specified parks. Up to six awards may be made to different vendors. The written inquiry deadline was February 11, 2016, with bids due on February 19, 2016 at 11:00 AM (MST), and award expected by February 26, 2016. The initial contract term is 12 months with the option for the State to renew for up to four additional 12-month periods, not to exceed five years total.

Pricing information was to be submitted on an attached Excel file with separate costs for full loads and partial loads, along with a per-bundle price for any additional requests of a minimum of 240 bundles throughout the fiscal year. The State will not pay for shipping or freight, as all bids are F.O.B. Destination. Prices must remain firm for the first 12 months; any subsequent rate adjustments may not exceed the average of the 12 months of Consumer Price Index rates for the West Urban Region or five percent, whichever is less. Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) registered with the Center for Veteran Enterprise may receive a 5% preference on their bid price. Resident bidder preferences apply per Colorado statute. Vendors must submit a completed Specification Table, Bid Pricing Sheet, and Vendor Information Sheet along with a W-9 form (if not registered in the Colorado Vendor Self-Service system) to be considered responsive.
