About this file
This Invitation for Bid (IFB) is issued by the Tantasqua Regional School District and the School Committees for the Towns of Brimfield, Brookfield, Holland, and Wales, operating under Massachusetts General Law Chapter 30B, for student big bus transportation services. The procurement encompasses home-to-school transportation for elementary school students (kindergarten through grade 6) and regional junior and senior high school students (grades 7 through 12) across four municipalities. Services include regular route buses and late bus runs (3:30 p.m. and 5:00 p.m. departure times) serving four elementary schools with a combined student count of approximately 725 students requiring 17 buses, and four regional secondary schools with approximately 945 students requiring 19 buses. The contract period spans three school years beginning July 1, 2027, through June 30, 2030, with each school year consisting of 180 days. Sealed bids were due November 19, 2026, at 2:30 p.m. at the Superintendent's Office in Fiskdale, Massachusetts. The school committees reserve the right to increase or decrease regular route buses by a maximum of two buses annually at unit prices specified in the original bid, with no additional compensation for route modifications. Award will be determined on the basis of the lowest three-year aggregated cost per town, potentially resulting in multiple contract awards.
Bidders must demonstrate at least five years of school transportation contract experience in Massachusetts and provide evidence of financial capability, proper licensing, and insurance coverage. The contractor must maintain public liability insurance of at least $1,000,000 per occurrence and $5,000,000 aggregate, plus property damage coverage of not less than $2,000,000, and must comply with Massachusetts workers' compensation requirements. A $5,000 bid deposit is required with submission. All buses must be 2020 model year or newer Type I vehicles with a minimum capacity of 71 passengers, equipped with two-way radio communication and snow tires from December 1 through March 31. The contractor must maintain a local office and spare equipment within the four-member towns, provide a dedicated transportation coordinator available by telephone, and garage the fleet within the district during operating periods (a requirement that may be waived for the first six months). Pricing submissions may consist of flat rates or incremental increases across the three contract years. Additional bid items include extracurricular trips priced on a per-mile or flat-fee basis. The school committees reserve the right to require a performance bond in the amount of 50 percent of the total contract value, which may be withheld from monthly billing during the first year if the contractor cannot obtain bonding.
