About this file

This is an Invitation for Bid (IFB) specifications document issued by the Montana Department of Transportation (MDT) for the demolition and removal of state-owned property located at 1207 Johnson Lane, Billings, Montana. The project requires the successful contractor to demolish two structures—a 2-story, 3-bedroom, 2-bathroom house built in 1953 (Structure 1, approximately 2,100 square feet including basement) and a 1,344 square foot pole frame garage built in 1960 (Structure 2)—along with removal of all concrete foundations, slabs, parking lot, debris, and site improvements. Additional scope includes permanent disconnection and abandonment of three water wells (except one well on the southwest corner which should be disconnected from Structure 1 but not capped unless in the demolition path), removal and proper disposal of the septic system associated with Structure 1, and final backfilling, grading, and hydroseeding of the site. All work must be completed by April 30, 2027, with backfill and topsoil placement completed by May 31, 2027, or the contractor forfeits their bid and performance bond. A pre-bid conference and site inspection is scheduled for October 20, 2026, from 11:00 a.m. to 1:00 p.m. on-site, and all contractors are strongly encouraged to attend.

The contractor must obtain a NESHAP Notification Permit from the Montana Department of Environmental Quality at least ten working days prior to demolition start, and all work must comply with applicable city, county, state, and federal codes. A pre-demolition hazardous materials inspection completed on December 11, 2025, identified asbestos-containing materials in Structure 1, which were abated as of July 1, 2026; the contractor must have a copy of the asbestos report on-site and immediately notify MDT's Environmental Services Bureau (Joe Radonich, 406-444-9204) if any suspicious materials are discovered. Contractor responsibilities include obtaining all required permits and licenses, verifying utility disconnections (electricity has been pre-disconnected by Yellowstone Valley Electric Co-op), ensuring tree and shrub removal occurs between August 15 and April 15 to comply with the Migratory Bird Treaty Act, and properly disposing of all solid waste in accordance with federal, state, and local regulations with no burning or incineration allowed on-site. Foundation backfill must consist of well-graded sand and gravel meeting ASSHTO M 145 A-2-4 standards, and the contractor must provide compaction equipment meeting minimum specifications (single drum vibratory roller, 16,000-pound operating weight, 90 horsepower) with documentation of compaction testing submitted to Paul Lewis, the Billings District Materials Lab Supervisor. Final payment requires inspection by MDT and receipt of a Final Labor Certificate from Kathleen Terrio (406-475-2258); no payments will be made prior to site inspection and verification that all contract requirements have been met.

SUBJECT: Pre-Demolition Hazardous Materials Inspection Report Former Residence and Outbuilding 1207 Johnson Lane Billings, Montana Tetra Tech Project No. 117-023947-26003

Dear Mr. Collins:

On December 11, 2025, Tetra Tech performed a pre-demolition hazardous materials inspection at the referenced site. In accordance with prior directives, the inspection focused on identifying suspect asbestos-containing materials (ACMs), lead-based paint (LBP), mercury-containing components, polychlorinated biphenyl (PCB) containing components, chlorofluorocarbon (CFC) containing components, and other hazardous materials in preparation for planned demolition activities. The following sections summarize the findings and observations from this inspection.

ASBESTOS INSPECTION

The asbestos inspection was performed in accordance with the Administrative Rules of Montana (ARM) 17.74.354, following the standard protocol established under the National Emission Standards for Hazardous Air Pollutants (NESHAP) and the Asbestos Hazard Emergency Response Act (AHERA), as administered by the State of Montana Department of Environmental Quality (MDEQ).

Messrs. Rylee Prinz and Chanc Lawrence, MDEQ Accredited Asbestos Inspectors with Tetra Tech, collected samples of the suspect ACMs. Their accreditation documentation is provided in Attachment A. Approximate sample collection locations are shown in Figures F-01 and F-02.

The bulk samples, along with the completed chain of custody (COC) documentation, were shipped to Crisp Analytical in Carrollton, Texas, for asbestos fiber analysis using polarized light microscopy (PLM) in accordance with U.S.

Environmental Protection Agency (EPA) methods outlined in 40 CFR Part 763, Appendix E, Subpart E (Interim) and EPA 600/R-93/116 (Improved). Copies of the laboratory analytical report and COC are provided in Attachment B.

Table 1 summarizes the ACMs identified with concentrations greater than 1% asbestos. Approximate ACMs are shown in Figures F-03 through F-06. A duplicate summary of the ACMs, as required by ARM 17.74.354(7)(i), is provided in Attachment C.

Analysis and Method

Discussion

Qualifications

AIHA LAP, LLC Laboratory #102929

A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.

Since allowable variation in quantification of samples close to 1% is high, <1% may be reported. Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos or "trace asbestos".

In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.

CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). CA Labs is also accredited by AIHA LAP, LLC. in the PLM asbestos field of testing for Industrial Hygiene. All analysts have completed college courses or hold a degree in a natural science (geology, biology, or environmental science). Recognition by a state professional board in one these disciplines is preferred, but not required. Extensive in-house training programs are used to augment the educational background of the analyst. The Laboratory Director and Quality Manager have received supplemental McCrone Research training for asbestos identification. Analysis performed at Crisp Analytical Labs, LLC 1929 Old Denton Road Carrollton, TX 75006

Dallas NVLAP Lab Code 200349-0 TEM/PLM TDSHS 30-0235

Summary of polarized light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763

Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of a stereomicroscope. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).

Vermiculite containing samples may contain trace amounts of actinolite/tremolite. When not detected by PLM, these samples should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.

Fibrous talc containing samples may contain a regulated asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.

Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be detectable by PLM analysis and should be analyzed by TEM bulk protocols.
