About this file

Summary

This is an Invitation for Bids (IFB) issued by the City of Boston Public Works Department, Highway Division, for snow and ice removal services on municipal staircases and footpaths in designated Areas A and D throughout Boston neighborhoods including Charlestown, Back Bay, South Boston, East Boston, Jamaica Plain, and Roxbury. The scope of work requires contractors to provide complete clearing and salting of municipal staircases, footpaths, and abutting sidewalks with a mandatory 30-minute response time to callouts available 24 hours a day, 7 days a week. Contractors must maintain specialized equipment including snow blowers (200cc or greater), specialty plowing vehicles such as Bobcat or skid-steer loaders, plowing trucks with rubber edge plows, and salt spreaders with minimum 5 cubic yard capacity. Area A requires one truck, one spreader, one specialty vehicle, four snow blowers, and one Bobcat/skid-steer; Area D requires two specialty vehicles, four snow blowers, and one Bobcat/skid-steer. The pre-bid conference is scheduled for Monday, August 24, 2026 at 11:15 AM via Google Meet. Bid submissions are due Thursday, September 10, 2026 at 11:00 AM through the City of Boston Supplier Portal. The contract period runs from November 1, 2026 through April 30, 2027 with two optional 12-month renewal years at the City's sole discretion. A mandatory pre-season equipment inspection must be completed by November 30, 2026, and ongoing inspections are permitted throughout the contract term.

Pricing is structured on a per-service basis with bidders submitting separate line-item prices for clearing and salting combined and salting only for each individual asset and area total. The City will award contracts to the lowest responsive and responsible bidder; however, bidders who already hold awards for one area (B, C, or E) may bid on one additional area (A or D), while bidders holding two area awards are generally ineligible unless no other responsive bids are received and the bidder demonstrates sufficient operational capacity with completely separate equipment, dedicated labor, and independent salt sources for each area. Dual agency contractors must provide proof of separate equipment fleets and salt sources. Required insurance includes Workers' Compensation, Commercial General Liability ($1 million per occurrence/$2 million aggregate), Automobile Liability ($1 million), and Umbrella Liability ($1 million), with the City named as additional insured. This is a rebid for Areas A and D only, as contracts for Areas B, C, and E were previously awarded under earlier solicitations.

PWD | HIGHWAY DIVISION

Superintendent - Daniel Nee

EV00017815

This Invitation for Bids is a rebid specifically for Area A and Area D. Contracts for Areas B, C, and E have already been awarded under previous solicitations. The City of Boston Public Works Department seeks to ensure safe pedestrian access to municipal staircases and footpaths during winter weather events. This Invitation for Bids (IFB), issued in accordance with Massachusetts General Law Chapter 30B, solicits contractors to provide snow and ice removal services for municipal staircases, footpaths, and adjacent sidewalks across designated areas (A&D) throughout Boston's neighborhoods. Selected contractors must respond within 30 minutes of notification to clear snow and apply salt/ice treatment, serving thousands of residents who rely on these routes for daily transportation and emergency access during winter months. The contract term will be from November 1, 2026 to April 30, 2027, with two 12-month option years to renew at the City's sole discretion.

IMPORTANT INFORMATION:

● By submitting a bid, each proposer accepts the IFB specifications, Boston’s IFB terms, and Boston’s standard contract terms and conditions ( found in the Appendix below).

● Once awarded, the contract will be governed by the terms and conditions listed in forms CM-10 and CM-11, which shall be incorporated by reference into this IFB. Please see Appendix 2 for a full list of the forms that the selected vendor will be required to sign and submit during the contracting process if awarded this contract. Please review these before submitting your bid. Failure to agree to the City of Boston’s standard contract terms and conditions will result in your bid being deemed non-responsive to the solicitation and therefore rejected.

1.1 BACKGROUND

The City of Boston experiences diverse and often severe winter weather conditions that significantly impact urban mobility and public safety. The Public Works Department (PWD) Highway Division is committed to maintaining resilient municipal infrastructure that ensures safe, reliable, and continuous pedestrian access across all neighborhoods. While major roadways are cleared through large-scale municipal plowing operations, the City's specialized pedestrian infrastructure requires targeted snow and ice removal services with rapid response capabilities.

Boston's distinctive terrain features significant hills and elevation changes throughout the city. To maintain pedestrian connectivity across this varied topography, the City maintains a network of municipal staircases, footpaths, pedestrian bridges, and tunnels that provide essential links between residential neighborhoods and major streets. These pedestrian assets offer direct routes that would otherwise require residents to navigate considerably longer distances, making them critical components of Boston's walkable infrastructure and essential for daily commuting, access to public transit, and emergency service pathways.

https://drive.google.com/file/d/1KPoQBuzMCIBqO6gKOOEdXzQq62zbTDox/view?usp=drive_link

The City has municipal staircases, footpaths, and footways located in designated Areas A and D. These facilities are located throughout Boston in Charlestown, Back Bay, South Boston, East Boston, Jamaica Plain, and Roxbury. Due to their unique characteristics—including steep grades, narrow widths, structural considerations, and limited access for standard equipment—these locations require specialized snow and ice removal approaches distinct from conventional street clearing operations.

Through this Invitation for Bids (IFB), the Public Works Department seeks qualified contractors to provide snow and ice removal services for these specialized pedestrian facilities across the two geographic areas. Safe and timely winter maintenance of these facilities is essential to public safety and ensuring continued mobility for residents in densely populated areas who depend on these connections for daily travel.

Selected contractors must demonstrate the capacity to respond within thirty (30) minutes of notification, possess appropriate specialized equipment (including snow blowers, specialty plowing vehicles, and salt spreaders suitable for stairs and narrow pathways), and maintain 24/7 availability throughout the contract period from November 1, 2026 through April 30, 2027.

Through this procurement, the City intends to establish clear performance standards for winter maintenance of pedestrian infrastructure. By securing dedicated contractors for each geographic area, the Public Works Department aims to minimize pedestrian slip-and-fall hazards, protect public property from winter damage, and ensure that Boston's pedestrian network remains open and safe throughout the winter season.

Following prior procurement evaluations, the City of Boston has awarded contracts for Areas B, C, and E. This rebid solicitation is issued exclusively to secure qualified contractors for the remaining service locations in Area A and Area D

We look forward to receiving your bid.1

1 This IFB is open to any vendor who would like to respond, and the City encourages participation from small, local, minority-owned, women-owned, and veteran-owned businesses. To support equality of opportunity for these businesses, we also encourage respondents to solicit for the

1.2 SCOPE OF SERVICES

This section is very important. It outlines what we are asking for and gives an in-depth look at what we are expecting. In Massachusetts Procurement Law, this is part of the “Purchase Description.”

A. Detailed Specifications / Scope of Services

The Contractor shall provide all the labor, tools, equipment, apparatus and supplies necessary to clear the snow and ice from staircases, footpaths, and/or abutting sidewalks in the designated area, as directed by the Commissioner or their representative (Official).

The entire staircase and/or footpath is to be cleaned of snow and salted. All immediately abutting sidewalks and/or designated areas as assigned are to be cleaned in like manner.

For each area in Section 3.6 for which a bid is submitted the Contractor shall list the name, address and telephone number of Contractor’s employee who is to be notified when crews and equipment are ordered out. Orders to report for clearing and/or salting work shall be by telephone by the Official to the Contractor or their authorized agent who in turn will immediately notify the helpers. The Contractor and helpers shall report to the designated location with the equipment property equipped and ready to commence work within one-half (1/2) hour after being notified. It is expressly understood that failure to meet this time frame shall be sufficient cause for the cancellation of the contract.

A listing of each footpath, staircase and adjacent area is set forth in this Section and a full description of each is available from the Official.

B. General Conditions subcontracting of goods and services from certified businesses. The City’s directory of certified businesses is available at This Link https://app.powerbigov.us/view?r=eyJrIjoiY2UwZDliYjUtZWJkNi00MzFmLWJlMTQtMDM2ZjFmYjgwMDY1IiwidCI6Ijg1NTI4ODdjLWNiYzMtNGVlNS05ZmQzLWVhMjE3ZTMwMjZmYyJ9

Prior to submitting a bid the Contractor shall be solely responsible for reviewing the full description of each staircase, footpath, and adjacent area that is available from the official and for examining the conditions of each staircase, footpath, and adjacent area for which it will submit a bid.

Upon request by the Official the Contractor shall provide the City with evidence satisfactory to the Official to show that the Contractor has the capacity, the ability, experience, labor force and equipment to perform the services required under this Contract in a timely manner and in accordance with the specifications. Mandatory site visits and equipment inspections will be conducted by the Public Works Department post-bid/pre-award for the apparent lowest responsive and responsible bidder(s).

Contractors shall only use equipment to perform work hereunder which is operated by fully qualified and licensed operators of such equipment.

Contractor is solely responsible for repairing and paying for any injury or damage to persons or property located in or on the staircase, footpath, and adjacent area as well as on the immediately surrounding property, where such damage is caused by an act or omission of Contractor, their agents or employees.

Contractor shall notify the Official or their designee upon completion of the work at each location. Contractor must provide photographs showing before and after conditions of the staircases, footpaths, and/or adjacent areas to the Official in the manner and timeline as directed. All work performed hereunder shall be to the satisfaction of the Official.

C. Equipment Standards and Inspection

All equipment used under this contract must be well-maintained, in good working condition, and meet current industry standards for snow removal operations.

Contractors shall not use old, outdated, or poorly maintained equipment that may compromise performance, safety, or timely completion of work.

● Currently insured in accordance with the insurance requirements of this contract

● In active use and operational status (not stored, retired, or out-of-service equipment)

● Equipped with all manufacturer-required safety features and guards

● Compliant with all applicable federal, state, and local regulations

The Contractor shall maintain current registration documentation for all equipment and provide copies to the Official upon request.

D. Pre-Season Equipment Inspection (Required)

● All safety equipment is properly installed and functional

● Equipment meets the minimum requirements specified in this contract

● Equipment is appropriate for the scope of work

● All required registrations are current and valid

● Equipment complies with the City's Diesel Emissions Reduction Ordinance (if applicable)

The contractor must successfully pass this pre-season inspection before being authorized to perform work under this contract. Equipment that fails inspection must be repaired or replaced and re-inspected before approval.

E. Ongoing Inspection Authority

The awarded contractor's equipment is subject to inspection at any given time, announced or unannounced, by the Department Official throughout the contract term. The Department Official reserves the right to:

● Inspect equipment at work sites during operations

● Inspect equipment at the contractor's facility or storage location

● Request documentation of equipment maintenance records

● Verify current registration and insurance status

● Remove from service any equipment deemed unsafe, inadequate, or not in compliance with contract requirements

● Require immediate replacement of non-compliant equipment

If the Contractor needs to substitute equipment after the pre-season inspection has been completed, the Contractor must:

● Notify the Official in writing at least 48 hours in advance (except in emergency situations)

● Provide documentation that the substitute equipment meets all contract requirements

II. HOW WE CHOOSE: RULE FOR AWARD AND CONTRACT

This section explains how we will award the contract. It provides clear descriptions for what we consider a responsive and responsible bidder.

We will evaluate your bids to determine the responsive and responsible bidder offering the lowest price for the services specified in this IFB.

Responsive bids are those that offer the supplies/services requested and contain all the required and completed information and forms.

Responsible bidders have the capability, integrity and reliability to perform under the contract.

Award Limit & Capacity Requirements Across Areas:

1. Bidders who have already been awarded one (1) area (Area B, C, or E) remain eligible to bid on and be awarded one (1) additional area (Area A or D). Bidders who have already been awarded two (2) areas from previous solicitations are generally ineligible for an award under this rebid.

2. However, if the City determines that no other eligible bidders are responsive and responsible, the City reserves the right, at its sole discretion, to award to the next lowest bidder who has already been awarded two (2) areas, provided that bidder demonstrates sufficient operational capacity as outlined in Section 1.2 Scope of Services (Demonstrated Operational Capacity for Multiple Area Awards).

3. In such circumstances, the bidder must provide evidence of separate equipment, dedicated labor forces, and independent salt sources to verify that taking on an additional area will not compromise response times or service quality across all awarded areas. The City will only make such an award if satisfied that the bidder can perform services across all areas simultaneously during storm events while maintaining the required service standards.

2.1 MINIMUM OR “QUALITY” EVALUATION CRITERIA

First, we will review all bids to see if they meet the minimum (or “quality”) evaluation criteria listed below. These are “yes-or-no” standards that will apply to every bid.

These criteria reflect the standards that the City considers essential for this contract, as well as statutory thresholds for responsive and responsible proposers.

Any vendor that does not meet these minimum criteria is “not responsive” and will be eliminated from further consideration.

The minimum evaluation criteria include:

3.5 INSURANCE DOCUMENTATION

Review the City’s required insurance coverage for this scope of work. This can be found in Appendix 3.

If you have a different level of coverage, you must explain in your response to the scope why that is sufficient to manage the risk of this project.

3.6 YOUR PRICING

There are two steps to provide your pricing:

1. Please complete the template provided below.

2. Please enter the total price for the entire contract length in the price line if submitted electronically through the Supplier Portal. More detailed instructions are available in the following section, Section IV, Submission Instructions.

Instructions can also be found on the Procurement Information Page.

Please note:

● The total price will be used to compare bids.

● In the bid price template, the City asks that you provide detailed pricing for all deliverables in the scope of services with the understanding that the deliverables and quantities of goods and services the City notes in this IFB are estimates only, and that the final quantities may be more or less.

● No additional charges will be allowed unless they are included in your bid.

● The vendor will bear the onus of any errors made in pricing the services (e.g., omitting a component of the services).

● **Failure to submit your total price will be considered non-responsive.

Bid Price

Bidders may bid on Area A and/or Area D of staircases and footpaths as listed on the following pages. The bid price for each area shall be listed in numbers and words; a price should be provided for each individual asset as well as a total cost for the Area(s). An award of a contract hereunder will be based upon the total price for each Area.

It is the intent of the Awarding Authority to limit contractors to a maximum total of two (2) Areas across the full winter maintenance program (Areas A through E) to ensure work is completed in an expeditious and efficient manner. Bidders who have already been awarded one (1) area (Area B, C, or E) under previous solicitations remain eligible to bid on and be awarded one (1) additional area (Area A or D). Bidders currently holding two (2) area awards are generally ineligible, unless no other responsive and responsible bids are received and the bidder satisfies the requirements in Section 1.2 Scope of Services (H. Demonstrated Operational Capacity for Multiple Area Awards).

http://boston.gov/departments/procurement/how-use-supplier-portal

The Awarding Authority reserves the right to award one or both areas to a single bidder if deemed in the best interest of the City of Boston’s Public Works Department, provided the bidder demonstrates sufficient operational capacity, separate equipment fleets, dedicated staffing, and independent salt sources. The Awarding Authority also reserves the right not to award an Area if deemed in the best interest of the Public Works Department.

Bids will be opened and evaluated in order, starting with Area A and then Area D, and will be awarded in that order subject to the capacity and award limits outlined above.

Dual Agency Contracts Any bidder who is under contract with the Boston Public Works Department during any period of this contract will be required to furnish proof of the source and/or purchase of the salt that is required under this contract and that separate equipment (vehicles, plows, etc.) will be utilized under this contract to perform the required clearing and salting of the Municipal staircases and footpaths.
