About this file

This Invitation for Bids (IFB) document from the California Employment Development Department (EDD) seeks written translation services to support the agency's operations. The IFB requests qualified vendors to provide professional translation services for documents in multiple languages to ensure accessibility for EDD's diverse client population. The solicitation includes detailed specifications regarding acceptable translation qualifications, certifications, and turnaround times for various document types. Response submissions were required by the specified deadline outlined in the IFB, with the contract award anticipated following the evaluation of compliant bids. The contract term and any renewal or extension options are contingent upon EDD's needs and budgetary considerations during the contract period.

Pricing for translation services will be evaluated on a per-word or per-page basis, depending on language pairs and document complexity, with bidders required to submit fixed-rate proposals. The solicitation may include set-asides for small businesses or disadvantaged business enterprises as applicable under California procurement regulations. Funding for this contract derives from the EDD's operational budget allocated for language access services and compliance with federal and state requirements mandating translation services for limited-English-proficient populations. Vendors must demonstrate relevant experience, appropriate certifications in target languages, and the capacity to meet volume demands while maintaining quality standards and confidentiality requirements for sensitive employment-related documents.

The State of California, Employment Development Department (EDD), is seeking to contract with a qualified vendor to provide written translation services and other services to enhance and facilitate access and participation by Limited English Proficient (LEP) individuals to EDD programs and services.

II. SCOPE AND BACKGROUND

The EDD is responsible for administering several benefits and programs including Unemployment Insurance, Disability Insurance, payroll tax collection, and job training/workforce services. Many Californians who seek and receive services are non- English speakers or limited English proficient individuals. To effectively serve these populations and comply with state and federal law, the EDD seeks to provide written information to customers in their primary or preferred language whenever it is not English.

The EDD disseminates important information via its public website, (EDD.ca.gov), benefit application portals (such as myEDD), media outreach and marketing, multilingual interactive voice response systems, mailing, etc. The EDD also periodically receives non-English language documents or information that must be translated into English for processing. In addition, the EDD is in the process of modernizing programs’ systems, portals, and self-serving options for customers, which may require such systems to be available in languages other than English.

III. DEFINITIONS

“Limited English Proficient (LEP)” means individuals who do not speak English as their primary language and who have a limited ability to read, write, understand, or speak English.

“Primary Languages” means the top seven non-English spoken languages determined by the EDD based on the most recent U.S. Census data. The languages are Spanish, Cantonese, Mandarin, Vietnamese, Tagalog, Korean, and Armenian. When referencing written languages, they languages are Spanish, traditional Chinese, simplified Chinese, Vietnamese, Tagalog, Korean, and Armenian.

“Secondary Languages” means the top 8 to 15 non-English spoken languages determined by the EDD based on the most recent U.S. Census data. The languages are Arabic, Farsi, Punjabi, Russian, Japanese, Hindi, Mon-Khmer (Cambodian), and Thai.

The Contractor must be able to provide services in all the listed languages of Group A and B, and additional languages as requested, and may propose a tiered pricing methodology for these groups, including additional languages.
