About this file
This is an Invitation for Bid (IFB) issued by the Missouri Veterans Commission, a state agency within the Department of Public Safety, for mobile radiology services. The solicitation seeks a contractor to provide digital radiography services including mobile x-ray and ultrasound imaging at seven Missouri Veterans Homes located in Cameron, Cape Girardeau, Mexico, Mt. Vernon, St. James, St. Louis, and Warrensburg, with a combined capacity of 1,238 beds. The contractor must provide services twenty-four hours per day, seven days per week, including nights, weekends, and holidays on an as-needed basis. Services must include certified technologists, licensed radiologist interpretation, and routine, pre-scheduled, and STAT imaging services with defined response times (8 hours for routine, 4 hours for STAT, and 24 hours for pre-scheduled). The contractor must begin services within 60 calendar days of authorization and establish a bi-directional interface with the state agency's electronic health record system. Bids are due February 20, 2026, at 2:00 PM Central Time, submitted electronically through MissouriBUYS. The original contract period runs from April 1, 2026, through March 31, 2027, with two optional one-year renewal periods at the state's discretion.
Pricing is structured as firm, fixed prices per service for 37 distinct radiology procedures (29 x-ray types and 8 ultrasound types) evaluated on estimated annual quantities ranging from one to 700 procedures per type. The state provides separate pricing sheets for the original contract period and two renewal periods. Award will be made to the lowest and best bid based on a 200-point evaluation scoring 75 points for cost, 125 points for technical qualifications and methodology, and potential bonus points for participation by organizations for the blind or sheltered workshops (up to 15 points) and service-disabled veteran business enterprises (3 points). The contractor must be licensed in Missouri, Medicare-approved, and demonstrate a minimum of three years' experience in long-term skilled nursing facilities. Approximately 32.8 percent of residents are classified as Full Cost of Care (funded directly by the state), while the remainder have Medicare, Medicaid, and private insurance. The contractor shall invoice private insurance and directly bill residents for co-insurance, while submitting itemized invoices to the state agency homes for Full Cost of Care residents. All contractor personnel must pass criminal background checks and employee disqualification checks, and the contractor must comply with HIPAA requirements as a business associate, VA regulations per 38 CFR Part 51, and maintain appropriate liability insurance naming the state as an additional insured.
