About this file

This is an Invitation for Bid (IFB) issued by the City of Atlanta's Department of Procurement on behalf of the Department of Watershed Management for the purchase of fire hydrant assemblies, repair parts and tools, resilient wedge gate valves, and valve box assemblies. The IFB specifies four primary groups of materials: Mueller Super Centurion 250 A-423 fire hydrant assemblies with 250 psi working pressure; fire hydrant repair parts and tools manufactured by Mueller Water Products; resilient wedge gate valves with 250 psi minimum working pressure and non-rising stem design; and gray cast iron valve box assemblies rated for H20 traffic loading. All materials must comply with applicable federal and state safety standards, including OSHA requirements, and relevant industry standards such as AWWA C-502, ANSI/NSF-61, AWWA C-515, and ASTM specifications. Bidders must demonstrate the ability to supply 90 percent of required parts within 24 hours and the remaining 10 percent within 72 hours, failure to meet which may result in contract termination.

The specification requires all products to be currently in production and manufacturer standard models. Bidders must provide one-year warranty coverage on all parts and services following delivery, with pricing including a 5 percent discount for payment within 10 days or net 30 calendar days otherwise. The City reserves the right to increase or decrease quantities without penalty and requires vendors to submit an itemized annual Report of Purchases within 15 days of the agreement anniversary date, with failure to submit resulting in forfeiture of future City contracts. Bidders may submit optional multi-year purchase proposals covering three years of service and parts, though the City of Atlanta Code of Ordinance prohibits obligating future budget years. No substitutions are permitted for fire hydrant assemblies or upper sections without approval; however, like or similar goods may be provided at the same quoted price if specified items are discontinued or out of stock. All equipment must be energy efficient meeting Energy Star specifications or upper 25 percent efficiency criteria, and bidders must provide instruction, manuals, and certifications demonstrating compliance with all specified requirements prior to award.
