3. Appreciate a better understanding of the below noted requirement to avoid mis representations please.
As a bidding entity a company may be leasing, sub leasing or exist with a co habitat as partners for sourcing, production and sales of materials. Where the producer and its staff may be a wholesale producing partner with a separate business license to the bidding entity potentially.
Are you intending to eliminate such partnerships or all sub contracting of envelopes here?
An explanation of what business reasons exist, or regulatory policy is being executed if so, to arrive with the best offer as constructed is appreciated.
FTB’s Response: FTB does not intend to eliminate subcontracting. There are various preferences outlined in IFB Section V. Preference Programs that involve subcontracting.
We recommend reading the solicitation in its entirety to see if any apply.
In addition, refer to IFB Section B. Bidder’s Minimum Qualifications and Requirements for details on predominant and non-predominant function, as well as the Bidder Declaration Form, Page 2 Instructions on how to complete the form including subcontracting details.
