EXHIBIT A, Attachment 1 (Detailed Scope of Work)
DETAILED SCOPE OF WORK
1. Introduction:
The Jackson Demonstration State Forest (JDSF) Forest Management Plan requires the periodic replacement of Forest Resource Inventory (FRI) plots that estimate timber volumes, vegetation characteristics and conditions across the forest at one point in time. It is designed to provide the maximum level of forest stand information at the optimal cost of sampling effort.
2. Detailed description of work to be performed:
Contractor will:
a) Provide all labor, equipment and materials necessary to perform the services described here in, and agrees to comply with the terms, specifications, and conditions identified in this agreement.
b) Deliver a forest inventory of JDSF to the California Department of Forestry and Fire Protection (CAL FIRE).
c) Follow the JDSF Resource Inventory Field Instructions, Version 5. This document is an integral part of the detailed description of work to be performed. It contains technical details of inventory measurement procedures in addition to the specific requirements for many of the items summarized below.
d) Be licensed by the State of California as a Registered Professional Forester and must maintain that license through the term of the contract.
e) Have experience in conducting forest inventories in the Pacific Northwest and must have managed in an inventory project of similar or greater scope and complexity within the past five years.
Plot Grid, Numbers, and Location:
a) Inventory plots to be measured on a 10 chain x 10 chain grid covering the forest.
b) It is the Contractor’s responsibility to accurately locate plots within the accuracy tolerances specified in the contract outlined below.
c) Each plot has a unique identification number consisting of control line number (three digits) followed by the sequential plot number along that control line (two digits) – use leading zeroes when recording this information.
d) Total number of inventory plots calculated by CAL FIRE GIS is 4,869. An estimated 1,508 plots designated with a 20 BAF, and an estimated 3,361 plots will be designated for a 40 BAF.
e) Variable plot measurement devices other than a prism or a Relaskop must be approved by CAL FIRE.
f) For measuring distances between plots, hip chains, tape measures or electronic measurement devices approved by CAL FIRE are encouraged, but not required.
g) All distances shall be horizontal distances, correcting for slope where necessary.
h) Contractor shall be supplied with a map that shows the locations of all inventory plots, plot numbers and a list of coordinates for those plot centers. (latitude/longitude) along with the GIS shapefile provided by CAL FIRE.
i) Any plot location to be offset needs to follow the protocols in the Field Instructions.
Take-off Points
a) Locations where control lines intersect recognizable property boundaries and maintained roads.
b) Clearly marked in the field by the Contractor with flagging as specified in the Field Instructions, attached to a tree or sturdy bush clearly visible from the road.
c) Closest plot center with the distance and direction to be written on the flagging.
d) Collect and record a GPS waypoint for each take-off point.
Department of Forestry and Fire Protection
Data to be Collected
All plot data shall be collected with digital data recorders in the format outlined in the field manual and made electronically available to CAL FIRE within two working days unless agreed by CAL FIRE.
Inventory Plot
a) Plots with designated BAF’s of 20 and 40 record:
All live trees ≥ 5.0 inches Diameter at Breast Height (DBH) and snags as defined in the Field Instructions
GPS location of plot center (include GPS accuracy in feet)
Tree Number (clockwise from north, unless otherwise noted)
Species
DBH to the nearest two-inch class
Crown position
Live crown ratio to the nearest 10 percent
Log count above a one foot stump (16 ft lengths) to nearest half log (8 ft) at the 8 inch top diameter inside bark (DIB) on trees ≥11.0 DBH
b) Calculated tree heights selection nested plot utilizing a 90 BAF - in addition to the general BAF information collected, on all trees ≥ 11.0 inch DBH include the following for all conifers:
Measure DBH to the nearest one tenth-inch class
Merchantable height in feet to the 8 inch DIB
Total height in feet
Regeneration Sub Plot
a) 1/100 th acre (11.78 ft radius) circular fixed plot at plot center measuring all saplings < 5.0 inches DBH that are at least 4.5 ft in height above ground (not along stem).
b) Tally by species and two-inch diameter class.
GPS data
a) To meet the accuracy standards, the GPS unit shall be able to perform under dense canopy and poor weather conditions and shall be capable of a position accuracy of 10 feet. Rugged terrain field units with high-sensitive receivers capable of utilizing the latest ground assisted signals that can upload GIS spatial data are recommended but not required. Examples of GPS units with successful results on JDSF include the Garmin GPSMap 60, 62, and 64 series.
b) Record a GPS waypoint at each plot and take off point.
c) Record estimated signal error accuracy in feet (+/-), to assign a quality level for GPS waypoints.Any GPS data collected and submitted with plot data shall be made electronically available to CAL FIRE within two working days. Points shall be delivered in a shapefile format and must include the plot number, date and time of collection, position error accuracy in feet (+/-), in NAD83 using LATITUDE and LONGITUDE (decimal degrees) and no projection.
Quality Control
a) Check cruising (quality control) will be done by CAL FIRE.
b) A minimum of five percent of all plots will be check cruised by CAL FIRE.
c) Contractor is responsible for correctly working and calibrated equipment. Quality control errors due to faulty equipment by the contractor will not excuse the failure of a check cruise.
d) Each plot check cruised will receive either a pass or fail grade based on individual plot measurements for a given crew as compared to the check cruiser.
e) Plots will be randomly selected for check cruising. Additional plots may be selected if there is a pattern of errors or by the discretion of CAL FIRE.
f) If plots are not flagged sufficiently that check cruisers can relocate them, the Contractor may be required to re-flag those plots and may be considered as having failed the check cruise.
Department of Forestry and Fire Protection
g) Plots that fail the quality control tolerance on any measurement fail the quality control check and must be redone in their entirety without further compensation.
The following tolerances will be used to determine if a cruised plot passes or fails the quality control check:Measurement Type
Tolerance, + / - of check measurement
Tree count on inventory plot (includes snags)
5% of total count for each plot.
Species None from the Primary Species list in the Field Instructions.
Log count half log (8 ft) on trees < 10 logs, one log (16 ft) on trees >10 logs .

Plot location Within one chain (66 ft) of designated plot center.
Tree count on 1/100 th
– acre plot 25 % within each size and species class.
h) Plots that fail the quality control tolerance on any measurement fail the quality control check and must be redone in their entirety without further compensation.
i) If three or more plots on one line in one Section or three consecutive plots on one day on one line fail the check cruising criteria, then in addition to the failed plots, all plots measured by that crew or cruiser on the day of measurement of the last failed plot will have to be re-measured in their entirety.
j) At CAL FIRE’s discretion, check cruisers and the Contractor’s cruisers responsible for the failed measurements will revisit the failed plots and discuss the work.
k) Continued failure to meet the quality control standards may, at CAL FIRE’s discretion, result in requiring additional training of cruisers and or re-measurement of plots at the Contractor’s expense.
l) Refusal to accept additional training or refusal to re-measure plots from deficient cruisers, may result in the termination of the contract agreement and no compensation of outstanding plots.
Administration
a) Prior to the start of data collection, after a successful Contractor has been selected, a one day mandatory field training will be held with CAL FIRE. The Contractor’s field supervisor and crew will be required to attend before the start of cruising. The field training will include: the review of the contract, Field Instructions, expectations, and approve field recorders, GPS units, and other field equipment as warranted.
b) A detailed cruising plan shall be prepared and submitted by the successful Contractor to the CAL FIRE Project Manager for approval at least 5 working days prior to the mandatory field training day. h) Contractor may be issued State Forest gate keys. The Contractor will be charged a $1,000 fine per lost key.
i) No additional payment will be made for travel expenses, mileage, equipment, per diem, or any other incidental costs. Incidental costs include, but are not limited to, delays due to active timber operations or any work required due to noncompliance of quality control requirements.
j) Plots that are dropped per the Field Instructions protocol are not eligible for compensation.
k) Camping fees and time restrictions will be waived for any contractors wanting to camp in JDSF campgrounds during the project. A maximum of 2 campsites per day will be allowed excluding weekends and holidays or per the discretion of CAL FIRE.
l) By having submitted his or her bid and entering into this Agreement, the Contractor hereby declares the intention to timely cruise plot completion as described in the approved work plan. If it appears to the Project Manager that the Contractor does not have a good faith intention to perform the inventory cruise, the Contractor shall be provided a hearing with a State manager who is not directly involved in activities at Jackson Demonstration State Forest in order to provide the Contractor with an opportunity to explain why the State ought not to terminate the Agreement. The State manager who administers the hearing shall consider all documentation and testimony provided by the State and the Contractor, and such materials shall constitute an administrative record upon which his or her decision shall be entirely based. If the State manager determines that the Contractor's intent is to not perform the specified cruise work plan in a timely manner; 1) the Agreement between the State and the Contractor shall be immediately terminated based on the Contractor's failure to perform substantial and material term(s) of the Agreement, constituting a breach of contract; 2) the Contractor shall be liable to the State for reasonable damages associated with breach; and the contract may be awarded to the next highest bidder.

PLOT LAYOUT
The forest inventory design consists of plots to be cruised on a 10 chain x 10 chain grid covering the entire forest using the variable radius plot method. Plots shall be located by measurement from south to north along control lines. Each plot will have 2 sub-plots: a 90 BAF for height selection and a 1/100 acre regeneration fixed radius plot; both at plot center.
CAL FIRE has predetermined where a 20 or 40 BAF will be used for the plots. In general, a 40 BAF will be used to cruise the west side of JDSF and a 20 BAF for the east side. This east/west break occurs along JDSF Road 200 and portions of Road 310. Additionally, within the west side there are pygmy forest stands that shall be cruised using a 20 BAF and on the east side there are old-growth stands that shall be cruised at a 40 BAF.
Inventory Plots The variable radius plot design includes trees ≥ 5.0 inches DBH on all plots. A 90 BAF will be used to select trees from plot center to measure total height and log height calculation trees. From the same plot center, a concentric 1/100 th acre
(11.78 ft. radius) fixed area sub-plot is required to tally by tree species, two-inch diameter classes of saplings ≥ 4.5 ft. in height and < 5.0 inches in DBH.
