About this file

This is Addendum No. 1 to an Invitation for Bids (IFB) issued by the City University of New York on behalf of the College of Staten Island for solid waste roll-off and recycling container services. The addendum, issued July 28, 2026, addresses questions submitted by prospective bidders and provides critical updates to the bid pricing breakdown form. The contract requires a waste hauling company to furnish equipment, labor, and scheduled pick-up services for refuse and recyclable materials, including provision of roll-off containers, maintenance of equipment, and hauling services over a five-year term. The original bidding deadline was July 22, 2026, with an optional pre-bid conference held on July 20, 2026, to allow prospective bidders to view the worksite and submit questions. Service requirements include weekly pick-ups of various container sizes: six cubic yard (CY) solid waste containers (52 estimated pickups, 2 containers), 20 CY solid waste containers (20 estimated pickups, 2 containers), 30 CY solid waste containers (20 estimated pickups, 2 containers), and 8 CY co-mingled recycling containers (52 estimated pickups, 10 containers).

The addendum clarifies a discrepancy identified during the site walkthrough regarding the estimated number of co-mingled recyclable containers, increasing the figure from two to ten containers to align with the original specifications. The amended Attachment I - Bid Price Breakdown form provides pricing structures for Years One through Five, with bidders required to submit unit prices per container per pickup and per-pound rates for excess material beyond container weight limits. The pricing breakdown includes separate line items for solid waste collected in excess of container weight (estimated at 1,200 pounds annually) and co-mingled recyclables exceeding container weight (estimated at 400 pounds annually). All quantities are designated as estimates for bid evaluation purposes only, with no guarantee of actual ordering amounts, and the College reserves the right to increase or decrease service at its sole discretion. Bidders must sign and include this addendum with their bid submission, with failure to do so subject to bid rejection.
