About this file

This is Addendum No. 1 to Invitation for Bids (IFB) CSI-2607, issued by the City University of New York on behalf of the College of Staten Island, addressing Campus Accessibility Shuttle Services. The addendum reschedules the bid submission deadline to July 30, 2026 at 2:00 PM EST and the bid opening and public reading of bid prices to July 30, 2026 at 2:30 PM EST via Zoom. The contract requires a contractor to provide accessibility bus transportation services within the College's grounds to transport students, faculty, and staff on an as-needed basis. The anticipated contract term is one year, commencing December 1, 2026. The contractor must provide vehicles with operators and comply with all specifications outlined in Attachment H of the IFB package. All addenda must be properly signed and included with bid submissions; failure to do so may result in bid rejection.

The addendum addresses three substantive questions from prospective bidders regarding insurance requirements, vehicle specifications, and vehicle type alternatives. The College requires that all insurance policies be held by the contractor as the named insured, with subcontractors covered under the prime contractor's operations. Section 4.1.1 of Attachment H has been revised to reduce the passenger capacity requirement from six seated passengers plus two wheelchair positions (6+2) to four seated passengers plus two wheelchair positions (4+2), while maintaining the 23-foot maximum bus length. The College will consider substitute vehicles, such as converted Ford E-Transit 350 vans proposed for zero-emission service, provided bidders initial the appropriate certification paragraph and submit supporting documentation demonstrating the substitute meets all ADA, DOT accessibility, and securement requirements, with the College determining final approval based on compliance with all IFB specifications.

IFB No. CSI-2607 – Campus Accessibility Shuttle Services Addendum No. 1

Questions and Answers

Q1: The IFB contemplates that the successful contractor may be required to furnish certificates of insurance prior to commencement of services. If the successful bidder utilizes an approved subcontracted motor carrier to perform some or all of the transportation services, will the College consider the insurance requirements satisfied where:

• the subcontracted motor carrier maintains the required commercial automobile liability insurance in its own name for the vehicles it operates;

• the College, CUNY, the State of New York, and all other required entities are listed as Additional Insureds on the subcontractor's policy; and

• the successful contractor provides certificates of insurance and all required endorsements evidencing such coverage?

Or, does the College require that all required insurance policies, including commercial automobile liability, be issued with the successful bidder listed as the Named Insured, regardless of whether transportation services are performed by an approved subcontractor?

This clarification is requested to ensure all bidders have a common understanding of the insurance requirements when preparing their bids.

A1: The College requires that all insurance policies required for this IFB be held by the Contractor, and all policies must list the Contractor as the Named Insured.

Subcontractors, if utilized in connection with the awarded Contract, must be covered under prime Contractor’s operations pursuant to these insurance policies.

Q2: Proposed Exception

Attachment H – Specifications indicates a desired capacity of 6 seated passengers plus 2 wheelchair passengers (6+2). A compliant 6+2 configuration generally requires a larger, extended-length vehicle chassis. On the accessible vehicle platform in our fleet, DOT securement standards — two wheelchair positions mounted in tandem rather than side-by-side, minimum clearance between the entrance door and the first passenger seat, and required spacing between the lift and the wheelchair position — allow for a maximum of 4 seated passengers plus 2 wheelchair positions (4+2), with two fully compliant tandem securement positions along with ADA-compliant lifts/ramps and safety restraints. We would like to confirm whether a 4+2 configuration would be considered acceptable and responsive, or whether 6+2 is a firm requirement.

A2: Section 4.1.1 of Attachment H - Specifications is hereby revised from:

4.1.1 The Contractor shall furnish cutaway-type buses (Ford E350 Wheelchair Access Vans or an equivalent, subject to prior review and approval by the College) similar to those in use for MTA New York City Transit Access-A-Ride, a conversion bus with raised roof, sufficient to provide headroom for a standing adult, a hydraulic wheelchair lift, and with a capacity to seat at least six (6) seated passengers and sufficient space for two (2) wheelchairs.

The total length of the buses shall not exceed 23 feet.

to the following:

The Contractor shall furnish cutaway-type or converted buses (Ford E350 Wheelchair Access Vans or an equivalent, subject to prior review and approval by the College) similar to those in use for MTA New York City Transit Access-A-Ride, a conversion bus with raised roof, sufficient to provide headroom for a standing adult, a hydraulic wheelchair lift, and with a capacity to seat at least four (4) seated passengers and sufficient space for two (2) wheelchairs. The total length of the buses shall not exceed 23 feet.

Q3: We intend to provide fully electric, zero-emission vehicles for this program. Electric options in this vehicle class are currently available primarily as converted transit vans rather than cutaway chassis. We would like to confirm whether a converted Ford E- Transit 350 with a mid-roof configuration would be acceptable in place of a cutaway-type bus, provided it meets all ADA and DOT accessibility and securement requirements

A3: The College will consider and evaluate a Bidder’s proposed substitute of a converted Ford E-Transit 350 Van, provided that Bidder initials the paragraph “BIDDERS PROPOSING SUBSTITUTE ITEMS MUST INITIAL THIS PARAGRAPH” of the Bid Submission Certification and Signature Page (page 2 of the IFB) and provides supporting information to demonstrate that Bidder’s offered substitute should be accepted as an approved equal. The College will determine whether a vendor-proposed substitute vehicle meets all of the requirements of the IFB, including those set forth in Attachment H-Specifications, and including the requirements set forth in Attachment H, Sections 4.1, and Section 4.2.1, and whether a vehicle should be accepted as an approved equal.

Bidders are reminded to review carefully IFB Instructions and IFB Terms and Conditions, particularly paragraph 11 (page 5).

Bidders are advised that the College cannot accept buses that are longer than 23 feet, and that the buses must have a raised roof to provide adequate headroom for a standing adult, of at least 74 inches.
