About this file

This is an Invitation for Bid (IFB) and addendum from the California Department of Corrections and Rehabilitation (CDCR) for a nurse call system at the California Institution for Men in Chino, CA as part of their Health Care Facility Improvement Program. The bid response deadline is April 6, 2016 at 2:00 PM, with responses to be delivered to Procurement Support in Sacramento. The project involves furnishing and installing nurse call devices, corridor dome lights with amber and white lamps, audio intercom capabilities, and call reset stations throughout Building 108 Infirmary. The addendum extends the original bid deadline and provides responses to vendor submitted RFIs regarding technical specifications.

The IFB includes a 5% price preference for California certified small businesses and non-small businesses claiming 25% California certified small business participation. Multiple RFIs were submitted by eTech Controls Corporation seeking clarification on technical requirements for the nurse call system components, including questions about entry stations, audio capabilities, reset switches, control panel construction, and grounding specifications. The responses confirm requirements for intercom audio functionality, call reset stations integrated into faceplates, and acceptance of an alternative polycarbonate graphics overlay process for control panels.

Project: INVITATION FOR BID, CDCR CHINO, CALIFORNIA INSTITUTION FOR MEN, Health

Care Facility Improvement Program – NURSE CALL SYSTEM.

RFI No.: #ECC-1 Subject: Nurse Call Devices and Functions, Dome Lights Dwg#: 04.108B, E4.1

Spec. Docs.: Specification: 27.52.23, 1.4.C Section: NURSE CALL / CODE BLUE SYSTEMS

Description Of Problem / Clarification / Information Required: (some underlining added for clarification)

1. In review of Drawing #04.108B, E4.1, we have not identified any “Entry Stations”, nor any “Code Blue

Stations” in the Bldg. 108 Infirmary.

2. Per 27.52.23-1, 1.4.A.1.a.4, “Some rooms contain nurse call push button(s) but do not include an Entry Station outside of the room. These nurse call push buttons must always be enabled.”

3. Per 27.52.23-1, 1.4.C.1, “There must be an amber lamp in the Corridor Light where shown on the Drawings. a.) When the nurse call push button(s) located inside of the associated room are enabled as described above, the lamp must be illuminated solid.“

4. Per 27.52.23-1, 1.4.C.4, “There must be a white lamp in the Corridor Light where shown on the Drawings.

Detention Intercommunications and Program Systems for additional information.”

Based upon the above, please confirm the following:

5. Please verify whether the Corridor Light outside of each room is to have an AMBER Lamp (that we believe would be illuminated continuously as all Nurse Call Pushbutton Stations will always be “enabled” per

27.52.23-1, 1.4.A.1.a.4. (see RFI item #ECC-1, par. #2 and par. #3 above).

6. Please verify whether the Corridor Light outside of each room is to have a WHITE Lamp, and, if so, what is its function?

Thank you.

Contractor’s Proposed Solution:

Response:

#5. Yes, provide as specified.

#6. The corridor light outside the room should be a white lamp, and this should illuminate when the patient pushes the call light. This will allow the nurse to see which room has called from the hallway. CDCR B. Zavrsnick___03/18/2016 Responder: A/E & CDCR Signature:

Spec. Docs.: Specification: 27.52.23, 1.4 Section: NURSE CALL / CODE BLUE SYSTEMS

Description Of Problem / Clarification / Information Required: (some underlining added for clarification)

1. In review of Drawing #04.108B, E4.1, we have not identified any “Entry Stations”, nor any “Code Blue

Stations” in the Bldg. 108 Infirmary, however, there are many Nurse Call Pushbutton stations shown.

2. Per 27.52.23-1, 1.4.A.1.a.4, “Some rooms contain nurse call push button(s) but do not include an Entry Station outside of the room. These nurse call push buttons must always be enabled.”

3. Per 27.52.23-1, 1.4.A.1.a.3, “While the nurse call pushbuttons are enabled, the intercom inside the associated room must automatically be connected to the Group Monitoring System and Detention Intercommunications and Program Systems.”

4. Per 27.52.23-1, 1.4.D, “A Call Reset Station must be provided adjacent to each nurse call push button that is located in a room without an Entry Station. Turning the Call Reset switch to the momentary RESET position must reset the associated nurse call pushbutton.”

Based upon the above, please confirm the following:

A. Please verify that the Nurse Call Pushbutton Stations in each room are to have Intercom Audio capability, to allow personnel at the Nurse Call Master Stations to listen and/or talk to the staff in Nurse-Call equipped rooms. (see RFI item #ECC-2, par. #3 above).

B. Please verify that each Nurse Staff Call Pushbutton Station, in each room, is to have a “Call Reset Station” mounted adjacent to it (see RFI item #ECC-2, par. #4 above).

C. Please note that we are interpreting the project documents to show only existing conduit, with existing single gang 1g boxes at the indicated Nurse-Staff-Call-Pushbutton-Stations device locations, with no available additional outlet box indicated or described for the referenced Call-Reset-Station(s). If a Call-Reset-Station (with a single reset Key-switch) is required adjacent to each Nurse Call Pushbutton Station, is there a separate wall outlet box available for its installation?

D. Alternatively, would it be acceptable to add the specified Reset-Keyswitch to the faceplate of each of the Nurse-Staff-Call-Pushbutton-Stations to eliminate the need for a separate station plate, outlet box, conduit, etc.?

Note-1: We have confirmed that it is possible to fabricate a single gang (11ga. SS) Intercom Audio Station Station plate with both the specified Staff-Call mushroom-pushbutton, as well as the Call Reset-Keyswitch and Audio.

Note-2: If the existing 1gang outlets are actually single-gang rings on 2-gang backboxes, there would be advantages to “chipping-out” the 1-gang rings and replacing with 2-gang rings to allow a larger Nurse Call Pushbutton Station plate with a larger intercom speaker that would provide better talk and listen acoustics.

Thank You.

Contractor’s Proposed Solution:

Response:

A. The system should have Interim Audio Capability. CDCR B. Each room should have a call reset station. CDCR C. As noted on the drawings the system shall reuse the existing conduit and outlet boxes.

D. There is no separate outlet box existing for the reset keyswitches. It’s acceptable to add the specified keyswitch to the faceplate of each Nurse-Staff-Call-Pushbutton-Station.

RFI No.: #ECC-3 Subject: Nurse Call Devices and Functions, Dome Lights Dwg#: 04.108B, E4.1

Spec. Docs.: Specification: 28.46.13.10, 2.2-B Section: CONTROL PANELS AND CONTROL CONSOLES

Description Of Problem / Clarification / Information Required: (some underlining added for clarification)

1. Per 28.46.13.10, 2.2-B , “Control Panel Construction - Specific: 1. Working Surface (face): The working surface of the graphic must be straight lined (brushed) to provide a non-glare "grain" across the face of the panel. The background, boarders, icons, text, and graphics must be an anodized coating, approximately

0.018 mm in thickness. The dye colors must be sealed in the aluminum plate with a layer of nickel acetate.

Anodizing must conform to MIL A-8625F Type 2/CIass 2. Anodizing process must be a single anodizing process for multiple colors.”

Please note, that the specified MIL-SPEC multi-color anodization graphics process is extremely expensive, having been priced by our company for a prior project at 3-4x the cost of the standard CDCR panel fabrication process and is available from very few vendors in the U.S. The standard CDCR Control Panel fabrication process utilizes waterproof, UV resistant, full-color graphics, reverse-printed on a 10mil. textured polycarbonate graphics face, laminated to an additional 10mil. vinyl base, and then laminated to the face of the specified 1/8” min. aluminum faceplate with high strength permanent sheet adhesives and protective edge-trim. This standard CDCR process produces very high contrasting colors on a very durable face graphic.

Question: Would the CDCR standard, Polycarbonate Graphics Overlay process be acceptable as an alternative to the specified multi-color anodization process?

Than you.

Contractor’s Proposed Solution:

Response: No exception taken to proposed alternate, subject to acceptance by CDCR.
