ANSWERS TO FREQUENTLY ASKED QUESTIONS:

The following questions are among the most frequently asked regarding DVBE requirements:

Q: If I am awarded the contract, am I required to use the subcontractor/supplier proposed in my bid?

A: Yes, unless you have requested and received approval from the State for substitution.

Written requests should include the person’s or firm’s name to be substituted, the substitution reason, the reason a non-DVBE subcontractor is proposed, if applicable and describe the business to be substituted including its business statuses a sole proprietorship, partnership, corporation or other entity and the certification status of the firm, if any. See Title 2, California Code of Regulations, Section 1896.64 (c) & (d) for substitution criteria.

The request and the State’s approval or disapproval is not construed as an excuse for non-compliance with another provision of the law, including but not limited to the Subletting and Subcontracting Fair Practices Act, or any other contract requirements relating to substitution of subcontractors. Failure to adhere to at least the DVBE participation proposed by the successful Contractor may be cause for contract termination and recovery of damages under the rights and remedies due the State for default section of the contract(s) and any other penalties provided for by statute.

Q: Who notifies the subcontractor when an award is made?

A: Upon award to a prime Contractor, the Awarding Department notifies listed subcontractors of their contract participation. Primes are encouraged to notify their listed subcontractors immediately after an award is made to formalize their business agreements.

Q: What happens to bids considered non-responsive to the DVBE Participation Program requirements?

A: Non-responsive bids are subject to rejection. Many are rejected because of:

•Incomplete documentation •Documentation not received by bid due date •Mathematical error related to the percentages

Q: If I am a disabled veteran business enterprise, can I meet the percentage requirements as a single company?

Yes.

Q: If my submitted bid meets the contract goal and the State decides to make multiple awards to the bid/contract, could my bid be considered non-responsive?

A: No. The State’s decision to make multiple awards will not jeopardize bid compliance.

Project Manager: Ron Sanchez (916) 757-9016

Onsite Project Contact: Michon O’Connor, Administrative Officer (530) 577-0850

Project Type:

The California Conservation Corps (CCC) Tahoe Center desires the installation of golf course netting.

Scope of Work

1. Install a Golf Barrier Net: Install a golf barrier net of ¾” mesh netting approximately 310 feet long by approximately 35 feet high 3/4” mesh on the south side of the property that faces the golf course, utilizing steel poles evenly spaced no more than 45 feet apart. Poles to be set in concrete base deep enough to support weight of poles and mesh netting.

2. Netting: Provide #18 x 3/4″ high-impact golf netting made from 100% twisted-knotted nylon, black, UV treated for outdoor use and weather resistant, minimum

210lbs break strength, 7/16″ solid rope border (6,000 lb. break strength) around entire perimeter, center horizontal and center each pole. Made in the USA with 10-year manufacturer’s warranty for defects and outdoor life expectance.

3. Poles: Provide 6-5/8” OR 8-1/2” outside diameter galvanized/black steel netting poles, with anchor bolts as appropriate for the installation.

4. Poles: Provide structurally engineered steel poles and foundations to exceed wind load, exposure class, and soil conditions for project site location. All structural welding and steel fabrication to be performed an approved certified fabricator. All poles finished with black STRYK 5388 FACS Flexible Anti-Corrosion System applied in three (3) coats, or approved equal . Diameter and thickness to be determined by structural design.

(3) cable clamps on each end of the aircraft cable, 8mm steel snap hooks installed at a minimum of 24” O.C., yellow safety covers on guy wires, and other hardware as required.

The ¾” mesh netting is recommended for golf barrier netting installations that may also be subjected to direct full-velocity golf impacts. Use the ¾” mesh size for nets that will contain errant far-distance golf balls as well as very close-range direct shots. The ¾” is popular for golf cage containment nets, indoor golf divider nets, window and patio protection, and similar multipurpose golf netting uses.

The below diagram shows basic barrier netting installation. For permanent installed set-up, most barrier installations utilize steel cables spanning between a series of vertical poles. The rope border of the netting panel is then clipped to the cable every

36" or less using 1/4" or 5/16" snap-hooks.

6- Clean-up: During installation, keep all work surfaces clean and free of grit, dirt, or debris. Following installation, remove all excess materials and spoils from job site.
