About this file

This is a Questions and Answers document for IFB #C043117 issued by the New York State Department of Health Wadsworth Center Facilities Management regarding repair and preventative maintenance services for refrigeration equipment. The solicitation seeks qualified vendors to provide repair and preventative maintenance services for refrigeration equipment across the Wadsworth Center facilities in Albany, New York, with proposals due September 10, 2026. The document, posted on September 2, 2026, addresses six critical questions submitted by prospective bidders regarding mandatory qualifications, subcontracting restrictions, parking availability, experience requirements, and emergency response capabilities.

Key clarifications from the Questions and Answers include: the vendor must demonstrate a minimum of five years' verifiable company-level experience performing repair and maintenance of similar refrigeration equipment; manufacturer-specific training certifications may be obtained within 30 days of contract award; subcontracting is prohibited for all aspects of contract performance, including emergency response and specialty repairs; the five-year experience requirement applies at the company entity level rather than individual technician level; specific equipment types such as ultra-low temperature freezers and cryogenic equipment are not separately evaluated; and vendors must establish a 24-hour emergency answering service with documented operating procedures, staffing plans, and call center details available for review. Johnson Controls, Inc. held the identical or substantially similar contract within the past five years. There are no MWBE contracting goals for this procurement (MBE 0.00%, WBE 0.00%).
