About this file

This is a Disabled Veterans Business Enterprise (DVBE) Incentive Attachment for the California Department of Rehabilitation's Invitation for Bid (IFB) #S26-33385 for Office Moving Services in the Inland Empire District. The attachment outlines requirements for bidders seeking DVBE incentive preferences under California Military and Veterans Code Section 999. Bidders must ensure selected DVBE firms perform a commercially useful function by executing distinct contract elements, managing or supervising work, performing services normal to their business, and limiting subcontracting to industry norms. The services covered include labor, equipment, and materials for packing, moving, transportation, unpacking, and move management; disassembly and reassembly of modular furniture; pad-wrapping of sensitive equipment; secured property storage; removal of surplus property; and debris removal from government premises. Bidders must select one of three options: Option 1 for certified DVBE prime firms committing at least three percent participation; Option 2 for non-certified firms committing a specified percentage; or Option 3 for firms with DGS OSDS-approved DVBE Business Utilization Plans.

Bidders electing DVBE incentive participation must complete the DOR Bidder Certification of DVBE Participation form documenting their commitment level to certified DVBE subcontractors, with separate forms required for each DVBE commitment. All prime DVBE firms or DVBE subcontractors must submit an original signed DVBE Declaration STD. 843 and Bidder Declaration GSPD-05-105 with their bid response. Failure to submit required documentation results in bid rejection for noncompliance. Any substitution of DVBE subcontractors requires written notification to the Department's DVBE Advocate and state approval. Pricing must reflect or be lower than contractor rates, with all hourly and mileage costs excluding third-party charges such as parking fees, fuel surcharges, and rental equipment, which are passed through only with supporting documentation.
