About this file
This is an addendum to Invitation for Bid 99-26 issued by the Massachusetts Bay Transportation Authority (MBTA) for TE Propulsion Bond Kits. The addendum announces a critical schedule change: the IFB opening date has been extended from September 2 to September 8, 2026, at 2:00 PM EST. The procurement involves 250 complete exothermic bond kit assemblies designed for 1000 MCM copper conductors, specified to MBTA specification P-118F with orange jackets. Line items include 250 units each of propulsion bonds, QV lugs, bolts, washers, and nuts; 25 boxes of weld metal; and four units each of molds, mold frames, and mold sealers. A pre-bid conference was scheduled for August 20, 2026, at 10:00 AM EST at MBTA headquarters in Boston. The awarded distributor must prepare 250 four-foot cable sections per TE specifications, coordinate assembly through TE, and deliver finished kits to 21 Arlington Avenue, Charlestown, Massachusetts on an F.O.B. destination basis.
All bid prices must be inclusive of freight, packaging, handling, taxes, and duties. Awards will be made to the lowest-priced responsive bid from a responsible bidder, with the contract open for use by all MassDOT divisions. Bidders must comply with prevailing wage requirements and small/minority/women-owned business participation goals. Successful bidders must provide proof of insurance within three business days of award, including Commercial General Liability ($1 million per occurrence), Automobile Liability ($1 million combined single limits), and Workers' Compensation Insurance ($1 million per accident) with the MBTA named as additional insured. Payment terms include a 1% prompt payment discount for payment within 20 days, with net payment due in 45 days. Bidders must submit questions through the Bid Q&A tab up to one week prior to the due date and maintain active registration in COMMBUYS. The MBTA reserves the right to request best and final offers.
