About this file
This document is an Invitation for Bid (IFB) from the Massachusetts Bay Transportation Authority (MBTA) Maintenance of Way Division for the procurement of 3rd Rail Anchor Assemblies. The anchor assemblies are to be designed for use with both 84C Composite 3rd Rail and 85C Composite 3rd Rail, and the kit is to include various components such as anchor clamps, shoulder eye bolts, clevis pins, and fiberglass insulator rods. The IFB outlines the detailed specifications and requirements for the 3rd Rail Anchor Assemblies, including minimum breaking load, water absorption, and electrical resistance properties of the fiberglass insulator rods. Bidders are required to submit detailed shop drawings prior to fabrication, and the MBTA will engage an independent inspection agency to ensure compliance with the plans and specifications. The anchor assemblies are to be shipped as complete kits to the designated MBTA facility during normal business hours.
The IFB does not provide details on pricing terms, set asides, incumbents, or funding sources. However, it specifies that all costs incidental to the inspection services shall be included as part of the bid proposal. The contract opportunity is specific to the MBTA Maintenance of Way Division in Massachusetts.

Minimum Requirements
A. Strain insulators shall consist of insulators made of glass fiber with clevises attached to both ends.
B. The minimum breaking load in tension of glass fiber strain insulator rods shall be 15,000 pounds within a temperature range of 0 °F, +10 F.
C. Glass fiber strain insulator rods of 5/8 inch diameter shall sustain without fracture, when supported as a simple beam of 22 inches free span with a 3/16 inch thick leather over the anvil, the impact at mid-span of a 50 pound weight falling freely from successive heights of four (4) inches, eight (8) inches and twelve (12) inches. Such determinations shall be made at 70 °F and 0 °F.
D. Glass fiber strain insulator rods, when immersed in water for 48 hours with the temperature maintained between 68 °F and 104 °F, shall not gain more than 0.2 percent of their original weight. The specimens to be used shall be of the full cross sections of the rods, at least two (2) inches long with ends cut smooth.
E. Glass fiber rods eight (8) inches long shall, after immersion in water at room temperature for 72 hours and with all surfaces dried, have on electrical resistance of not less than eight (8) megaohms.
F. Glass fiber rods eight (8) inches long shall, after immersion in water at room temperature for 72 hours and with all surfaces dried, withstand without breakdown a DC potential of 5,000 volts applied at the ends of the rods for three (3) minutes.
G. The ends of the glass fiber strain insulator rods shall be embedded in clevises using an epoxy or other approved adhesive, such that within 24 hours after their embedment the clevises will not become loosened under a load of 10,000 pounds.
