About this file

This document is an Addendum to an Invitation for Bid (IFB) issued by the Massachusetts Bay Transportation Authority (MBTA) for 1000VDC 4000A DC Disconnect Switches. The addendum addresses clarification questions from potential bidders regarding the differences between "single point" and "double point" switches, and the testing requirements for the switches. The MBTA has stated that single point switches are 4kA rated, while double point switches are two 4kA switches in a single enclosure. The MBTA has also indicated that if a company is not a verified vendor/manufacturer, they will need to provide test certificates to prove their switches meet the design specifications outlined in Section 4.04 of the IFB. Bids for this procurement are due by April 16, 2020 at 2:00 PM EST/EDT.

The IFB seeks to procure 1000VDC 4000A DC Disconnect Switches for the MBTA. This is a state and local contract opportunity in Massachusetts. The MBTA has not provided any information on pricing terms, set-asides, incumbents, funding requirements or sources, or contract renewal options in the addendum.

RE: Addendum III/ IFB: 63C-20 Disconnect Switches

Question 1: Can you clarify what is the difference between SINGLE and DOUBLE point as requested in Form B: Requested Goods & Services Pricing Form? Does it mean 1-pole disconnect switch and 2-pole disconnect switch? Or, as per my understanding of drawings L-16910 and L-16911, single point would mean one switchblade for 2kA application (drawing L-16910) and double point would mean 2 switchblades for 4kA application (drawing L-16911). In addition the technical spec mentions nowhere single or double point, it only talks about 2 or 4 kA switch.

Answer: MBTA Response: Single Point Switch shown on drawing L-16911 is a

4kA, a Two Point Switch is 2 of these switches shown within one enclosure.

Drawing L-1910 does not relate to this requisition because it is a 2kA disconnect.

Question 2: Tests and Test Certificates: we understand that at sole discretion of the

Engineer, design test might be waived but what tests exactly are you expecting to see a certificates for? Short-circuit, dielectric and temperature rise only? Any other test? Also, the design tests are still required, can they be performed at the manufacturer factory when possible or/or in any testing laboratory when necessary?

Answer: MBTA Response: If a company is not a verified vendor/manufacturer with the MBTA, there would be no test waivers. The company will need to prove their switches meet our design specifications. The testing guidelines are outlined in

“section 4.04”.

Please acknowledge this addendum in your bid package.
