Summary of IFB # 448 Addendum 02
This is Addendum Number 2 to an Invitation for Bids (IFB) issued by the Rivanna Water & Sewer Authority (RWSA) in Albemarle County, Virginia, for the Airport Road Pump Station and Ground Storage Tank Improvements project. The addendum, dated October 19, 2026, extends the bid submission deadline to October 29, 2026, at 3:00 p.m. and modifies key contract documents including the Invitation for Bid (Form RA-1), Bid Form (Form RA-1b), and Contract Between Owner and Contractor (Form RA-3). The project scope includes constructing a new ground storage tank with safety and access equipment, improving the existing stormwater collection system, performing site work including grading and fencing, installing site piping connections between the pump station and storage tank with altitude valve and bypass piping, upgrading the electrical power distribution system, and installing associated mechanical, electrical, instrumentation, and control systems. The contract is a single prime, lump sum contract with a substantial completion timeline of 415 consecutive calendar days from the Notice to Proceed and final completion within 30 days thereafter. A non-mandatory pre-bid meeting was held on October 6, 2026, and site visits are available upon request after the pre-bid meeting.
The addendum addresses 19 bidder questions and clarifications, including corrections regarding valve specifications, coating alternatives, drainage requirements, drain pipe material specifications, stormwater detention system components, SCADA connectivity and software version (Cimplicity 2022, Version 11.50, Build 51899, Sim 17), and modifications to temporary utilities responsibilities wherein the Owner assumes responsibility for water used in disinfection and tank filling. Additional modifications remove wage rate requirements (Section 00 73 43), extend noisy construction hours to 6:00 p.m., clarify contractor coordination with VDOT regarding the concurrent Berkmar Extended Roadway Project, remove internal framing restrictions for the storage tank roof, and adjust the schedule of completion from 520 days to the corrected 415 days. Liquidated damages are set at $750 per calendar day for work not completed by the substantial completion date and $1,000 per calendar day beyond final completion. No set-asides are identified in the procurement documents.

Bidder Questions:
1. Question: The 18 " buried gate valves on dwg P101 are identified as flanged. Please confirm that the valves are intended to be flanged as indicated, rather than MJ valve. If flanged valves are required, we assume that MJ x Flanged adapters are to be provided on each side of the valve.
Response: Valves shall be mechanical joint, drawing P101 has been updated.
2. Question: Please provide the specification for the Altitude Valve.
Response: See Specification 40 92 13.
3. Question: Spec section 33 05 13 for the Valve Vault calls for Tnemec Series N69 Hi Build Epoxy. Would Carboline’s Bitumastic 300M coating be an acceptable alternative?
Response: Specification 33 05 13 has been revised to remove reference to specific manufacturers.
4. Question: Is a drain required for the Flow Control Valve Vault? It does not appear to be shown in the details on plan sheet P101. If a drain is required, can the detail be updated to show the size and location of the drain?
Response: A drain has been added to valve vault and updated on sheet C201.
5. Question: Plan sheet C200 calls for a “6” Tank Drain w/ 6” Gate Valve w/ Camlock w/ Cap” while plan sheet P102 calls for a “6” Tank Drain w/ 6” Gate Valve & Insect Screen at Point of Discharge.” Which is correct?
Response: Insect screen reference removed from P102.
6. Question: Does the 6” Tank Drain Pipe need to be welded steel pipe similar to the 24” steel inlet & outlet pipe specified in spec section 33 16 20? If not, please provide a detail or specification.
Response: Yes 6” drain pipe shall be welded steel pipe.
7. Question: Is a screen or check valve required at the end of the 33 LF of 24” DIP Tank Drain? If so, please provide a detail or specification.
Response: No screen is required at the discharge to slope.
8. Question: Under paragraph 2.02 for Fittings in Spec Section 33 11 00, “D” calls for Zinc Coated Fittings while “F” calls for Fusion Bonded Epoxy Fittings. Which coating is required for ductile iron fittings on this project?
Response: Zinc Coated fittings are required, Fusion bonded reference has been removed from specification for clarity.
9. Question: At the Northeast corner of the Stormtech Detention System, there appears to be a storm structure shown. Is this a manhole or a Nyloplast Basin? Please provide type of structure and elevations (invert elevations & rim elevation).
Response: Structure is part of the underground stormwater detention system. Submittal and approval of shop drawing for complete system required. Structure supplied with system is intended to be a Nyloplast Basin, see Underground Stormwater Detention Preliminary Drawings, attached at the end of specification 33 41 00 for details.
Question: At the Northwest corner of the Stormtech Detention System, the 15” RCP from CB-2 connects to the system. Will a storm structure be utilized to make this connection? If so, please provide type of structure and elevations.
Response: Structure is part of the underground stormwater detention system. Submittal and approval of shop drawing for complete system required. Structure supplied with system is intended to be a Nyloplast Basin, see
RIVAN 189740 00 00 12 - 3
Underground Stormwater Detention Preliminary Drawings, attached at the end of specification 33 41 00 for details.
10. Question: Is ABS-1 a Nyloplast Basin or a Concrete Manhole?
Response: Nyloplast Basin that is part of underground stormwater detention system, see answers to questions above for additional information.
11. Question: On Sheet C201, a detail of the underground storage system for the stormwater is provided. In this detail, only a geotextile is shown encasing the stone/system. However, in Section 33 41 00, Page 471, Item 2.04(H), it states that the "...[M]embrane liner system should be designed by a knowledgeable professional...
" Given these conflicting details can you clarify if a membrane is required for the chamber system, and if required, what are the specifications for that liner?
Response: Geotextile fabric is acceptable, reference has been removed from 33 41 00
12. Question: We are assuming that the PS and storage tank will be added to an existing SCADA system. Please let us know which existing SCADA software is being currently used with software version.
Response: RWSA Current SCADA Version is Cimplicity 2022, Version 11.50, Build 51899, Sim 17
13. Question: Please confirm the connectivity between the SCADA and PS PLC.
Response: Existing Pump Station PLC is connected to RWSA SCADA system.
14. Question: Please provide the P &ID drawings and plans for this project.
Response: No additional P&ID drawings will be generated for this project. See spec 40 92 01 and Electrical drawings for additional information.

Question: Section 01 11 00 – 1.07 – Updated as follows: Added a sentence that VDOT may begin working on the Berkmar Extended Roadway Project which will extend the end of Berkmar Road over to Airport Road. Access shall be maintained to ARPS, contractor shall coordinate with VDOT and their contractor in the vicinity.
17. Question: Contractor pays for their own water and electric service. Will we need to include the cost of filling the water tank for testing and disinfection?
Response: Section 01 51 00 has been updated to reflect that site water is the responsibility of the contractor but water used for disinfection and tank filling will be RWSA responsibility.
18. Question: Section 01 51 00 – 3.04 – Does contractor need to provide telephone, fax, and internet service for the site if there is no field office?
Response: Specification 01 51 00 Paragraph 3.04 removed from section.
19. Question: Per Section 1.03 A.1.a – the tank must have a self-supported roof. It also cannot have internal framing. At this diameter, we would require a self-supported roof to have stiffeners welded to it in order to maintain the shape and structural integrity of the roof.
Response: This requirement has been removed from the specification. Internal framing and supports will be allowed.
