About this file
This document is an Addendum (ADD-01) for Invitation for Bid (IFB) 3000012487 issued by the University of North Carolina at Chapel Hill's Procurement Services Contract Services Team. The procurement involves the rental of three 500-ton air-cooled chillers for installation at the South Chiller Plant, with a rental period from May 2026 through September 2026. The bid opening is scheduled for October 6, 2025, at 1:00 PM EST, and prospective bidders are allowed to schedule site visits by contacting Lee Baker to assess mechanical and electrical requirements. The addendum provides detailed responses to six vendor questions concerning equipment specifications, power sources, placement locations, and connection details.
The contract requires chillers from specific manufacturers (Trane, Carrier, or York) with strict 480V/60hz/3 phase electrical compatibility. Vendors must submit bids electronically through the eVP portal and provide comprehensive documentation, including HUB Supplemental Vendor Information, Customer Reference Form, and Location of Workers Utilized by Vendor. While specific budget ranges are not disclosed, the procurement involves complex technical requirements including delivery, installation, electrical cabling, startup, and subsequent removal of chillers. The evaluation will focus on material and equipment costs, vendor experience, and completeness of submitted information, with potential preferences for Historically Underutilized Business (HUB) vendors.

Question 01: Will there be a site visit scheduled to determine mechanical and electrical work required for installation?
Answer: A site visit can be scheduled if needed – Please contact Lee Baker at lbaker@energy.unc.edu, or by phone at 919-777-3566.
Question 02: Also, a site visit to determine equipment placement to provide accurate pricing for installation and removal?

Question 03: Could paralleled trailered 230TCHs be utilized; instead of single 500TCH units? We do stock single 500TCH units; however, this may be a more reliable and cost-effective solution requiring less overall power. In the event of a major failure, or maintenance these 230TCH units could be individually isolated/repaired-swapped, while the other paired 230TCH remains in operation.
a. 230TCH Spec:
· 3PH/480V/422MCA/500MOCP
· 600GPM Integral Pump Answer: No, 500-ton units are required due to cooling capacity, space, and electrical availability.
Question 04: Please confirm – will whole temporary chiller system supply and return feeds be unified and marry common plant supply and return connections, or will they be connected to separate taps?
Answer: Feeds will be unified and marry common plant supply and return connections.
Question 05: Where would best placement be specified per 53’ trailer – 3x total? (refer photo below)
Answer: Two of the chillers will be placed on the north side of the North Cooling Tower. The third chiller will be placed between the two cooling towers, or along the east side of the North Cooling Tower, depending on the plant situation at the time of placement, truck driver skill, etc.
Question 06: From which building will the power be supplied? (refer photo below) Two chillers will be powered from the building labeled Southside Chiller. One chiller will be powered from the building labeled Chiller Bldg.
a. Is there an estimated distance per conductor, to factor overall? Estimate 100’ per conductor for two of the chillers. Estimate 225’ per conductor for the third chiller.
b. Will cable distance vary per chiller trailer, based off placement? Yes
c. Where is the existing Supply/Return tap(s) located, or what is the estimated hose distance from chiller to tap(s)? (refer photo below) Taps are located in the building labeled Chiller Bldg. Estimate 175’ per hose for two of the chillers. Estimate 120’ per hose to connect to the third chiller. The hoses will be married together, and the contractor must provide all necessary fittings to join the hoses.
d. Please confirm – are the central building tap(s) are 12” FLANGE? Yes, 12” Flanges.
e. Approximately what is the distance 12” plant tap(s) to exterior of building? Approximately 40’ from the exterior of the building (rollup door).
f. Are the 12” tap(s) suspended vertically, or horizontally? The 12” flanges are located in sections of vertical piping.
