About this file
This Solicitation Addendum, issued by the North Carolina Department of Health and Human Services (DHHS) Division of State Operated Healthcare Facilities, addresses Invitation for Bid (IFB) #30-25063 for Solid Waste Removal and Recycling Services. The addendum covers five central region healthcare facilities: Central Regional Hospital, Murdoch Developmental Center, UNC Youth Behavioral Health Hospital, Wright School, and Whitaker Psychiatric Residential Treatment Facility. The solicitation seeks a vendor to provide monthly rental of waste and recycling containers with specific pickup schedules, container maintenance, and emergency pickup capabilities. The bid opening is scheduled for May 1, 2025, at 2:00 PM, with the contract term beginning on the date of final execution or June 21, 2025, whichever is later.
The addendum includes responses to six vendor questions addressing current service details, such as emergency pickup frequencies, holiday service expectations, and pricing structure. Key clarifications include confirmation that bid prices cover container rental, weekly service, and material disposal, and that curbside pickup is required for certain group homes to avoid large vendor trucks on facility driveways. The state indicates no current rebates have been received from recyclable materials, and vendors can shift collections to the next business day following recognized holidays. The procurement emphasizes service flexibility and precise operational requirements for these state healthcare facilities.

PRICING FORM
On the bid price sheet, the price for each service is the total monthly cost to include container rental, weekly service at the frequency listed, and disposal of the material?
Yes.
6 At the Murdoch Developmental Center, will the facility accept 2-yd dumpsters instead of the 96-gallon carts at the Wright Path Group Home and the Path Group Home?
No. Curbside pickup will need to be received as the Center does not want large Vendor trucks on the driveways of the group homes due to the weight of the trucks.
