About this file

This is Addendum Number One to Invitation for Bid (IFB) #27-004 issued by Pender County Government on behalf of Seven Oaks Apartments in North Carolina. The addendum addresses 33 questions submitted by prospective bidders regarding the complete renovation of four apartments located at 205 Progress Drive, Burgaw, North Carolina. The scope of work includes demolition, water damage and drywall repairs, kitchen and bathroom renovations with new cabinets and countertops, appliance replacements (ranges and refrigerators only), flooring installation using carpet in bedrooms and luxury vinyl plank in other areas, plumbing and electrical work including tub/shower and toilet replacements, interior door replacement, painting, final cleaning, and all associated labor, materials, equipment, permits, and disposal. The addendum clarifies that all four units (two three-bedroom units and two two-bedroom units) are currently vacant and will remain vacant throughout the project, with sequencing negotiable to allow early release of completed units for rental. Sealed bids are due October 28, 2026 at 2:00 p.m., and the Notice to Proceed will be issued the day following official award, with contractors required to provide their own estimate of completion timeline in calendar days.

The addendum confirms that specifications are expected to match reference photos provided in the original IFB, with only appliance brands and paint color requiring exact matches as listed. The contractor must furnish a bid bond equal to 5% of the total bid amount (excluding the 10% owner's contingency) and performance and payment bonds each equal to 100% of the contract amount. A general contractor license or comparable contractor licenses are required to be considered responsible; no prequalification applies. The contract requires commercial general liability insurance of $1,000,000, professional liability of $1,000,000, automobile liability of $150,000, and worker's compensation as required by North Carolina law. Additional-insured coverage naming "Pender County on behalf of Seven Oaks" is required. The addendum clarifies that contractors must notify the Project Manager immediately and obtain prior written authorization for any additional expenses resulting from discovered mold, environmental concerns, or work beyond the scope, with any adjustments to scope, timeline, or cost to be agreed to in writing before authorization. Water shutoff to individual units can be performed by a licensed plumber, but any service disruption to other residents requires coordination with the Project Manager and at least three days' advance notice. The contractor is required to comply with E-Verify for all employees and subcontractors.

ADDENDUM NUMBER ONE

This is Addendum Number One to the referenced Invitation for Bid and shall become part of the bid.

Questions were submitted by various parties and all answers are below in red.

ACKNOWLEDGEMENT: Bidders shall acknowledge receipt of this addendum in their bid submission as required in the bid documents.

The following questions were submitted:

1. Is there a reason that carpet is being used in the bedrooms instead of LVP?

LVP can be used through-out

2. Is there a specific vendor from whom we should procure kitchen appliances, cabinets, and counter tops?

No, but if one is needed we can provide.

3. Is there a location where we can place a dumpster without it becoming the community's dumpster?

Yes, a dumpster may be placed on the premises in a designated location. However, placing a dumpster on-site does not guarantee that community members will not use it for unauthorized dumping.

4. If permits are required for this project, does the clock start when permits are submitted or when they are approved?

Once they are approved

5. Can you confirm whether tub/shower replacement is included in the scope of work?

Yes, replacement of existing tubs/showers and toilets.

6. The RFP specifies an Aqua Glass AG8360 unit, but it appears that Aqua Glass may no longer be in business. Should we price a comparable replacement unit? If so, are there any specific requirements or preferred alternatives?

Comparable units of like size, quality, and functionality.

7. Is there any existing air quality testing, mold inspection, or remediation protocol available for this property?

No, not recent.

8. If potential mold or other environmental concerns are discovered, how should additional testing and remediation be handled and priced?

Notify Project Manager immediately and obtain prior written authorization for any additional expenses to be incurred. Bids should include typical water damage repair and replacements.

9. Would the project deadline be adjusted if testing or remediation is required? We would also like clarification on how the per-day penalties would be handled if these conditions delay completion.

Yes, any adjustments required to scope, timeline, or cost, would be agreed to in writing from the Project

Manager prior to authorization.

10. If potential microbial growth is discovered and remediation or testing is not authorized or performed, who would be responsible for any resulting issues or liability?

Pender County on behalf of Seven Oaks

11. Would Seven Oaks provide written direction on how to proceed in these situations and clarify the contractor's responsibility if we follow that direction?

Yes

12. Is there a separate water shutoff for this building or unit if plumbing repairs or replacement are needed?

If the main water supply needs to be shut off, who would coordinate that process, and would advance notice or approval be required?

Water shutoff to the individual units is possible by a licensed plumber. Any service disruption to other residents should be coordinated with the Project Manager and authorized at least 3 days prior to service interruption.

13. Section A mentions patching walls and ceilings and leaving a smooth surface. Does this apply throughout the entire unit or only in the kitchen and bathrooms?

This applies throughout the unit as needed.

14. What level of finish is expected? Are we responsible for a Level 5 finish, or just patching and repairing the areas affected by our work? Please clarify whether the existing popcorn ceilings are to remain, be patched, or be removed and refinished.

Finish is expected to the level of reference photos attached to the original IFB. Patching is acceptable where uniformity with the remainder of the unit is obtained. Same applies to popcorn ceilings, removal and refinishing not required if not necessary.

15. If electrical or plumbing repairs or replacement are needed beyond the detach-and-reset work listed in the RFP, would that be considered additional work? If so, what is the process for getting approval for the additional costs and any additional time needed to complete the work?

Notify Project Manager immediately and obtain prior written authorization for any additional expenses to be incurred. Any adjustments required to scope, timeline, or cost, would be agreed to in writing from the

Project Manager prior to authorization.

16. The RFP does not clearly state whether the kitchen sinks, bathroom sinks, or vanity tops are to be replaced. Can you confirm which items are included in the replacement scope?

As necessary, but it is expected that all mentioned are likely to need to be replaced.

17. If replacement is required, please provide any specifications or selection requirements, including sink style, size, material, and color. Should we match the existing items or price new selections?

Specifications are expected to match the reference photos attached to the original IFB. Only appliance brands and paint color are required exact match as listed.

18. The RFP does not specify the brands or finishes for the plumbing fixtures. Please clarify the requirements for the following:

• Kitchen sink faucet: Brand, style, and finish.

• Bathroom vanity faucets: Brand, style, and finish, including whether single-handle or widespread faucets are required.

• Tub/shower fixtures: Brand and finish for the tub spout, showerhead, and handles or valve trim.

• Showerhead and tub spout: Please confirm whether both are to be replaced and if there are any specific style or performance requirements.

Will specific products be provided, or should we select comparable fixtures for approval before ordering?

Specifications are expected to match the reference photos attached to the original IFB. Only appliance

19. The RFP does not specify which toilets should be installed. Please clarify the required brand or acceptable manufacturers, such as Kohler or American Standard, along with the following:

• Bowl shape: Round or elongated.

• Height: Standard or comfort height.

• Color.

• Flush type or any other required features.

• Specific model, if applicable.

Should we price a comparable toilet based on these specifications, or will Seven Oaks provide a designated model?

Specifications are expected to match the reference photos attached to the original IFB. Only appliance

20. The RFP does not specify whether the existing bathroom mirrors are to remain or be replaced. Can you confirm whether mirror replacement is included in the scope?

As necessary, but it is expected that all mentioned are likely to need to be replaced.

21. If new mirrors are required, please provide the expected size, style, shape, and finish, or clarify whether the contractor should select a comparable mirror for approval. Please also confirm whether any existing mirror removal and disposal should be included in our pricing.

Specifications are expected to match the reference photos attached to the original IFB. Only appliance

22. What is the bid bond, performance bond, and payment bond requirements for this project?

Please reference page 1 of the original IFB.

23. What is the expected start date after award, and how many days are allowed for completion?

Notice to proceed will be issued the day following official award. Project may begin as early as date Notice to

Proceed is issued. Please provide your estimate of the number of days required for completion as part of your

Cost Proposal Form.

24. Are the units vacant during the work, or will any of them be occupied?

All units involved in the project are currently vacant and will remain vacant throughout the project. Please note that the same is not true for neighboring units.

25. Is there a specific contractor license or prequalification required to bid?

General contractor license or comparable contractor licenses required to be considered responsible. No prequalification applies.

26. How can we inspect and measure all four units and a renovated reference unit before bidding? Please confirm occupancy, work hours and sequencing.

Drawings were provided for measurements and reference photos for completed unit renovations. All units involved in the project are currently vacant and will remain vacant throughout the project. Please note that the same is not true for neighboring units. Sequencing is negotiable, but ideally release of individual units would be planned as early as possible for rental.

27. Which plans apply to A, B, C and D, including the accessible-unit requirements?

Two of the units are two-bedroom plans and two of the units are three-bedroom plans.

28. Please confirm flooring products, cabinet/countertop specifications, the interior door schedule and ceiling painting extent.

Specifications are expected to match the reference photos attached to the original IFB. Only appliance

29. Please identify all required appliances and models, including whether anything beyond the four ranges and refrigerators must be replaced.

Ranges and refrigerators are the only appliances to be replaced as specified.

30. Are asbestos/lead or moisture surveys available, and how should concealed framing/subfloor damage and leak correction be priced?

No recent surveys or testing available. It is expected that typical water damage exists surrounding locations of plumbing, both visible and concealed.

31. Does the $1 million professional liability requirement apply, and what County additional-insured wording is required?

Insurance requirements as detailed in the contract are required. Wording would be dependent on contractor’s insurance company requirements for additional-insured coverage for “Pender County on behalf of Seven Oaks”.

32. The checklist requires a notarized E-Verify affidavit, but the form has no notary block. What certificate is acceptable, and when should the contractor execute the contract?

Please see below for a revised E-Verify form including notary language. Previous form with matching notary language from the Non-Collusion Affidavit will be sufficient as well.

33. Please confirm the 5% bid bond uses the total including the 10% owner contingency, the award covers all four units, and whether any additional bidder forms or addenda apply.

Bid bond does not need to include the 10% owner’s contingency as it may not be used if not required.

Award will include all four units. Forms listed are all that apply and bidder is responsible for monitoring

Pender County’s website as referenced for any additional addenda.
