About this file

This is an Invitation for Bids (IFB) document issued by the Department of California Highway Patrol (CHP), Business Services Section, for Badge Repair and Ribbon Replacement Services. The IFB seeks qualified contractors to provide comprehensive repair and replacement services for CHP breast badges on an as-needed basis. Services include rank ribbon replacement, "Honorably Retired" and "In Memoriam" ribbon placement, joint/catch/pin repair and replacement, Great Seal of California repair and replacement, badge reshaping, re-enameling, refinishing, and expedited/rush requests. The IFB is open to all eligible firms meeting qualification requirements. The questions deadline is October 30, 2025, at 9:00 A.M., with bids due November 10, 2025, at 3:00 P.M., and bid opening scheduled for November 10, 2025, at 3:15 P.M. No walk-through conference is scheduled. The proposed agreement start date is January 1, 2026, or upon Department of General Services approval, whichever is later, and runs through June 30, 2028. The agreement term may be extended at CHP's discretion based on satisfactory performance and funding availability.

Pricing is to be determined (TBD) for each service line item, with bidders required to submit cost-per-service rates for all nine service categories in clear, legible figures. The contract maximum is not to exceed $252,800.00, with payments made in arrears according to actual services rendered. The DVBE participation requirement has been waived for this solicitation; however, bidders opting to utilize DVBE participation are eligible to receive incentive benefits. Contractors must maintain current business licenses, provide proof of liability insurance with minimum coverage of $1,000,000 per occurrence, and meet security clearance requirements including fingerprint checks. All personnel assigned to the contract must pass driver license and criminal history background checks before facility access is authorized. Bidders must be prepared to supply a pre-production sample badge within fourteen calendar days of award notification for CHP approval. The contractor must complete and return requested badge work within eight weeks of receipt from CHP, with consistent failure to meet this timeframe potentially resulting in contract termination or completion by another contractor at the original contractor's expense.
