The contract requires a qualified contractor to collect contamination-controlled, high-volume tap water samples from nine state-owned California facilities, including 162 total field collections comprising 108 in-line filtration samples and blanks plus 54 grab samples and blanks. The contractor must prepare sampling equipment under controlled laboratory conditions, maintain complete chain-of-custody documentation, and transfer all materials to an OEHHA-designated analytical laboratory. Questions and clarifications must be submitted by May 20, 2026 at 10:00 a.m. PST, with bid submissions due May 29, 2026 at 3:00 p.m. PST via email. All work must be completed through a sampling plan (due August 31, 2026) and subsequent field sampling activities.

The total budget for this contract shall not exceed $49,999.00, with $2,000.00 reserved for unanticipated tasks. Bidders must submit pricing on a cost worksheet identifying unit rates for each sample and blank type collected. No mandatory Small Business or Disabled Veteran Business Enterprise participation goals are established, though bidders may voluntarily participate in these socio-economic preference programs if certified by the California Department of General Services. Minimum qualifications require three years of microplastics or comparable trace particulate laboratory analysis experience, two years of QA/QC contamination-control experience, two years performing work per written procedures and sampling plans, and two years maintaining sample documentation and chain-of-custody records. Bidders must be in good standing with the California Secretary of State and possess a valid California business license. Required bid attachments include certifications, minimum qualifications narratives, bidder references, cost worksheets, and evidence of clean workspace and recent air blank monitoring data from the bidder's microplastics laboratory facility.

A. Purpose and Description of Services

1. Microplastics (MPs) are an emerging contaminant of concern, and California has taken a national leadership role in advancing research, monitoring, and policy actions related to MPs in the environment. Although laboratory studies suggest potential biological effects associated with MP exposure, substantial scientific uncertainty remains regarding environmentally relevant exposures in drinking water. This project advances the mandate of Senate Bill 1147 (Portantino 2024) by establishing a pilot-scale sampling program that produces contamination-controlled MP sample materials and defensible field documentation for transfer to an OEHHA-designated laboratory, enabling reliable downstream characterization inputs for OEHHA’s human health assessment.

2. This contract will produce contamination-controlled, high-volume tap water samples, linked blanks, and complete chain-of-custody records for transfer to an OEHHA-designated laboratory, so OEHHA can generate defensible data for a microplastics (MP) health assessment in drinking water as required by California Senate Bill 1147 (Portantino 2024).

B. Bidder Minimum Qualifications (MQs) Requirements

The Bidder, their personnel, and/or subcontractors must have the experience and qualifications to perform the work as outlined in Attachment 13, Sample Agreement. The

Control (QA/QC) procedures to minimize, monitor, and document self-contamination during microplastics or trace particulate sample preparation and analysis, including use of blanks, clean handling procedures, contamination-control documentation, and corrective actions.

5. Procedural Implementation Capability

Must have at least two (2) years of experience performing laboratory or field activities in accordance with written standard operating procedures (SOPs) and/or quality assurance project plans or sampling plans. Bidder must demonstrate the ability to implement the microplastics-related procedures specified in the scope-of-work, including contamination-controlled equipment preparation, sample handling, blank handling, rinsate collection, field documentation, and chain-of-custody procedures.

SCOPE OF WORK

Project Title: High-Volume Tap Water Sample Collection for Microplastics

Project Goal

This contract will produce contamination-controlled, high-volume tap water samples, linked blanks, and complete chain-of-custody records for transfer to an OEHHA-designated laboratory, so OEHHA can generate defensible data for a microplastics (“MP”) health assessment in drinking water as required by Health and Safety Code section 116376.3, added by California Senate Bill 1147 (Portantino 2024).

Scope of Work

Statement of Significance:

MPs are an emerging contaminant of concern, and California has taken a national leadership role in advancing research, monitoring, and policy actions related to MPs in the environment.

Although laboratory studies suggest potential biological effects associated with MP exposure, substantial scientific uncertainty remains regarding environmentally relevant exposures in drinking water. This project advances the mandate of Senate Bill 1147 (Portantino 2024), which added Health and Safety Code section 116376.3, by establishing a pilot-scale sampling program that produces contamination-controlled MP sample materials and defensible field documentation for transfer to an OEHHA-designated laboratory, enabling reliable downstream characterization inputs for OEHHA’s human health assessment.

Contractor Responsibilities, Tasks, and Deliverables:

[Contractor Name], hereinafter referred to as “Contractor,” agrees to provide MPs field sampling services to the Office of Environmental Health Hazard Assessment (OEHHA), also hereinafter referred to as “State,” pursuant to the terms and conditions of the Agreement. The Contractor shall perform the following:

1. Conduct treated tap water MP sampling at nine (9) locations at state-owned facilities in California specified by OEHHA.
