About this file

This is an Invitation for Bid (IFB) No. 24-010 issued by the California Department of Cannabis Control (DCC), specifically for the Law Enforcement Division (LED), seeking to purchase fifty-four (54) Glock 19 (Gen 5 MOS 9mm Handguns), eighty-four (84) duty holsters, and forty-five (45) pistol mounted optics. The contract will also include a trade-in component for thirty-nine (39) Glock 19 G4 Non-MOS and twenty-three (23) Sig Sauers P320CA Pro handguns. The bid documents must be submitted via email by April 23, 2025 at 5:00 PM, with the contract period spanning from May 16, 2025 through June 30, 2026. The DCC's Law Enforcement Division will use these firearms for criminal investigations into unlicensed commercial cannabis activities, working with local, state, and federal partners.

The cost proposal requires bidders to provide unit pricing for each item, including a sales tax calculation and trade-in values for the existing handguns. The solicitation includes a 3% Disabled Veteran Business Enterprise (DVBE) participation goal, with potential bid incentives for meeting or exceeding this requirement. Bidders must submit multiple documents including a cost proposal, various certifications (such as drug-free workplace, conflict of interest), and comply with state requirements like recycled content certification and provisions related to small businesses. The procurement follows a "Best Value" methodology, meaning the award will go to the lowest responsive and responsible bidder, with considerations beyond just the lowest price.

5) Recycled Content Certification

The State of California is required to purchase recycled content products (RCPs) rather than non- recycled products whenever price, quality, and availability are comparable. Furthermore, each state agency is required to purchase RCPs in sufficient quantities to ensure that mandated RCP procurement goals are attained within eleven product categories. These eleven product categories and their respective minimum recycled content requirements are outlined in Attachment G. Therefore, if two bidders quote the same bid cost amount for services, the State will award the contract to the RCP certified contractor.

In order to help state agencies, identify all reportable purchases and all the reportable RCP purchases, suppliers are mandated by the Public Contract Codes to certify the minimum, if not the exact, recycled content, both secondary and postconsumer material, in the products, materials, goods, and supplies offered or sold to the State. The Public Contract Codes require every supplier to certify the minimum, if not the exact recycled content, both secondary and postconsumer material, in the products, materials, goods, and supplies offered or sold to the State. A Postconsumer-Content Certification Form (CalRecycle 74) is provided in Attachment G for this purpose. Contractors shall immediately complete the GenAI Reporting and Factsheet (STD 1000) to notify the State of any new or previously unreported GenAI technology.

At the direction of the State, Contractor shall discontinue the use of any new or previously undisclosed GenAI technology that materially impacts further functionality, risk or contract performance, until use of such GenAI technology has been approved by the State.
