The procurement seeks both untreated winter rock salt meeting ASTM D632-12 specifications with a minimum 95% sodium chloride content and treated salt composed of crushed rock salt mixed with liquid magnesium chloride and organic-based performance enhancers. The estimated annual volume totals approximately 43,230 tons of untreated rock salt and 41,050 tons of treated salt, with delivery required throughout the contract period from October 1, 2026, through September 30, 2027. The bid deadline is August 27, 2026, at 2:00 PM, with written questions due by August 17, 2026, at 4:00 PM. Destination basis. FRCOG reserves the right to make multiple awards up to two vendors per Participant, designated as Primary (approximately 70% of annual usage) and Secondary (approximately 30%), with the low bidder receiving primary status. All non-complying products are subject to price deductions based on moisture content above 5.3% or out-of-specification gradation using established formulas. Awarded contractors must maintain 1.4% of total sales volume as an administrative fee payable to FRCOG and submit quarterly reports within 21 days following each quarter end. Bidders must provide Materials Safety Data Sheets, proof of 150% supply availability, current insurance certificates naming FRCOG participants as additional insureds with specified liability limits, and municipal references demonstrating performance history within the past two years if not holding a contract with FRCOG within the previous three years.
