INTRODUCTION

GENERAL INFORMATION:

France Environmental, Inc. (FEI) was retained by Virginia Commonwealth University (VCU) to conduct a comprehensive sampling survey for suspect asbestos-containing building materials (ACBMs) at a Vacant Building, which is located at 417 in Richmond, Virginia. FEI’s scope of work included a survey of the interior and exterior of the structures, including roofs. FEI Asbestos Inspectors, Mr. Andrew H. Baird and Mr. Devin S. Clayton (Virginia Asbestos Inspector License Numbers 3303002589 and 3303005160) conducted the fieldwork on September 04, 2025.

AUTHORIZATION:

Authorization to perform this testing was given in the form of an executed purchase order Number P0296502, dated August 20, 2025 referencing FEI Proposal Number FEI-25103, dated April 30, 2025. Access to the buildings was provided by the Client with keys. Testing was conducted during normal business hours.

PURPOSE:

The purpose of the comprehensive survey was to provide general information for the subject area regarding the presence of accessible and/or exposed building materials that commonly contain asbestos materials prior to the proposed demolition activities.

WARRANTY:

The field and laboratory results reported herein are considered sufficient in detail and scope to determine the presence of accessible and/or exposed suspect asbestos-containing building materials in the subject area. FEI warrants that the findings contained herein have been prepared in general accordance with accepted professional practices at the time of its preparation, as applied by similar professionals in the community.

Changes in the state of the art or in applicable regulations cannot be anticipated and have not been addressed in this report.

The survey and analytical methods have been used to provide the Client with information regarding the presence of accessible and/or exposed suspect asbestos containing building materials existing in the subject area at the time of the inspection. Test results are valid only for the material tested.

There is a distinct possibility that conditions may exist which could not be identified within the scope of the study, or which were not apparent during the site visit. This inspection covered only those areas that were exposed and/or physically accessible to the inspector. The study is also limited to the information available from the Client at the time it was conducted.

No other warranties are implied or expressed.

FEI Project Number: FEI-25AS426 Page 2

SCOPE OF SERVICES

A visual inspection and sampling survey was conducted in general accordance with the Environmental Protection Agency’s (EPA) guidelines. FEI collected at least one (1) bulk sample, but not more than three (3) bulk samples from each homogenous material to determine the presence of suspect ACBMs, which were accessible and/or exposed at the Vacant Building located at 417 West Broad Street located in Richmond, Virginia.

Bulk samples obtained from the subject property were analyzed at a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory. The laboratory utilized Polarized Light Microscopy (PLM) with dispersion staining to analyze the samples. FEI instructed the laboratory to conduct first positive stop bulk sample analysis. The results of the analysis are summarized in the findings of this report and Appendix IV.

In addition to the sample results, the survey report will identify the Category and Condition of each homogenous area sampled to assist in the determination of regulated vs. non-regulated asbestos-containing material (ACM).

Regulated Asbestos-Containing Material (RACM) means:

(a) Friable asbestos material,

(b) Category I nonfriable ACM that has become friable,

(c) Category I nonfriable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or

(d) Category II nonfriable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated by this subpart.

Category I Nonfriable Asbestos-Containing Material (ACM) means:

• Asbestos-containing packings, gaskets, resilient floor covering, and asphalt roofing products containing more than 1 percent asbestos as determined using the methods specified in appendix E, subpart E, 40 CFR part 763, section 1, Polarized Light Microscopy.

Resilient Floor Covering means:

• Asbestos-containing floor tile, including asphalt and vinyl floor tile, and sheet vinyl floor covering containing more than 1 percent asbestos as determined using the methods specified in appendix E, subpart E, 40 CFR part 763, section 1, Polarized Light Microscopy.

Category II Nonfriable Asbestos-Containing Material (ACM) means:

• Any material, excluding Category I nonfriable ACM, containing more than 1 percent asbestos as determined using the methods specified in appendix E, subpart E, 40 CFR part 763, section 1, Polarized Light Microscopy that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.

FEI Project Number: FEI-25AS426 Page 3

In Poor Condition means:

• The binding of the material is losing its integrity as indicated by peeling, cracking, or crumbling of the material.

In Good Condition means:

• The material is intact, and the binding of the material is not losing its integrity.

Refer to the Sampled Material Data Summary Charts, which will indicate each building material sampled category, condition and the locations of the materials at the buildings.

FEI Project Number: FEI-25AS426 Page 4

METHODOLOGY

SURVEY METHODOLOGY:

Inspection Procedures

The comprehensive asbestos survey was performed by EPA-accredited and Virginia-licensed inspectors. An initial building walk-through was conducted to determine the presence of suspect materials that were accessible and/or exposed. Materials that were similar in general appearance were grouped into homogeneous sampling areas.

Sampling Procedures

Following the walk-through, the inspector collected samples of selected materials identified as suspect ACBM. Sampling was limited to those materials that were accessible and did not involve destruction of walls, other building elements, physical barriers, or the structural integrity of the item being tested.

Sampling was conducted in general accordance with the sampling requirements outlined in the EPA Asbestos Hazard Emergency Response Act (AHERA) regulation. Sample locations were chosen to be representative of the homogeneous sampling area. While an effort was made to collect samples randomly, samples were taken preferentially from previously damaged areas, or areas that were the least visible to minimize noticeable damage to the material.

LABORATORY METHODOLOGY:

Method of Analysis

Analysis was performed by using the bulk sample for visual observation and slide preparation(s) for microscopic examination and identification. The samples were mounted on slides and then analyzed for asbestos (chrysotile, amosite, crocidolite, anthophyllite, and actinolite/tremolite), fibrous non-asbestos constituents (mineral wool, paper, etc.) and non-fibrous constituents. Asbestos is identified by PLM for this method. The same method was used to identify the non-asbestos constituents.

The microscopist visually estimated relative amounts of each constituent by determining the volume of each constituent in proportion to the total volume of the sample, using a stereoscope.

FEI Project Number: FEI-25AS426 Page 5

FINDINGS

GENERAL SUMMARY:

Asbestos-Containing Building Materials (ACBMs) were not identified at the Vacant Commercial/Residential Building Site located at 417 W. Broad Street in Richmond, Virginia.

Materials are considered by the EPA and the Commonwealth of Virginia to be an ACM if at least one

(1) sample collected from a multi-sample group contains asbestos in an amount greater than one percent (>1%).

BUILDING DESCRIPTIONS:

The Vacant Building is a two-story structure that appears to have most recently been used for residential apartments on both the first and second floors.

INSPECTION RESULTS:

Structural

No asbestos-containing fireproofing materials or other suspected structural components were observed.

Mechanical

FEI sampled gray duct mastic on metal ducts which was determined not to contain asbestos. No other building materials associated with the mechanical and plumbing systems were observed.

Finishes

Samples were collected from materials suspected of containing asbestos, which included the following: wall drywall with joint compound; lay-in ceiling tile; ceiling drywall with joint compound;

vinyl cove base with mastic; resilient sheet flooring; and vinyl floor tile with mastic. Asbestos was not detected in any of the samples collected and analyzed.

Roof

Roofing materials suspected of containing asbestos were not observed. Therefore, no samples were collected from the roof of this structure.

The Sampled Material Data Summary Charts indicate each material sampled and the locations of the materials at the subject property. The Bulk Sample Summary Sheets indicate sample locations and results of these samples. A photograph of the building is included in Appendix I, Sample Location Drawings are included in Appendix III and a copy of the Laboratory Analysis Report is included in Appendix IV.

VCU –419 West Broad Street – Asbestos Inspection 11/06/2025 conduct a comprehensive sampling survey for suspect asbestos-containing building materials (ACBMs) at a Vacant Building, which is located at 419 in Richmond, Virginia.

The study is also limited to not more than three (3) bulk samples from each homogenous material to determine the presence of suspect ACBMs, which were accessible and/or exposed at the Vacant Building located at 419 West Broad Street in Richmond, Virginia.

In addition to the sample results, the survey report will identify the Category and Condition of each homogenous area sampled to assist in the determination of regulated vs. non-regulated asbestos-

(c) Category I nonfriable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or

(d) Category II nonfriable ACM that has a high probability of becoming or has become

• The binding of the material is losing its integrity as indicated by peeling, cracking, or crumbling

• The material is in intact and the binding of the material is not losing its integrity.

The following asbestos-containing building materials (ACBMs) were identified at the Vacant Commercial/Residential Buildings Site located at 419 W. Broad Street in Richmond, Virginia.

• Exterior Black Hockey Puck Mastic were determined to have asbestos containing materials

A material is considered by the EPA and the Commonwealth of Virginia to be an ACM if at least one

(1) sample collected from a multi-sample group contains asbestos in an amount greater than one percent (>1%).

The EPA National Emission Standards for Hazardous Air Pollutants (NESHAP) regulation for asbestos requires that each owner or operator of a demolition or renovation activity involving Regulated Asbestos Containing Material (RACM) remove all such material from a facility being demolished or renovated before any activity begins that would break up, dislodge, or similarly disturb the material or preclude access to the material for subsequent removal.

ACM need not be removed before demolition if it:

(i) Is a Category I non-friable ACM that is not friable.

(ii) Is on a facility component that is encased in concrete or other similarly hard material and is adequately wet whenever exposed during demolition.

(iii) Was not accessible for testing and therefore was not discovered until after demolition began and, as a result of the demolition, cannot be safely removed. If not removed for safety reasons, the exposed RACM and any asbestos-contaminated debris must be treated as asbestos-containing waste material and kept adequately wet at all times until disposed of at a landfill.

(iv) Is a Category II non-friable ACM and the probability is low that the material will become crumbled, pulverized, or reduced to powder during demolition.

BUILDING DESCRIPTIONS:

The Vacant Commercial/Residential Building once was constructed with a two-story building:

• 419 West Broad Street is missing entire 2nd Floor and Roof Level and is constructed with a basement. No suspect materials found in Basement Level.

INSPECTION RESULTS:

Structural

No asbestos-containing fireproofing materials or other suspected structural components were observed.

Mechanical

No suspect building materials associated with the mechanical and plumbing systems were observed.

Finishes –

Samples were collected from materials suspected of containing asbestos, which included the following: wall plaster; wall drywall with joint compound; vinyl cove base with mastic; vinyl floor tile;

lay-in ceiling tile; exterior window glazing; and exterior hockey puck mastic. Asbestos was detected in the samples collected from the following finishes:

• Black Exterior Hockey Puck Mastic – Front of Building and Debris Pile Located on 1st Floor

The OSHA Asbestos in Construction Standard (29 CFR 1926.1101) regulates the disturbance of ACMs during construction activities including renovation or demolition. The removal of hockey puck mastic would be considered Class II asbestos work under the OSHA standard.

The Virginia Department of Labor and Industry (DOLI) requires a twenty-day advance written notification prior to conducting asbestos abatement involving 10 square feet or more, or 10 linear feet or more of ACM. Asphaltic roofing, resilient flooring, and siding are exempt from the notification requirement as long as the materials remain non-friable during removal.
