About this file
This is a Price Sheet for an Invitation for Bids (IFB 1500 MHR1016) issued by the City of Austin, Texas, for Recycling Processing Services for Non-Curbside Collections. The City of Austin's Austin Resource Recovery Department seeks a qualified contractor to operate a Single-Stream Materials Recovery Facility (SSMRF) that will sort, process, store, market, and sell single-stream recyclable materials. The scope includes pickup services from the Recycle and Reuse Drop-Off Center (RRDOC) and receipt of materials from City facilities, encompassing twelve commodity types including old newsprint (estimated 45 annual tons), old corrugated containers (562 tons), mixed paper (151 tons), PETE plastics (11 tons), HDPE Natural and Color (11 tons combined), Plastic 3-7 (29 tons), aluminum cans (45 tons), tin cans (31 tons), glass (56 tons), scrap metals (4 tons), and residual material (59 tons). The contract term is 36 months with two optional 12-month extension periods. Bids are due Thursday, April 23, 2026, at 2:00 p.m. CST, with questions due by Wednesday, April 1, 2026, at 5:00 p.m. CST.
Pricing is structured using an escalator pricing model with bidders required to submit a Percent of Market Price (based on SecondaryMaterialsPricing.com Houston region pricing), a fixed Processing Fee Per Ton for each commodity, and optional Floor and Ceiling Prices per ton. The estimated revenue to the City is calculated using the formula: [(Annual Tons × Example Price Per Ton) × Percent of Market Price Offered] - (Annual Tons × Processing Fee Per Ton). The Price Sheet includes three additional categories: Container Rentals for 38 and 43 cubic yard roll-off compactor receivers (30 hauls per year each), Additional Services for one-time and multiple pickup locations, and Experience Information requiring confirmation of three consecutive years of experience in transporting, storing, processing, and recycling materials, along with TCEQ identification numbers and facility permits. All pricing must be all-inclusive with no separate charges for administrative costs, overhead, per diem, shipping, transportation, travel time, fuel surcharges, mileage, or stop fees. The City reserves the right to award a single contract or multiple awards based on individual categories, line items, cost, or any combination deemed most advantageous.
