About this file
This is Addendum Number 2 to Invitation for Bids 04-4101-27 issued by the City of Williamsburg, Virginia Public Works & Utilities Department for the African American Heritage Trail Nassau Street Sidewalk project funded through HUD Grant B-23-CP-VA-1478. The project consists of installation of a brick sidewalk, concrete stairs, CG-12 handicap ramps, and miscellaneous work along public rights of way on Nassau Street within the City of Williamsburg. The addendum revises the contract completion timeline and extends the bid opening date to August 11, 2026, from the originally scheduled July 27, 2026. Bid documents are available for download from the City of Williamsburg website at http://www.williamsburgva.gov, with printed versions also available at City offices. No pre-bid conference is included with this IFB.
The addendum modifies the contract time limit from 60 calendar days to 120 calendar days from Notice to Proceed, addressing bidder concerns regarding insufficient time to complete the specialized work required for this project. The time extension revisions were implemented in response to questions raised by prospective bidders regarding the complexity of the work and the need for adequate completion schedules. All other terms and conditions of the original IFB remain unchanged. The addendum clarifies that bid documents are publicly available and confirms that no pre-bid meeting will be conducted for this solicitation.

CLARIFICATIONS
1. Bid documents are available for download from Purchasing on the City of Williamsburg website at http://www.williamsburgva.gov. Printed versions are also available at the City offices under the terms mentioned in the advertisement.
2. A pre-bid conference is not included with this IFB.
3. Clarifications are intended to address questions and comments submitted by perspective bidders and those discussed at the pre-bid meeting. Questions and answers are as follows:
1. I just noticed that the bid date is July 27th. Is that correct? That only allows seven business days to turn around three proposals - site visits, sub/supplier solicitations and receipt, estimate preparation and review, bid package prep and review.
The bid opening date for IFB 02-4101-27, IFB 03-4101-27, and IFB 04-4101-27 has been revised from July 27, 2026 to August 11, 2026.
2. Due to the complexity and specialties involved in these bids, we do not feel that there is sufficient time to get the pricing needed in the short bid time of July 27. Would the City consider additional time to prepare the bids?
The bid opening date for IFB 02-4101-27, IFB 03-4101-27, and IFB 04-4101-27 are revised from July 27, 2026 to August 11, 2026.
3. Due to the complexity and specialties required in the work for these projects, we do not feel that 60 days is sufficient to complete these projects. Would the City consider adding more time for the completion of these projects?
The contract time for IFB 02-4101-27, IFB 03-4101-27, and IFB 04-4101-27 are revised.
IFB 02-4101-27 is changed to ‘Tree removal, clearing & grubbing, survey stakeout, earthwork, erosion and sediment control, concrete steps with handrails, brick pavers at both existing sidewalk connections, guardrail, aggregate base and asphalt pavement shall be completed in 60 calendar days. All other work to be completed 90 calendar days after the initial 60 calendar days’; IFB 03-4101-27 is changed from 60 calendar days to
150 calendar days; IFB 04-4101-27 is changed from 60 calendar days to 120 calendar days.
