1.1 PROJECT DESCRIPTION
The Request for Proposal (RFP) provides parameters for a design-build project for renovation of a fire station facility in Skuodas, Lithuania; Latitude
56°16'21.6"N, Longitude 21°31'44.7"E (Refer to the attached Location Map.)
The fire station was originally built in the 1960s. It is single-story solid masonry/concrete structure with unused attic. The building features original piping and utilities. The building was renovated in 1994. During the renovation, the brick façade was extended upward to create a multi-gabled style roof system.
The new roof framing sits on top of the original low slope roof. The roofing material is asbestos tiles on a wood lathe frame. The exterior walls do not have insulation. The garage does not have a mechanical ventilation system. The 1994 renovation raised the floor in the garage area, reducing the floor-to-ceiling clear space.
The project includes the following general items of work, detailed requirements are contained elsewhere in this Statement of Work:
a. Replace roof, roof gutters and downspouts and insulate attic
b. Full renovation of bathrooms, admin, living, and dining areas
c. Full renovation of heating, water, and sewage systems
d. Full renovation of electrical and telecommunications distribution system.
e. Provide new mechanical ventilation system
f. Provide new vehicle exhaust system
g. Renovate and lower garage floor and remove/fill-in existing revision pit
h. Provide new exterior thermal insulation. Replace exterior windowsills

b. The addition/removal of doors through load bearing walls and necessary structural supports (i.e. lintels) according to attachment 2.
c. The removal/filling-in of the revision pit and removal of the top layer of concrete in garage to provide a level floor that withstands the load of the fire trucks.
d. The Contractor must inspect, survey, evaluate, and design the existing facility for the planned renovation/conversion usage. The Contractor is responsible for conducting and documenting all existing material investigations and testing as required for a code complaint design.
e. The Contractor must perform structural investigation, non-destructive and destructive tests, material/ core sampling, as deemed necessary to obtain relevant structural information that cannot be verified from the available documentation. Destructive testing must be approved by the KO prior to commencement of this work. Destructive testing must not cause failure, local or global instability of the existing structural system.
f. The Contractor is responsible to verify, test, and evaluate the structural capacity of the existing materials of the relevant structural elements to accommodate the new loads and planned renovation/conversion work. Where the existing structural is damaged, deteriorated, or lacks sufficient structural strength to resist new loads, the Contractor must; identify, repair, and strengthen or replace these elements of the existing structural system.
g. Other elements must include but are not limited to foundations, superstructure (i.e. walls, columns and beams), roof framing, lateral load stability and diaphragm design, framing and connection of any architectural features, and support of mechanical and electrical equipment.
The Contractor must have as part of his design team a licensed structural engineer per Host Nations standards. If work is being performed in a country that does not have licensed structural engineers, then engineering degrees along with extensive structural design experience can be submitted to the KO for qualification verification and approval.
