1. DESCRIPTION OF SERVICES

1.0 Introduction

Work is to be accomplished for the Department of the Air Force, US Air Force Deputy Chief of Staff, Logistics, Engineering, and Force Protection, Directorate of Civil Engineers (AF/A4C), and the office of the Assistant Secretary of the Air Force, Energy, Installations, and Environment (SAF/IE), Pentagon, Washington DC.

1.0.1 Background

The mission of the Department of the Air Force (DAF) is to fly, fight, and win in air, space, and cyberspace domains. The AF/A4C aims to effectively optimize resource allocation and Civil Engineering (CE) programs while modernizing and recapitalizing installation infrastructure, protecting installation from mission degradation, and executing sustainment programs. AF/A4C and its strategic partners have transformed how wing and combatant commanders are supported by implementing change across the CE enterprise, employing new business processes, developing strategic governance, and integrating new IT systems to further AF/A4C mission objectives. Deliverables will help SAF/IE enhance Department of Air Force operations and readiness as well as improve military capabilities by reducing costs and lowering operational and strategic risk through better environmental and energy accounting, planning, management, and innovation. This aligns with Air Force sustainability, environmental, water, installation and operational energy, strategic basing, installation planning, climate impact mitigation, and encroachment policies and is on consonance with Executive Orders and Congressional direction.

1.0.2 Scope/Objective

The Air Force require a technically proficient Contractor with the inherent manpower and capabilities to support Air Force programs in the development, implementation, and provision of strategy, policy guidance, oversight, strategic planning, Career Field Management (CFM), strategic communications, and human capital management programs to meet the mission objectives across the enterprise.

This support contract shall provide advisory and assistance services, Contractor support, and analytical and planning capabilities in accordance with Federal Acquisition Regulation (FAR) Part 37.2 in the areas of management and professional support services and studies, analysis, and evaluations.

The scope of this support shall include strategic partnerships with the AF Installation and Mission Support Center (AFIMSC), AF Civil Engineer Center (AFCEC), AF Institute of Technology (AFIT), AF Major Commands (MAJCOMS), the United States Space Force (USSF), and the Office of Civil Engineers (A4C) installations and associated training sites as well as the Office of the Secretary of Defense (OSD) and other Department of Defense (DoD) agencies.

The Contractor shall provide Enterprise Manpower and Budget Support, data gathering and analysis, Work Flow Management, Career Field Management, Awards Program Management, Office Administration, and Operations and Maintenance Modeling Support.

1.0.3 Description of Services

The Contractor shall provide Energy, Environmental, Real Property, Strategic Planning, Programming, Congressional Liaison, Housing, Readiness and Emergency Services, Explosive Ordnance Disposal (EOD), Military Construction (MILCON), Operations Management, Facilities Sustainment, Restoration, & Modernization (FSRM), Asset Management, Climate Integration Strategy, Cyber/Operational Technology, Information Technology (IT), Human Capital Management, Energy Assurance, and encroachment management program support.

Execution of all tasks in this PWS is in direct support of the mission objectives and programs and under direct oversight/management of the program managers.

1.4 Military Construction (MILCON) Programming Policy and Analysis (Core and Surge

- A4C and SAF/IEE):

1.4.1 Task

The Contractor shall coordinate, consolidate, develop, and maintain MILCON governance and programmatic documents (e.g., DAFIs, Unified Facilities Criteria (UFC), policies, procedures, etc.); action plan(s) recommendations; task and inquiry responses; and issue resolution action plan(s) under AF/A4C and SAF/IEE program management and oversight.

Provide detailed updates to leadership and stakeholders by participating in meetings/forums and coordinating, consolidating, developing, and delivering/presenting associated meeting materials (e.g., slides, after action reports, minutes).

Coordinate and collaborate with Government personnel in the development, implementation and execution of MILCON projects and programmatic criteria (e.g. design guides and policy standards that are used for developing and maintaining unified facilities design and construction) in accordance with the applicable DoD policy, base design and National Fire Protection standards, budget and Program Objective Memorandum (POM) submittals to include drafting, coordinating, validating, reviewing, analyzing and submitting completed packages for action and /the implementation of business redirection change management actions to enhance business management and planning processes and programs.

Perform MILCON program analysis and generate trend, compliance and requirements presentation materials, and reports, support the planning and development of MILCON programs and collaborate across the DAF and with other DoD agencies to support DAF program efforts and mission requirements. These include, but are not limited to, programs involving appropriated funds, non- appropriated funds, Defense Logistics Agency administered programs, the defense access roads program, various energy-related programs, and construction supporting overseas contingency operations.

Develop, coordinate, staff and track Congressional notification packages related to MILCON program execution (e.g., reprogramming packages and notifications required by 10 USC 2807 and 2853) while closely collaborating across the Air Staff and MAJCOMS to define requirements and develop integrated and feasible execution strategies under AF/A4C and SAF/IEE program management oversight.

Develop, coordinate, staff and track MILCON project authorization requests (e.g.,10 United States Code (USC) 2803, 2805, 2808, 2854) while closely collaborating across the Air Staff, AFCEC, AFIMSC, and MAJCOMs to define requirements and develop integrated and feasible execution strategies under AF/A4C and SAF/IEE program management oversight.

Prepare, review, analyze and coordinate MILCON to include DD Form 1391 packages (e.g., front page of DD Form 1391, Detailed Deficiency Documents, environmental documentation, site plan, detailed cost estimates) to ensure the projects meet OSD and Congressional levels of detail.

1.4.2 Personnel

1.4.2.1 Minimum Qualifications

Senior: Bachelors degree in Engineering or Architecture from an accredited university and a minimum of ten (10) years’ experience as an analyst or program manager in an Air Force Staff function (HAF, MAJCOM, AFCEC, AFIMSC) or DoD strategic program office and with the technical ability to perform duties related to facilities engineering and planning and programming for large programs.

Junior: Bachelor’s Degree. Familiar with facility and infrastructure requirements and processes.

Able to grasp and competently apply policy for project requirements definition, programming, and execution. Experience in analyzing the effects of meeting Government requirements with the technical ability to analyze processes through modeling and simulation tools and to employ process improvement reengineering methodologies and principles.

1.6.1 Task

This additional requirement provides the ability to rapidly scale services and capabilities to respond to emerging MILCON policy analysis requirements relating to but not limited to cyber mitigation, natural disaster response inquiries, increasing information technology requirements and infrastructure investment strategy imperatives which require a robust capability.

Track and maintain status of enterprise-wide MILCON program execution as well as status of individual projects relating to but not limited to infrastructure investment strategy imperatives.

Perform trend analysis on program funding, identify areas of concern, and design recommendations for improvement. Support the planning and development of MILCON programs and collaborate across the AF and with other DoD agencies to support AF program efforts and mission requirements.

Provide detailed analysis and recommendations for incorporating higher level and outside agency compliance requirements as well as subordinate real-world applications, into effective MILCON programming policy.

1.6.2 Personnel

1.6.2.1 Minimum Qualification

Bachelor’s degree and knowledge of AF CE programs with AF and/or DoD technical writing.

Familiar with facility and infrastructure requirements and processes. Able to grasp and competently apply policy for project requirements definition, programming, and execution.

1.7.1 Task

The Contractor shall coordinate, consolidate, develop, and maintain Facilities program governance and programmatic documents (e.g., DAFIs and policy guidance); action plan(s) recommendations; task and inquiry responses; and issue resolution action plan(s) under AF/A4C and SAF/IE program management oversight.

Provide detailed updates to leadership and stakeholders by participating in meetings/forums and coordinating, consolidating, developing, and delivering/presenting associated meeting materials (e.g., slides, after action reports, minutes).

Analyze project data and provide reports to satisfy DAF, DOD, and congressional requirements to include, but not limited to, reports satisfying the requirements of Title 10 US Code §2851.

Plan, schedule, and facilitate MILCON and Facilities Sustainment, Restoration and

Modernization (FSRM) meetings and summits to include business process mapping as required.

Develop, document and coordinate Plans of Action and Milestones (POA&M) for any effort needed to address MILCON and FSRM requirements across the Total Force AF installations.

Coordinate with various POCs from other organizations and agencies to request and track updates to POA&Ms and milestones.

Record and draft meeting minutes for MILCON and FSRM related meetings, summits, and conferences and track action items to completion.

Coordinate and collaborate with various AF/A4C, SAF/IE, and stakeholder action officers to develop, update, consolidate, and distribute slides for the MILCON and FSRM updates and briefings.

Employs process improvement and reengineering methodologies and principles to conducting process modernization projects.

1.7.2 Personnel

Bachelor's degree in Engineering, Architecture, or facility-related field and a minimum of 6 years’ experience in program management with the technical ability to analyze processes through modeling and simulation tools and to employ process improvement reengineering methodologies and principles support.

1.9 Facility Sustainment, Restoration, and Modernization (FSRM) Policy Analysis Support Services (Core and Surge – A4C):

1.9.1 Task

The Contractor shall coordinate, consolidate, develop, and maintain O&M governance and programmatic documents (e.g., DAFIs, policies, UFC, procedures, trip reports) ensuring current compliance and statutory language is integrated; action plan(s) recommendations; task and inquiry responses; and issue resolution plan(s) under AF/A4C program management oversight.

Provide detailed updates to leadership, OSD, and stakeholders by participating in meetings/ forums and coordinating, consolidating, developing, and delivering/presenting associated meeting materials (e.g., slides, after action reports, minutes).

Provide analysis and recommendations for incorporating higher level and outside agency compliance requirements, as well as subordinate real-world applications, into effective FSRM programming policy.

Review, analyze, develop, coordinate, staff, and track project approval request packages, to include analysis of reasonable project requirements, execution method and alternatives, and cost estimates. Packages will include programming documents (e.g., DD 1391s), cost estimates, line drawings, installation/location maps, Certificate of Compliance for Critical Planning Actions, facility board minutes, etc.

Under AF/A4C program management oversight develop, draft, coordinate, staff and track Congressional notification packages related to funds available for operation and maintenance (e.g., approval packages and notifications required by 10 USC 2805 and 2811, as well as the NDAA such as Contingency Construction Authority and Overseas Contingency Operations) while closely collaborating across Headquarters Air Force.

Track and maintain status of enterprise wide FSRM program execution as well as status of individual projects. Perform trend analysis on the program (to include non-centrally funded projects), identify areas of concern, develop recommendations for improvement, and provide reporting to DAF, OSD, and congressional leadership. Understand, analyze, and report peculiarities of high-visibility and complex projects. Generate compliance and requirements presentation materials and reports, support the planning and development of FSRM programs, and collaborate across the DAF and with other DoD agencies to support AF program efforts and mission requirements.

Provide support and analysis in developing and executing training related to FSRM programming policy.

Understand, recommend, and carryout modeling and analysis opportunities as they may apply to FSRM policy, planning, programming, and execution.

Develop, coordinate, staff and track Congressional notification packages ensuring compliance with FSRM and Overseas Contingency Operations statutory approval and notification thresholds and that projects are executed before contractual expiration.

1.9.2 Personnel

1.9.2.1 Minimum Qualifications

Journeyman: Bachelor’s degree. A minimum of seven (7) years of experience in facility and infrastructure requirements, processes, program management and analysis. Preferred experience in Air Force or DoD staff function (HAF, MAJCOM, AFCEC, AFIMSC) with the technical ability to perform duties related to facilities engineering and planning and programming. Able to grasp and competently apply policy for project requirements definition, programming, and execution. Experience in analyzing the effects of meeting Government requirements with the technical ability to analyze processes through modeling and simulation tools and to employ process improvement reengineering methodologies and principles.

Junior: Bachelor’s degree. A minimum of three (3) years of experience in facility and infrastructure requirements and processes. Able to grasp and competently apply policy for project requirements definition, programming, and execution. Experience in analyzing the effects of meeting Government requirements with the technical ability to analyze processes through modeling and simulation tools and to employ process improvement reengineering methodologies and principles.

1.10 Infrastructure System Modeling and Policy Analysis Support Services (Surge -

SAF/IEE)

1.10.1 Task

The Contractor shall coordinate, consolidate, develop, and maintain O&M governance programmatic documents (e.g. AFIs, policies, Unified Facilities Criteria (UFC), procedures, trip reports) addressing systems modeling and performance (e.g., Crown Jewel, Grid Performance, North American Electric Reliability Corporation standards, etc.) ensuring current compliance and statutory language is integrated; action plan(s) recommendations; task and inquiry responses;

and issue resolution plan(s) under SAF/IEE program management oversight.

Provide detailed updates to leadership, OSD, HAF, SAF/IEE, and stakeholders by participating in meetings and or forums and coordinating, consolidating, developing and delivering and or presenting associated meeting materials (e.g., slides, after action reports, minutes).

Provide analysis and recommendations for incorporating higher level and outside agency compliance requirements, as well as subordinate real-world applications, into effective Energy Assurance programming policy.

Review, analyze, develop, coordinate, staff, and track “project modeling request” packages, to include analysis of reasonable project requirements, execution method and alternatives, and cost estimates. Packages will include mission data (e.g., Crown Jewel, Mission Assurance asset priorities, etc.) and enabling infrastructure performance, vulnerabilities, and limitations.

Under SAF/IEE program management oversight, development, draft, coordinate, staff and track AF mission assurance assessment packages related to system operation and maintenance while closely collaborating across HAF.

Understand, recommend, and carryout modeling and analysis opportunities as they may apply to enabling systems policy, planning, programming, and execution.

1.11 Civil Engineer Operations Policy and Analysis (Core – A4C)

1.11.1 Task

Operations’ for this paragraph includes the following Air Force Civil Engineer program areas:

electrical and power production; heating, ventilation, air conditioning, and refrigeration;

carpentry, masonry, steel-working, welding, and signage; pavements, heavy equipment, and grounds maintenance; entomology and pest management; water, fuels and sewage maintenance and management; work order planning, programming, and prioritization; asset management;

supply and material control; and service contract acquisition and management.

The Contractor shall coordinate, consolidate, develop, and maintain CE Operations governance and programmatic documents (e.g., AFIs, Unified Facilities Criteria (UFC), policies, procedures, etc.); action plan(s) recommendations; task and inquiry responses; and issue resolution action plan(s) under AF/A4C program management oversight.

Track and analyze compliance trends in Management Internal Control Toolset (MICT) communicator/checklists related to Operations AFIs.

Provide detailed updates to leadership and stakeholders by participating in meetings/forums and coordinating, consolidating, developing and delivering/presenting associated meeting materials (e.g., slides, after action reports, minutes).

Coordinate and collaborate with Government personnel in the development, implementation and execution of Operations strategy, policy, guidance and programmatic criteria.

Perform Operations program analysis and generate trend, compliance and requirements presentation materials, and reports, support the planning and development of Operations programs and collaborate across the AF and with other DoD agencies to support AF program efforts and mission requirements. These include, but are not limited to, programs involving appropriated funds, non-appropriated funds, Defense Logistics Agency administered programs, various energy-related programs, and Operations policy supporting overseas contingency operations.

1.12.1 Task

The Contractor shall coordinate, consolidate, develop, and maintain Statutory and Legislative Analysis governance and programmatic documents (e.g., DAFIs, policies, procedures, budget cycle milestones, Congressional Items of Interest (IoI)); action plan(s) recommendations; task and inquiry responses; and issue resolution action plan(s) under AF/A4C and SAF/IEE program management oversight.

Provide detailed updates to Department of the Air Force senior leaders and stakeholders by participating in meetings/forums and coordinating, consolidating, developing, and delivering/presenting associated meeting materials (e.g., slides, after action reports, minutes).

Provision of detailed updates requires knowledge of current Congressional news (e.g., Legislative Digest, Congressional Quarterly Today and other media productions/outlets) and programs impacting DAF CE.

Manage all aspects (e.g., reviewing, filtering, assigning, integrating/consolidating, coordinating, tracking, packaging, etc.) of AF/A4C and SAF/IEE Congressional task response to include collaborating with external offices and strategic partners and maintain records.

Review legislative documents (e.g., Congressional Committee markups, NDAA, and Military Construction (MILCON) bills) for programmatic changes, identifying resolution actions and/or program impacts and inform AF/A4C, SAF/IEE and the Deputy Chief of Staff for Logistics, Engineering and Force Protection (AF/A4).

1.13 Congressional Affairs and Legislative Analysis Support Services (Core and Surge –

SAF/IE)

1.13.1 Task

In support of/under the direction of the SAF/IE director of congressional and public affairs, the contractor shall coordinate and conduct the full range of congressional affairs/communication activities in accordance with procedures and policies set forth by the Department of the Air Force. Establish and maintain effective relationship with the Secretary of the Air Force Legislative and Appropriation Liaison offices and HAF/A4C to coordinate requests for information and engagements from Congress. Provide direct sound/timely advice/guidance to the Assistant Secretary of the Air Force (Energy, Installations, and Environment), the Principal Deputy Assistant Secretary, the three Deputy Assistant Secretaries (DAS) for Installations, Environment, and Energy other Headquarters Air Force/Space Force leaders, and advisory/strategy groups, on a broad portfolio of issues. Play a lead role in offering guidance on installations issues; strategic basing of weapon systems; encroachment; military construction;

housing and housing privatization, design, construction and maintenance and repair of facilities and infrastructure, the acquisition and disposal of real property/real estate, operations of utility systems, environmental cleanup, compliance, and pollution prevention, operational and facility energy, and Base Realignment and Closure.

Develop, integrate and execute specific strategies, plans, programs in support of congressional activity/engagement such as: hearing preparation including execution of skull sessions and development of written and oral testimony, interaction with congressional staffers including development/execution of congressional staffer day briefs, responses to congressional/public inquiries, portfolio informational briefings, issue papers, budget/program fact papers, transcripts, congressional inserts and questions for the record, congressional hearing skull slides, and other documents prepared or reviewed: in direct support of the Assistant Secretary, the Principal Deputy Assistant Secretary, and the three (3) DASs.

Assist the SAF/IE director of congressional and public affairs with managing congressional and communication related information through the entire life cycle, to include: assess portfolio equities, determine OPRship, set congressional task priorities, delegate work, and provide quality control oversight and consistency of message. Monitor legislation: news media-reports and public sentiment to assess their effects. Assists with writing and editing congressional testimony, speeches, office procedures; publications, manuscripts, executive, technical/non-technical correspondence reports arid briefings for various audiences.

Receive, assign for action, and lead the development of responses to inquiries and requests for information from members of congress, congressional committees, and professional congressional staff members. Provide support in developing portfolio messaging, ensuring consistency of message to all constituency inquiries. Assist in preparing senior Department of the Air Force leaders for congressional testimonies and hearings involving installations, environment, and energy, to include the Secretary and Chief of Staff of the Air Force, Chief of Staff of the Space Force, Assistant Secretary (Installations, Environment and Energy), Principal Deputy Assistant Secretary and the three DASs.

Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of DAF and DoD organizations is required.

Background in operating DAF Task Management Tool (TMT) desirable, but not required.

Ability to directly advise and support tier 2, tier 3, and tier 4 level SES leaders in SAF/IE required.

Journeymen positions with a minimum of a bachelor’s degree and a minimum of five (5) years of experience and an understanding of Congress and DoD legislative processes.

1.14 Strategic Communications Support (Core and Surge – A4C)

1.14.1 Task

The Contractor shall maintain a robust Strategic Communications capability that supports leadership in seminars, speeches, briefings, social media, video production and most messaging.

Coordinate, develop, maintain, and execute an HAF-level Strategic Communications Plan.

Produce weekly CE Weekly e-publications. This includes a comprehensive virtual newsletter every week and additive special editions as required. In addition, the Contractor shall coordinate and collaborate with AF/A4C POCs, to develop, execute and deliver virtual messages in a variety of electronic formats to the CE enterprise and end customers.

Develop and execute communications strategies and plans to effectively communicate CE campaign and program events with HAF-level program management oversight. Participate in “idea sessions,” meetings, forums, etc. with the Government to formulate virtual event planning and execution.

Develop scripts, speeches, articles, and digital correspondence to enable AF/A4C leadership to communicate strategic messages and the DAF’s agenda across the enterprise.

Provide a robust, professional quality, video and virtual engagement/event production and delivery/broadcast capability to include: program development, filming (multi camera, multi-angle), coordination of all aspects associated with filming and production, story board development, professional production of deliverables, and other actions required to produce and display virtual engagements/events worldwide using both Contractor supplied and Government production studios. Virtual engagements/events typically range in length from 1-minute vignettes to “Reels” to “Stories” and other social media platforms as the science of social media continues to offer new ways to communicate to the target demographic.

In any case, when the primary Government studios are not available for use, the Contractor shall provide studio capabilities (facility and all equipment).

Professional quality shall include, at a minimum but not limited to, high definition, fully choreographed (set, lighting, sound, etc.), scored, B-roll punctuated, multi-camera, multi-angle, and include on-location Contractor provided production capabilities.

Production involves a wide range of activities including identification of speakers, speaker prep, speaker escort, studio coordination, set design etc. as well as a broad array of post event analysis and reporting.

Provide professional graphic design, a working capability to quickly post to Government social media (< 2 business days) programs/accounts, virtual event marketing and marketing products e.g., strategic communications messages, event invitations and advertisement messages, etc.

These capabilities shall be seamlessly integrated into video and virtual engagement/events.

Coordinate and collaborate with the Career Field Management (CFM) Team, and AF Public Affairs to establish and execute a strategic communications architecture defining CE Enterprise level Force Development training and strategic messaging plans.

Coordinate, consolidate, develop, and maintain Commander in Chief (CINC) award governance and programmatic documents (e.g., operating instructions, “how to” guides, etc.) under AF/A4C program management oversight.

Provide detailed updates to leadership and stakeholders by participating in meetings/forums and coordinating, consolidating, developing, and delivering/presenting associated meetings materials (e.g., slides, after action reports, minutes).

Provide “cradle to grave” management, support, and execution actions for all elements of the CINC Installation Excellence awards program in accordance with AF/A4 and AF/A4C requirements to include but not limited to, developing/validating awards criteria, developing and executing communications plans, coordinating with AF/A4C leadership, and traveling to support program requirements.

Coordinate with stakeholders, reviewing submissions and staff packages for Government leadership to be able to determine winners and runners up. Coordinate, schedule and execute travel and meetings for all AF/A4C parties in support of this program.

Coordinate, consolidate, develop, and maintain CE Functional Awards governance and programmatic documents (e.g., Blue Sheets, Business Rules, “how to” guides etc.) under AF/A4C program management oversight. Manage SharePoint site for CE Functional Awards Program.

The Contractor shall actively post Engineering messaging on Facebook, Twitter, Instagram, LinkedIn, and other platforms as appropriate. At least 5 posts per work week on each of affected platforms (excluding holidays).

1.14.2 Personnel

1.14.2.1 Minimum Qualifications

Bachelor’s degree and a minimum of five years’ experience with extensive knowledge of CE mission areas and Legislative engagement requirements and the ability to effectively lead teams of multifaceted personnel. Also, be familiar with, and be able to execute, DISA and GCDS worldwide satellite broadcasts of studio productions and possess technical competence in broadcast mediums and both broadcast and broadcaster capability and experience.

1.15 Strategic Communications & Events Support for Surge Requirements (Surge - A4C)

1.15.1 Task

This additional requirement provides the ability to rapidly scale services and capabilities to respond to emerging strategic communications requirements associated with developing civil engineers to meet critical cybersecurity mitigation training and operational requirements as well as emerging readiness and revitalize civil engineer squadron requirements, infrastructure investment strategies and natural disaster responses.

Implement process efficiency principles in support of emerging AF/A4C workshops and events to effectively communicate CE campaign strategies and messaging under AF/A4C program management oversight. Plan, organize and facilitate multi-faceted events and summits, coordinating with both internal and external stakeholders to support events through all the planning and execution phases.

Coordinate with AF/A4C leadership, stakeholders, and agency partners to establish and execute strategic architecture and messaging plans in response to increased content regarding the USAF Revitalizing CE Squadron Campaigns, Air Force Natural Disaster Responses impacting infrastructure equity and investment requirements, and the SecAF’s Infrastructure Investment Strategy (I2S) or similar requirements affecting Air Force Installations and Civil Engineer engagements.

1.15.2 Personnel

Bachelor’s degree and knowledge of CE mission areas and Legislative engagement requirements. They must have the ability to effectively lead and work within teams of multifaceted personnel. 1.16.1 Task

This includes development and execution of a SAF/IE strategic communications and engagement plan. Establish and maintain effective relationship with the Assistant Secretary of the Air Force for Public Affairs, A4C, AFIMSC to coordinate requests for information and speaking engagements. Provide direct sound/timely advice/guidance to the ASAF/PDAS and three DASs on a broad portfolio of issues. Play a lead role in offering public affairs guidance on installations issues; strategic basing of weapon systems; encroachment; community partnerships. Military construction; housing and housing privatization, design, construction and maintenance and repair of facilities and infrastructure, the acquisition and disposal of real property/real estate, operations of utility systems, environmental cleanup, compliance, and pollution prevention, operational and facility energy, and Base Realignment and Closure. Manage the IE main webpage and develop strategies and measures of effectiveness for IE/DAS webpages and social media engagement.

Proactively target and coordinate high-value civic leader and public speaking engagements.

Provide the capacity to develop an analytical capability to better inform prep products with past engagements, RFIs, intel, etc. and to develop full speeches for ASAF and PDAS. Develop robust relationship with AFIMSC PAO and A4C to guide and utilize their and AFCEC/Installation PAO resources to proactively amplify positive work DAF is doing on sensitive issues such as PFAS, Housing, Basing, etc. more effectively.

Provide detailed updates to leadership and stakeholders by participating in, and when SAF/IE is the lead facilitating meetings or forums, working groups, committees, panels or subpanels, boards, etc. and coordinating, consolidating, developing, and delivering and or presenting associated meeting materials (e.g., slides, after action reports, minutes).

Coordinate, develop, maintain, and execute a SAF/IE Strategic Communications Plan focused on increasing stakeholder and strategic partner awareness of SAF/IE outreach and communications initiatives and helping to directly achieve SAF/IE priorities. Plan will address desired culture, shared vision, target engagement of SAF/IE stakeholders, and SAF IE objectives. Based on SAF/IE priorities, it will identify key stakeholders/audiences, key narratives/messages, relevant tactics (website, social media, conferences, civic leader engagement, etc.), and measure of effectiveness.

Produce SAF/IE content development and target contributions to trade publications (e.g., Energy Express, The Military Engineer, CE Magazine, etc.) and mainstream media. Maintain and update the SAF/IE external webpages. The Contractor shall coordinate, consolidate, develop, and maintain repositories of documents/content (e.g., Talking points, speeches, pamphlets, playbooks, etc.), action plan recommendations, task and inquiry responses, and issue resolution action plans. Coordinate and collaborate with SAF/IE POCs, to develop, execute and deliver virtual messages in a variety of electronic formats to the SAF/IE enterprise, stakeholders, and end customers – based on the strategic engagement and communications plan.

Develop and execute communications strategies and plans to effectively communicate SAF/IE campaign and program events with SAF/IE and strategic partners under SAF/IE oversight.

Participate in “idea sessions,” meetings, forums, etc. with the government to formulate virtual event planning and execution.

These messages will preserve the DAF and SAF/IE’s agenda by rapidly enabling cross communication across the enterprise.

Provide a robust, professional quality virtual engagement and or event production and delivery capability, to include program development, story board development, professional production of deliverables, and other actions required to produce and display virtual engagements/events worldwide using both contractor supplied and government production studios.

Provide professional graphic design, a working capability to develop for SAF/IE approval and post to government social media programs and or accounts, virtual event marketing and marketing products e.g., strategic communications messages, event invitations and advertisement messages, etc.

Provide detailed updates to leadership and stakeholders by participating in meetings and or forums and coordinating, consolidating, developing, and delivering and or presenting associated meeting materials (e.g., slides, after action reports, minutes).
