About this file
This is a Sole Source Authorization (SSA) request form submitted by the Idaho Division of Vocational Rehabilitation (IDVR) on behalf of the Idaho Council for the Deaf and Hard-of-Hearing (CDHH) to the Idaho Department of Administration, Division of Purchasing. The request seeks authorization to procure interpreter training services from IdahoRID, a statewide professional organization dedicated to sign language interpreters. The services include development of professional-development training curricula and educational materials, coordination and delivery of workshops, provision of geographically and digitally accessible training opportunities, participant registration administration, and annual reporting and documentation. The contract term requested is five years, with an anticipated total cost of $40,000 for the full term. No specific response date, due date, site visit, or bidder conference is identified in the form.
The pricing for the full five-year contract period is $40,000, with no breakdown of individual year costs provided. The request identifies IdahoRID as the sole qualified vendor based on its unique statewide professional network, specialized capacity in sign language interpreter development, established infrastructure, direct connections with interpreters throughout Idaho, knowledge of state-specific licensure requirements and workforce needs, and ability to coordinate comprehensive services across both urban and rural areas. The justification for sole source procurement indicates that CDHH determined alternative providers—including individual trainers, private training companies, colleges or universities, and national organizations—could not deliver the same coordinated statewide structure and integrated program administration. The form was submitted on August 11, 2026, and approved by Deputy Administrator Mike Gwinn on August 26, 2026, with posting for public notice and a five-business-day challenge period for interested vendors.

Depending on the professional-development topic selected for that year, IdahoRID would develop appropriate training curricula and educational materials and provide professional-development opportunities for sign language interpreters throughout Idaho. Sole manufacturer AND distributor
Sole provider of factory-authorized/warranty service
Sole provider of items that are compatible with existing equipment, systems, programs, etc.
Other
Additional info if "Other" selected* IdahoRID is not being identified as the sole manufacturer or distributor of a licensed or patented product. The request is based on IdahoRID’s unique status, statewide professional network, and specialized capacity to coordinate ongoing interpreter professional https://adminrules.idaho.gov/rules/current/38/380501.pdf development throughout Idaho.
Business Need* Describe the Agency's business need for the requested property
CDHH has a responsibility to improve communication access for Deaf and hard-of-hearing Idahoans.
This field has a 300 character limit
Description* Describe what makes the identified property unique. Why is it the only property that could meet your business need?
IdahoRID is Idaho’s statewide professional organization specifically dedicated to sign language interpreters. It has direct connections with interpreters throughout the state, knowledge of Idaho’s interpreter-licensure requirements and workforce needs, and the infrastructure to identify training needs, recruit qualified presenters, coordinate registration, deliver workshops, and reach interpreters in both urban and rural areas. This combination of statewide professional relationships, subject-matter expertise, and established training infrastructure is not available from another known Idaho organization. Accessible, statewide professional development helps interpreters maintain and improve their skills, meet professional and credentialing requirements, and provide qualified services in healthcare, legal, educational, governmental, and other settings.
Alternatives* Describe the research you conducted to identify other potential property/sources. What potential alternatives did you find and why will they not meet the Agency's business needs?
CDHH considered whether individual trainers, private training companies, colleges or universities, and national organizations could provide these services. These alternatives may be able to offer individual workshops or educational content, but they do not provide the same coordinated statewide structure, established connection to Idaho’s interpreting workforce, familiarity with Idaho-specific needs, participant registration, and ongoing program administration. Using separate providers would also require CDHH to identify trainers and independently manage scheduling, registration, technology, outreach, and reporting for each activity. IdahoRID is uniquely positioned to provide these functions as one coordinated statewide service.
