Construction Narrative

Project Title: Upgrade Base Defense Intrusion Detection Systems (IDS) and Access Control Systems (ACS) Period of Performance: Unknown Comment by ROGERS, NICHOLAS P SSgt USAF PACAF 354 CONS/PKB: How many days does the customer estimate or when do they need it done by.

(Bldgs. 3134, 2x EOD ARMAGS, 3112, 1141, 1147, 1151, 4110, 4115, 1337)

A. Synopsis. Upgrade base IDS/ACS to meet information assurance requirements and new construction standards. Integrate all existing and new equipment, move existing databases to new equipment. All upgrades and new equipment should be Honeywell-Vindicator v.10 with extended database. Comment by ROGERS, NICHOLAS P SSgt USAF PACAF 354 CONS/PKB: If it has to be Honeywell we need to do a Brand Name J&A.

BLDG 3134:

1. BDOC: Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Install Vindicator Security Server.

(b) Install Security Archive Workstation v.2 (SAW2).

(c) Install Vindicator Command and Control v.2 (VCC2) client.

(d) Provide V5 IDS firmware upgrade.

2. Alt. BDOC: Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Install Security Archive Workstation v.2 (SAW2).

(b) Install Vindicator Command and Control v.2 (VCC2) client.

(c) Install V5 IDS.

3. ACS System (Room 110): Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Install new Vindicator Badge Manager v.3 (VBM3).

(b) Provide V5 ACS firmware upgrade for Central Management V5.

(c) Install new V5 ACS for enrollment.

4. 1 - DCB FT-6602 with VDC power supply (or equal)

2x EOD ARMAGS:

1. ARMAG 1: Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Provide firmware upgrade for AES-1500T.

2. ARMAG 2: Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Provide firmware upgrade for AES-1500T.

BLDG 3112:

1. Rooms 190/191: Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Install V5 ACS for enrollment.

(b) Install VBM3 client.

(c) Install VCC2/SAW2 client.

2. Room B41: Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Replace existing Vindicator Site Commander (VSC) with VSC Win10.

(b) Provide firmware upgrade for V5 IDS.

(c) Provide firmware upgrade for V5 ACS.

BLDG 1141:

1. Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Install VCC2/SAW2 client.

(b) Provide 30x Cleaning Kit for VBM.

(c) Provide 30x Ribbon Cartridges for VBM.

(d) Install V5 ACS for enrollment.

(e) Provide firmware upgrade for V5 IDS.

(f) Provide firmware upgrade for V5 ACS.

(g) Replace existing VSC with VSC Win10.

2. 1- DCB FT-6602 with VDC power supply (or equal

BLDG 1147:

1. Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Install V5 ACS.

(b) Provide firmware upgrade for 2x AES-1500T.

(c) Install V5 IDS.

(d) Replace 2x existing VSC with VSC Win10.

2. 1-DCB FT-6602 with VDC power supply (or equal)

BLDG 1151:

1. Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Install V5 ACS.

(b) Install V5 IDS.

(c) Install Security Systems Terminal (SST) Win7.

(d) Replace existing VSC with VSC Win10.

2. 1-DCB FT-6602 with VDC power supply (or equal)

BLDG 4110:

1. Room 1 (Red): Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Provide firmware upgrade for V5 IDS.

(b) Provide firmware upgrade for V5 ACS.

(c) Replace existing VSC with VSC Win10.

(d) 1-DCB FT-6602 with VDC power supply (or equal)

2. Room 1 (Blue): Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Provide firmware upgrade for V5 IDS.

(b) Provide firmware upgrade for V5 ACS.

(c) Replace existing VSC with VSC Win10.

(d) 1-DCB FT-6602 with VDC power supply (or equal)

BLDG 4115:

1. Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Provide firmware upgrade for V5 IDS.

(b) Provide firmware upgrade for 3x V5 ACS.

BLDG 1337:

1. Upgrade and/or add new equipment to meet Honeywell-Vindicator v.10.

(a) Provide firmware upgrade for 2x V5 IDS.

(b) Provide firmware upgrade for 2x V5 ACS.

(c) Replace existing VSC with VSC Win10.

B. Historical District Impact. This facility is not considered historical and is not registered through the State Historical Preservation Office (SHPO).

C. Abatement. The work areas are not known to contain asbestos in the existing perforated ceiling boards. A lead-based paint survey requirement does not exist.

D. Drawings. Request conceptual drawings provided with proposal. And, Drawings for this project are identified as: Red-Line As-Built drawings are required. Any questions or clarifications required can be addressed during the site visit.

F. Site Visit. Site Visits can be arranged through the Government Representative at your earliest convenience.

G. Hours of Operation. Working hours for the contractor shall normally be between the hours of 0700-1900 excluding Saturdays, Sundays, and Federal holidays. If the Contractor desires to work during periods other than above, a government representative may need to be present. The Contractor shall make his/her request to the Contracting Officer five (5) calendar days in advance of his/her intention to work during other periods to allow assignment of a government representative. If such force is reasonably available from assigned contract administrators or quality assurance personnel, the Contracting Officer may authorize the contractor to perform work during periods other than normal duty hours/days.

H. Base Access. The Contractor shall be responsible for and shall pay for obtaining all necessary clearances, cards, passes, decals, or other items required for access of Contractor personnel and vehicles to the base or other areas where work will be performed. The Contractor shall be required to apply for vehicle and personnel identification media at the Base Pass and Registration Section (Visitor Control Center). Upon Completion or termination of the contract, the Contractor shall ensure all vehicle and personnel identification media are surrendered to the Base Pass and Registration Section (Visitor Control Center). The Contractor shall obtain the following pass and identification items: Eielson AFB Vehicle Pass. For all further inquiries, please contact the Visitor Control Center at (907) 377-3807. The Contractor will be responsible for contacting U.S. Army Range Control at (907) 353-1266, prior to and leaving the work site each day and for access to cross the rail bridge.

I. Employee Listing. The contractor shall maintain a current listing of employees. The list will include employee names and date of birth. This list shall be provided to the contracting officer and servicing security forces organization. An updated listing shall be provided upon change of employees. The contractor must provide all names, social security numbers and duty hours of all personnel who will be on site at start or anytime during this project.
