USMTM Intrusion Detection System Upgrade, Activation, & Training Statement of Work

1. Project Description The work consists of furnishing all labor, equipment, and materials to install new Intrusion Detection System (IDS) components, activating the entire system (including troubleshooting), and providing training in the operation of the entire IDS system for the United States Military Training Mission (USMTM). The IDS system includes intrusion detection, access control, and closed-circuit television systems at office buildings (OB) 1 and 2 at the residential compound on Al Nakhla in Riyadh, Saudi Arabia. The contractor shall perform all work within the designated work area without damaging the adjacent areas or underground utilities. The contractor shall restore all disturbed areas to their original condition and will remove and properly dispose of all debris and waste materials from Al Nakhla. The contractor must note that all drawings indicate the general requirements for installation and should be read in conjunction with the Scope of Work and the Contract Specifications.

2. Installation of New IDS Components This SOW calls for the installation of the following additional components into the existing IDS system in OB1 and OB2:

· Install 3 new BMS

· Install 4 new PIRS

· Install 2 new keypads

· Install Emergency Exit Door Annunciator

· Install necessary panels for new BMSs, PIRSs, and Emergency Exit Door Annunciator

3. Activation and Function Check and Troubleshoot System:

The end state that should result from this SOW is for the existing IDS to be fully functional. Each sensor should be fully functional and annunciating back to the head system per manufacturer standards.

Programming: Head system needs to be programmed to properly annunciate with the operator/user.

Current system includes: All system components are Honeywell Vindicator brand.

· 1 Head System

· 2 Keypads

· 3 Balance Magnetic Sensor (BMS)

· 4 Passive Infrared System (PIRS) In addition to the above Attachment 1. IDS Input Map (OB1 and OB2) is included for reference.

Work under this section may include:

· Programming of the head unit and keypads.

· Minor Electrical work to include installing and wiring new panels.

· Running conduit and electrical to system components.

4. Training:

The contractor shall provide training to ensure self-sustainment by USMTM operators. Training will be provided for up to 15 individuals.

Training should cover specifically the following:

1. Training for USMTM end-users/owners of spaces with IDS, all locations

a. Interpretation of alarms and codes

b. Trouble shooting TTPs

c. General Operation and common uses.

d. Training Power point slide show with graphics for all of the above for a “train the trainer” program (empower the operating tenants to conduct swaps and training in between services).

e. End User Operator Manual

2. Training for Control Node and Alarm hub (Control Room).

a. Programing new codes and keys

b. Interpretation of alarms and codes

c. Trouble shooting TTPs

d. Reports Generation and common uses.

e. training in between services)

5. Government provided resources:

USMTM can provide 3 Balance Magnetic Sensor (BMS) for use in the system. The buildings are also powered with Standard 240 Electrical Power.

6. Contractor Qualification & References:

1. Qualification: All contractor personnel performing under his PWS must have an active Secret Clearance and be a U.S. Citizen.

2. Specifications, Standards, and Handbooks: The following specifications, standards, and handbooks, of the exact revision listed below, form a part of this document to the extent specified herein. In the event of a conflict between this document and the references cited herein, the more stringent requirement shall take precedence, unless directed otherwise by the Contracting Officer. In the event of a conflict between this document and the basic ID/IQ contract and/or Delivery Order, the contract or Delivery order take precedence unless explicitly directed otherwise by the Contracting Officer. Nothing in this document, however, supersedes applicable host nation, federal, state and local codes and regulations unless a specific exemption has been obtained.
