About this file
This is a Sole Source Authorization (SSA) request form submitted by the Idaho Department of Fish and Game (IDFG) to the State of Idaho Division of Purchasing for the procurement of a custom-built 3,500-gallon fish transport tank (truck-mounted) from Superior Steel located in Caldwell, Idaho. The IDFG seeks authorization to purchase one tank in Fiscal Year 2026, with plans to acquire three or more tanks over a five-year contract term to replace aging inventory. The request was submitted on May 7, 2026, and approved by the Division of Purchasing Deputy Administrator Mike Gwinn on June 1, 2026. No specific response dates, site visits, or bidders' meetings are referenced in the authorization request.
The anticipated total cost for the full five-year desired term is $880,000.00. IDFG justifies the sole source procurement based on Superior Steel's status as the sole manufacturer and distributor of tanks compatible with the agency's existing proprietary tank specifications and design, which were previously built under a 2023 competitive solicitation (ITB20232372) where Superior Steel was the only bidder. The agency determined that alternative tank designs would require substantial modifications to the state's life support systems and equipment infrastructure, creating additional costs and operational inefficiencies. The authorization is subject to a five-business-day appeal period for interested vendors, in accordance with Idaho Code section 67-9232(4).

Description* Describe what makes the identified property unique. Why is it the only property that could meet your business need?
Superior Steel has previously built three tanks for us under ITB20232372, and they were the only bidder for the ITB. Their proprietary tank specifications and design are unique to IDFG and to the trucks they are mounted on. Each tank contains vital equipment necessary to keep the fish alive during transport and a great deal of upfitting is required for those systems. The IDFG intends on purchasing one tank for FY26 and will need three or more tanks over the next five years to replace current inventory that will be aging out.
Alternatives* Describe the research you conducted to identify other potential property/sources. What potential alternatives did you find and why will they not meet the Agency's business needs?
Each IDFG vehicle and/or trailer used to haul a tank(s) is specifically up fitted with life support systems/equipment based on the proprietary Superior Steel Tank design. As a result, IDFG is able to maintain continuity throughout the state when utilizing the Tanks to achieve the fisheries management plan. This continuity is also important to our transport staff and technicians, for safety and time management. To the best of our knowledge, IDFG is unaware of other Tank designs that are compatible with current life support systems/equipment infrastructure. Utilizing a Tank other than Superior Steel will result in added costs to IDFG in order to modify the systems/equipment needed to maintain life support for fish in transport.
