Federal Acquisition Services

National Information Technology Commodity Program

Limited Source Justification

Brand Name

General Services Administration

Federal Acquisition Service

Southeast Sunbelt Region

1. Requiring and Contracting Activity

a. Requiring Activity: Department of Commerce (DOC)

National Oceanic and Atmospheric Administration (NOAA)

4231 Suitland Road, Room 1609 Suitland, MD 20746

b. Contracting Activity General Services Administration

Federal Acquisition Service

IT Commodity Division

401 West Peachtree St., NW, Suite 2700

Atlanta, GA 30308

c. Contracting Officer: Dwayne Cannon

d. Task ID: ID40160126

e. Estimated Value of This Action: $590,000.00

2. Nature of Description of Action:

This justification and approval is for the purchase of Tripwire Software renewal and ancillary service. The mission of the NESDIS Office of Satellite and Product Operations

(OSPO) is to manage and direct every asset on an organization’s network and delivers high-fidelity visibility and deep intelligence about these endpoints. Tripwire solutions delivers actionable reports and alerts and enable the integration of valuable endpoint intelligence into operational systems like change management databases, ticketing systems, patch management and security solutions including SIEMS, malware detection and risk and analytics. The software and ancillary service will be procured under FAR

8.405-1 procedures. The items will be procured on a Firm Fixed price basis.

3. Description of Supplies or Services:

This is a requirement for brand name software and ancillary service. See separately attached Bill of Materials (BOM) and Statement of Work (SOW) for full descriptions, specifications, part numbers, and quantities.

4. Authority:

FAR 8.405-6 (b) establishes the requirements when procuring items peculiar to one manufacturer (e.g. particular brand name, product, or a feature of a product, peculiar to one manufacturer.)

5. Justification Rationale:

This justification and approval is for Tripwire software and ancillary consultation services needed to upgrade the current system to the latest version of the software and provide technical support and training. The use of this brand name is essential to the

Government’s requirements, for the Office of Satellite and Product Operations (OSPO) infrastructure connectivity requirements, thereby precluding consideration of the products of another company. Tripwire has been and is currently integrated in all OSPO current systems to secure the network systems from vulnerabilities and threats, and assists in “hardening” the systems and protection of information. OSPO currently uses

Tripwire as its main tool for documentation logging. All ten OSPO systems use this

OSPO Enterprise tool which is a middle-ware needed tool in conjunction with ARC Site.

Tripwire Connect is a purpose-built visualization and unified reporting platform for

Tripwire Enterprise providing the ability to consolidate multiple Tripwire Enterprise

Consoles into one location for consolidated reporting and analytics. Tripwire Connect’s core capability is the ability to extract data from Tripwire Enterprise Consoles. The data extraction is unique to Tripwire Connect, as the complexity of Tripwire data and the limited remote access to the data make Tripwire Connect a requirement in this situation.

There are other logging solutions but Tripwire is the only solution that covers file integrity management which is essential to the mission of the OSPO. It is critical that the software and ancillary service procured insures the agency’s information is secure. At this time, there is no available qualified replacement that can fit into the OSPO customized environment. An acquisition of non -compliant equipment would cause an unacceptable degradation in operations functionality.

6. Contracting Officer Determination:

The Contracting Officer has determined that the anticipated cost to the Government for this acquisition will be fair and reasonable. Actions anticipated to ensure the reasonableness of the price will be accomplished with the procedures and criteria contained in FAR 8.404(d), as appropriate. Adequate price competition is anticipated to establish a fair and reasonable price.

In addition, the Contracting Officer will use various price analysis techniques and procedures to ensure a fair and reasonable price. Examples of such techniques may include, but are not limited to: comparison of competitive published price lists, comparison of the proposed prices with the independent Government cost estimate, and comparison of proposed prices received in response to the request for quote, or any other reasonable bases.

7. Market Research:

Market research was conducted in accordance with FAR Part 10. GSA Schedule 70 was given first consideration. A sources sought notice ( RFQ1089921) was posted to the

GSA eBuy website on 5/10/2016 and closed on 5/16/2016.

Four responses were received. Those vendors are OPTIV Federal, IT Federal Sales LLC, Alamo City Engineering Services, and Patriot Technologies, Inc. Three of the four companies are small business concerns. A solicitation will be issued in accordance with

FAR 8.4. The solicitation will be set-aside for small business concerns. All Small

Business Schedule 70 vendors will be given the opportunity to compete for this requirement.

Based on the market research conducted above, no other vehicles were considered.

8. Other Supporting Facts:

No additional information.

9. Statement of Actions to Overcome Barriers to Competition:

In an effort to remove or overcome barriers to competition in the future, the market will be scanned frequently for new companies and products that could satisfy the

Government’s requirements. OSPO will continue to conduct market research and test products as they become available. The OSPO staff meets regularly with software manufacturers and vendors and attends manufacturer and industry training to keep current on the latest software offerings. Vendor and trade magazines are scanned for new, open technologies that can satisfy future software requirements. If other products become available that meets the requirements and proves to be the best value; including the additional cost to switch, those alternatives will be reviewed for approval to use.

10. Requiring Agency Certification:

I certify that the supporting data under my cognizance which form the basis for this justification are accurate and complete to the best of my knowledge and belief.

Richard Coley Technical/Requirements Personnel Date

11. Contracting Officer Certification:

The undersigned has determined that the anticipated cost to the Government for this acquisition will be fair and reasonable. The requiring agency has concluded that the order represents the best value (as defined in FAR 2.101) and will result in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs in accordance with FAR 8.404(d). Further, I certify that this justification is accurate and complete to the best of my knowledge and belief.
