GENERAL SERVICES ADMINISTRATION
Federal Acquisition Services
National Information Technology Commodity Program
FAR Subpart 6.3 Justification for Other Than Full and Open Competition
1. Requiring and Contracting Activity
a. Requiring Activity: Department of the Army
Army Combined Joint Task Force-Operation Inherent Resolve
(CJTF-OIR)
Camp Arifjan, Bldg 505 Kuwait 09306
b. Contracting Activity: General Services Administration
Federal Acquisition Service National Information Technology Commodity Program 401 West Peachtree St., NW, Suite 820 Atlanta, GA 30308
c. Contracting Officer:
d. Delivery Order ID: ID40160115
e. Estimated Value: (Base + 2 Option Years)
f. Period of Performance: Base year plus two (2) annual options
2. Nature and/or Description of Action Being Approved:
The General Services Administration (GSA), Federal Acquisition Service (FAS), National Information Technology Commodity Program (NITCP) has received a requirement from the Army Combined Joint Task Force-Operation Inherent Resolve (CJTF-OIR), Camp Arifjan, Kuwait to procure services to design and deploy a Business Intelligence (BI) Sustainment Readiness Tool-(SRT) that will integrate and streamline the collection of data currently being housed in various legacy logistics and Enterprise Resource Planning (ERP) Systems.
The BI SRT will be developed through the modification, re-establishment and implementation of an existing logistics business intelligence tool entitled the Theater Common Operating Picture (TCOP), as well as the training and implementation of supporting Supply Chain/Financial
Reconciliation process enabled by TCOP. The TCOP will provide a dashboard to view the current Logistics status while in Garrison or while the unit is deployed, and will provide near real-time visibility of logistics and financial data to manage equipment readiness and property accountability across a geographically dispersed command. This tool will use inputs from system of record while permitting customized displays and smart filters focused on exception management driven success. Additionally, the software application will identify mismatched or non-supportable supply and financial records for potential cancelation leading to increased available obligation authority.
Changes, reductions, and drawdowns in US Army force structure put continuous and increasing pressure on efficient and effective operations. The CJTF-OIR requires a business intelligence capability to provide near real time visibility of financial and logistics data to manage equipment readiness and property accountability across a geographically dispersed Command. Visibility of logistics and financial data is required in both garrison and deployed environments to provide leadership the information required to make fiscally sound and auditable decisions on issues of property accountability.
This undertaking is time sensitive on two fronts: the CJTF-OIR deployed for a year beginning September 2015, and the redistribution of property is required now. During the redistribution, CJTF-OIR and its subordinate units will divest a Division-plus of equipment across the Army.
The application under consideration by this justification will save significant time and resources for the U.S. Army through the automation and consolidation of numerous independent manual reporting otherwise necessary to account for using current methods and processes.
The required items will be procured under FAR 12 and 15 procedures and will be executed on a Firm Fixed Price basis.
The contract will contain a one-year Basic period of performance with two (2) annual option periods. The total period of performance under this contract will not exceed three (3) years.
3. Description of the Supplies or Services Required:
The CJTF-OIR proposes to procure by means of other than full and open competition, the modification, re-instantiation and implementation of an existing business intelligence tool (the Theater Common Operating Picture [TCOP]) and the training and implementation of supporting Supply Chain/Financial Reconciliation process enabled by TCOP. The CJTF-OIR requires a software application and training on supporting processes to identify, assess, analyze and recoup false obligations in the supply system, the legacy Standard Army Financial System (STANFINS) system, and the General Funds Enterprise Business System (GFEBS) in order to facilitate a clearer, timely view of logistics data across the Corps, assist in the proper distribution of material, and ensure training dollars are utilized to the maximum extent possible. The Business Intelligence Sustainment Readiness Tool (BI-SRT) application will allow the CTJF-OIR access, in one system, to inputs from all the various logistics and financial systems, and will automate current manual reconciliation processes between legacy and Enterprise Resource Planning (ERP) systems.
The BI-SRT will provide a dashboard that displays current asset visibility matched to other critical information providing actionable context to facilitate decision making. This Business Intelligence tool will enable users to conduct data queries and analysis for specified Army materiel. Query elements shall include at minimum Line Item Number (LIN), nomenclature, National Stock Number (NSN) / National Item Identification Number (NIIN), unit designations, Department of Defense Activity Address Codes (DoDAACs), as well as status, priority and location information.
The BI-SRT will use Army authoritative information and systems of record, including Logistics Modernization (LMP), Global Combat Support System (GCSS-Army), Logistics Information Warehouse (LIW), Property Book Unit Supply Enhanced (PBUSE), Federal Logistics Data (FEDLOG), Department of Defense Activity Address File (DoDAAF), and Standard Army Management Information System (STAMIS) transactional data as required.
The government will provide all appropriate government data from existing systems of record as Government Furnished Information (GFI). The contractor will identify, document, and integrate data from Army authoritative information and systems of record and local offline unique data sources and will aggregate information from these disparate logistics and financial systems data sources to build a Business Intelligence Sustainment Readiness Tool (BI-SRT) to support improved unit readiness.
4. Authority:
6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
(a) Authority.
(1) Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1).
(2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
5. Applicability of Authority:
The requiring activity’s minimum needs for the IT support services to build and sustain a BI- SRT software business application tool, can only be satisfied by the unique capabilities of CALIBRE Systems Inc., demonstrated as follows:
Lack of Rights to Source Code
CALIBRE Systems Inc, (CALIBRE) previously developed, tested and implemented the required Business Intelligence software application known as Theater Common Operating Picture (TCOP) under previous government contracts W31P4Q-07-A-0009, W31P4Q-10-A-0026, W91QUZ-06-D-0010-CC01 executed from 2007 to the present in support of the Army ARCENT G4. The most recent contract executed by GSA was order GSQ0414DB0083 issued against CALBIRE’s GSA Schedule Contract GS-35F-5833H in September 2014 in which CALIBRE created the same requested BI SRT for XVIII Airborne Corps. The contracts specified are either expired or unique to specific Army branch requirements.. The Army is operating each unit separately; therefore each unit has the requirement to develop and implement the BI software application and procure the source code from CALIBRE so the same program can be utilized across all units.
The original software code developed under those contracts is proprietary to CALIBRE, and provides the necessary proven integration, commonality, and compatibility between Logistics Information Warehouse (LIW) data, financial data provided by the Standard Finance System (STANFINS) and General Fund Enterprise Business System (GFEBS) and associated Enterprise Resource Planning (ERP) applications for use by the CTJF-OIR.
While the Army owns the application, CALIBRE retains rights in data for the original software code and can relatively, with minor effort, modify and re-instantiate the application for use by the CJTF-OIR. Initial pre-synopsis research conducted by the Army and feedback from non-incumbent contractors indicated that without access to source code, application development document, and existing Service Level Agreements (to enable authorized access to existing Army data stores) a new contractor would have to repeat and duplicate all of the System Development Lifecycle (SDLC) processes already performed by CALIBRE (and paid for by the government) in order to develop a comparable application.
Re-development of a new system by a new contractor would result in substantial duplication of cost to the Government (cost that will not be recovered through competition because it is essentially a very significant duplication of effort to produce an already existing [or functionally identical] product), and would result in unacceptable delays in fulfilling the CJTF-OIR mission and loss of property accountability. Without the BI-SRT application, manual reconciliation of Army equipment moving through the In-Transit Visibility Process (ITV) lateral transfer process would continue which could negatively affect readiness and the ability to train to full combat-ready standards and to perform missions. The current manual reconciliation process requires four Full-Time Equivalents (FTEs) one month to prepare the reports of equipment status for decision-makers; The BI-SRT application will automate this process and provide near real-time data with daily refreshes to Army decision-makers. The BI-SRT will allow the CJTF-OIR to track equipment by serial number through the ITV process, automating the manual equipment-query function and ensuring accurate location status of equipment and Army assets at all times.
Equipment from XVIII Airborne Corp subunits as well as CJTF-OIR is valued in excess of
Lastly, a Rough Order of Magnitude (ROM) estimate was received from CALIBRE to procure proprietary source code, in the amount of . A Government analysis of this ROM indicated that just to recreate the historical data and functional specialized queries similar to the
This BI-SRT will help the CJTF-OIR with property and funding accountability. Should accountability be lost, especially in regard to property and equipment, Army readiness would be negatively affected since the using units would not be trained to perform readily to missions.
This loss could not be calculated in terms of lost dollars due to the magnitude of the potential problem.
7. Efforts to Obtain Competition:
Under this contract, the government will obtain the rights to all source code, code documentation, and configuration documentation developed. This information will include all appropriate System Development Life Cycle (SDLC) artifacts and will allow the Army to operate and maintain the application without further contractor support upon expiration of the contract.
8. Determination the Cost will be Fair and Reasonable to the Government:
The Contracting Officer will determine that the anticipated cost to the Government for this acquisition will be fair and reasonable. Actions anticipated to ensure the reasonableness of the price will be accomplished with the procedures and criteria contained in FAR Subpart 15.404-1, as appropriate. The Contracting Officer will use various cost analysis techniques and procedures to ensure a fair and reasonable price including the comparison of proposed prices from CALIBRE Systems Inc, found reasonable on previous purchases, comparison of the proposed prices with the independent Government cost estimate, comparison with actual costs previously incurred, and have a technical expert perform technical analysis of the proposal.
9. Market Research:
In accordance with FAR Subpart 8.002(a)(1) Priorities for Use of Government Supply Sources and GSA Memorandum; “Preferred Use of Existing GSA Contract Vehicles” dated October 11, 2012, exceptions to using existing GSA acquisition vehicles are allowed for an assisted acquisition where a customer agency has a mandatory restriction to use an established internal source. The mandatory restriction for the Army was researched in accordance with AFARS 5139.101-90 Policy and was given first consideration. In accordance with AFARS 5139.101-90
(a) Commercial Information Technology hardware and software is to be procured first thru the Army’s Computer Hardware, Enterprise Software and Solutions (CHESS) program under the Program Executive Office Enterprise Information Systems. IT Services in accordance with AFARS 5139.101-90 (b)(2), is considered exempt from the CHESS process and therefore a waiver is not necessary in order to procure IT Services outside of the CHESS Vehicle. As such FAR Subpart 8.004(a)(1) Use of Other Sources the use of GSA Federal Supply Schedules (FSS) in accordance with FAR 8.4 was researched as a potential acquisition vehicle to satisfy this requirement.
Previous RFI/Sources Sought history from the contract GSQ0414DB0083 executed against GSA Schedule 70 SIN 132-51 in September 2014 was taken into consideration during the strategic development of this acquisition. A Sources Sought (RFI884078) was issued in June 2014 via e- Buy and was released to all contract holders against Schedule 70 SIN 132-51. Over 3,287 companies were notified through this sources sought; of the 3,287 companies, only 90 indicated they could perform to the work outlined. One company, , submitted a capability statement; however after discussing that the government did not possess the source code to the incumbent company application, confirmed in writing they were no longer interested.
An RFI (RFI1083564) was released against GSA Schedule 70 SIN 132-51 thru ebuy on 19 April 2016. This RFI was sent direct to Calibre Systems, Inc. based on proprietary source codes associated with the Army application. Over 30 vendors against SIN 132-51however still responded to this direct RFI, and provided No quotes. Calibre responded via email direct to the Senior Contracting Officer in regard to the RFI and provided a capabilities statement. It was the intent of the Government to proceed with this acquisition thru GSA IT Schedule 70 given the RFI results, which further supported the sole source need; however upon further examination of the IT Schedule 70 basic contract, it was determined that this acquisition could no longer be procured via that contract vehicle due to its specific terms and conditions. The reasoning behind the determination was due to the basic Schedule contract specifying that DBA insurance must be considered an Open Market item against the Task order. Due to this restriction, further research was conducted and it was determined that other Government Wide Acquisition Contract Vehicles would not be suitable as CALIBRE Systems Inc, is not a prime under any other GWAC IT contract vehicles such as OASIS or ALLIANT.
It is determined to be in the best interest of the Government to execute this effort as a new Firm Fixed Priced contract utilizing FAR 12 and 15 procedures based on the authority per FAR 6.302- 1(a)(2)(iii). This FFP contract will fulfill the Clients request to GSA/FAS/NITCP to establish a Business Intelligence Sustainment Readiness Tool (BI SRT).
