LLP via the Predictive Maintenance Program. If the Government chooses to partner with another company, all prior investments will be lost and will have to be replaced. Significant time and effort has been invested since 1997 at Naval Aviation Depot Cherry Point and since 2001 with FRCSE, in establishing and maintaining the current database of critical equipment setup nomenclature, data sets, fault frequencies, software models, parameters etc. Choosing another vendors software would require data migration from the existing database which would be incompatible with the existing CSI AMS as any other vendor does not have proprietary data to the existing software and system. In all a brand new system and architecture would need to be created which would be costly to the Government and would generate a catastrophic failure and excessive downtime to the FRCSE infrastructure.

7. Efforts to Obtain Competition:

Prior to the initial service selection of Emerson Process Management LLP, consideration was given to available vendors that could provide the needed service. the only other company that specialized in software integration, vibration analysis, and special balancing equipment would need to partner with other companies or outside contracts in order to satisfy the remaining government requirements. An internal search utilizing reference materials and commercial literature/publications found no other vendors capable of providing software, equipment, services, training and consulting to meet the requirement.

Given this is a follow-on effort to upgrade the existing Predictive Maintenance Program created by Emerson Process Management, LLP, Emerson and its sole source reseller, Control Southern Inc, is the only resource to fulfill this requirement.

8. Determination the Cost will be Fair and Reasonable to the Government:

The Contracting Officer will determine that the anticipated cost to the Government for this acquisition will be fair and reasonable. Actions anticipated to ensure the reasonableness of the price will be accomplished with the procedures and criteria contained in FAR Subpart 13.106-3, as appropriate. The Contracting Officer will use various cost analysis techniques and procedures to ensure a fair and reasonable price including the comparison of proposed prices from Control Southern Inc. found reasonable on previous purchases, comparison of the proposed prices with the independent Government cost estimate, comparison with actual costs previously incurred, and have a technical expert perform technical analysis of the proposal.

9. Market Research:

Market Research was conducted in accordance with FAR Part 10 during the initial requirement which lead to the procurement of the Predictive Maintenance Program with Emerson Process Management. Requests for Information were posted in which FRCSE received 9 responses indicating interest. Only one company from the nine was able to meet the specific requirements;

Computational Systems, Incorporated, now known as Emerson Process Management LLP. An exhaustive search over the internet located one other vendor that could come close to satisfying the government’s requirements at the time; . In order to satisfy the FRCSE specifications, would need to partner with other companies or outside contracts. In the end Computational Systems, Inc, (Emerson Process Management LLP) was awarded the contract given they were the only company to satisfy the full requirement of providing software, equipment, services, training and consulting for Predictive Maintenance as an integrated package.

In accordance with FAR Subpart 8.002 Priorities for Use of Government Supply Sources and FAR Subpart 8.003 Use of other Mandatory Sources, there are no mandatory sources of supply for the requested item under this requirement. Therefore, in accordance with FAR Subpart 8.004(a)(1) Use of Other Sources and GSA Memorandum “Preferred Use of Existing GSA Contract Vehicles dated October 11, 2012, the use of GSA Federal Supply Schedules (FSS), Government Wide Acquisition Contracts (GWACs) and Multiple Award Contracts in accordance with FAR 8.4 were researched as potential acquisition vehicles to satisfy this requirement and were given first consideration. Emerson Process Management indicated that they and their sole source reseller, Control Southern Inc. do not hold a GSA Federal Supply Schedule contract or Government-Wide Acquisition Contract (GWACs), Multiple Award Contract (MACs) such as OASIS, ALLIANT or NASASEWP. Thru this research it was determined that this requirement can only be satisfied by open market procedures utilizing FAR subpart 13.5-Simplified Procedures for Certain Commercial Items and the authority of FAR 13.501(a)(2)(i). A combined Synopsis/Solicitation will be issued thru FEDBIZOPS to Control Southern Inc.

11. Statement of Actions to Overcome Barriers to Competition

In an effort to remove or overcome barriers to competition in the future, FRCSE has continued and will continue its due-diligence in researching the current market for new software and equipment providers that can satisfy the Government’s requirements. FRCSE has been informed that they must continuously conduct market surveys to keep current on technology and to identify new, open technologies that can satisfy future infrastructure requirements. However, given the current situation, Control Southern Inc. is the only source that can fulfill the current requirement without causing a catastrophic failure and excessive downtime to the FRCSE infrastructure.
