GSA/FAS/NITCP – Brand Name Justification Task Order Number: ID40150196
GENERAL SERVICES ADMINISTRATION
Federal Acquisition Services
National Information Technology Commodity Program
Limited Source Justification
Brand Name
1. Requiring and Contracting Activity
a. Requiring Activity: U.S. Navy
Fleet Readiness Center Southwest (FRCSW), San Diego CA
b. Contracting Activity General Services Administration
Federal Acquisition Service
National IT Commodity Program
401 West Peachtree St., NW, Suite 820
Atlanta, GA 30308
c. Contracting Officer: Mary Clark
d. Task ID: ID40150196
e. Estimated Value of This Action:
2. Nature of Description of Action: This justification and approval is being requested to procure Dell Precision T7910 Workstations, Dell Precision M6800 Laptops, Dell Ultra Sharp
30” Monitors, and 3D Connexion Space Mouse Pros to support the U.S. Navy Fleet Readiness
Center Southwest (FRCSW) in San Diego CA.
3. Description of Supplies or Services:
0001 Dell Precision T7910 Workstations 33 Each
0002 Dell Precision M6800 34 Each
0003 Dell Ultra Sharp 30 inch Monitors 120 Each
0004 3D Connexion Space Mouse Pro (Dell) 34 Each
4. Authority: FAR 8.405-6(b)(1)
(b) Items peculiar to one manufacture: an item peculiar to one manufacture can be a particular brand name, product or a feature of a product, peculiar to one manufacture. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacture.
(1) Brand name specifications shall not be used unless the particular brand name, product or feature is essential to the Government’s requirements and market research indicates other companies similar products lacking the particular feature, do not meet or cannot be modified to meet, the agency’s needs.
5. Justification Rationale:
The specifically tailored Dell Workstations, Laptops, Monitors and related Components are the only highly advanced Information Technology (IT) platforms that will reliably run the Naval Air
Systems Command3D-CAD & Finite Element Analysis Engineering software and reliably run
Naval Air Systems Command (NAVAIR) Chief Information Officer (CIO) mandated Security
Compliance and Scanning software Suites. NAVAIR has received other high end “other than
Dell” Workstations for their RDT&E Structural Analysis Lab from previously competed procurements. However, because of the advanced 3D-CAD and Structural FEA software used, the size of file models, and need for processing speed; internal problems and substandard internal parts with certain Workstations “other than Dell” did not reliably run or run at all. Each
Engineering station has dual monitors that in the past, when matched with substandard secondary monitors, shut down the Workstation internal video cards and had to be manually reset. Due to limited space, the dimensions of each monitor have to be exact.
The NAVAIR labs’ current operational requirements for laptops are due to a severe lack of office spaces to accommodate current hiring expansion and mandated engineering staff overtime to address F/A-18 OOR (out of reporting) aircraft now directly affecting fleet readiness and strength. The laptops are needed for mobility for engineers to be able to work offsite with the same high end capacity to operate the same 3D-CAD and Structural FEA software over VPN connections into the lab. In addition Security Compliance and Scanning software suites required by the NAVAIR CIO to harden each Server/Laptop/Workstation has been found not to run at all on “other than Dell” equipment.
NAVAIR’s advanced and resource intensive application software algorithms requires high power IT hardware and dual monitors; that are uniquely defined, procured and maintained by the
F/A-18 Structures Engineering Group.
Though there are other suites of robust Workstations, NAVAIR is not in a position to risk an immediate work stoppage situation that our Fleet cannot tolerate, and jeopardizing our Mission.
In addition the new design models of the next generation F/A-18EF&G are at risk of not be captured, reviewed by Naval Engineering and processed by other application software or hardware.
6. Contracting Officer Determination:
This acquisition is being conducted under the authority of the Multiple Award Schedule
Program. The Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable and in the Government’s best interest in accordance with FAR
Subpart 8.404 (d). GSA has already determined the prices of supplies under Schedule contracts to be fair and reasonable. However, in accordance with FAR 8.404(d), the Contracting Officer may do further price analysis via FAR Part 15.404-1 to determine prices fair and reasonable and to ensure that by placing an order against a schedule contract, that the order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs. In addition, GSA will be seeking vendor discounts in accordance with FAR Subpart 8.405-4 Price
Reductions for orders exceeding the simplified acquisition threshold from established schedule prices.).
7. Market Research:
Market research was conducted in accordance with FAR 10 and FAR 8.4 procedures. Based on market research and historical data, two acquisition vehicles were considered for this requirement. In accordance with FAR Subpart 8.004(a)(1) Use of Other Sources, the use of the
NITCP Computer BPAs was researched for available sources.
The Senior Contract Specialist issued a Sources Sought Notice via email on June 23, 2015 requesting confirmation of configuration availability to all NITCP Computer BPA holders. Only two BPA holders (Intelligent Decisions and MCP Computer Products) confirmed that they are able to provide the requested configurations.
The second acquisition vehicle considered was the GSA Schedule 70 Contracts. A Sources
Sought Notice was posted to GSA eBuy on 7/01/2015. Two responses were received. Both
Federal Business Systems and Government Connections responded favorably. Intelligent
Decisions Inc. and MCP Computer Products are also Schedule 70 Contract holders. The procurement will be solicited on the GSA Reverse Auction Platform to all Schedule 70 Contract holders in an effort to obtain the highest level of competition.
8. Statement of Actions to Overcome Barriers to Competition:
The U.S. Navy Fleet Readiness Center Southwest staff will continually revisit the brand name equipment currently being used and will research for the manufacturers and products that will be in the government’s best interest as best value for future replacement equipment at the agency’s site and at sites the agency supports.
9. Requiring Agency Certification:
I certify that the supporting data under my cognizance which form the basis for this justification are accurate and complete to the best of my knowledge and belief.
